Page 2 of 6 – Comprehensive Sign Program Application – City of Clearwater F.- WRITTEN SUBMITTAL REQUIREMENTS., —ode Section 3- 1807.C) Signage proposed ac part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade with no protrusions above roof lines, over windows, trim, cornices or other building features. SEE ATTACHMENT AUG 3 0 2011 Page 3 of 6 - Comprehensive Sign Program Application - City of Clearwater ATTACHMENT 1. , This artwork/banner(s) (sign) will be located on lamp posts adjacent to the Beach Spur of the Pinellas Trail on Turner street. The banners will be partially obscured by hibiscus plants that are part of the church landscaping. They will be positioned at right angles to the flow of traffic not parallel to them. The design theme(s), color scheme, and content of these banners propose to add an element of celebration and visual delight to the area as well as being appropriate to their location on church property. They constitute a form of "greeting" to those coming to the church for worship and would be in keeping with the character of the neighborhood which consists of a mix of residential, offices/businesses, and includes two other churches. The estimated life of the banners is approximately 3 — 5 years. At the end of that time they may or may not be replaced with similar art work. The banners will be attached to existing lamp posts which currently provide lighting for the front walk entry. Simply attaching the banners to the posts will eliminate the need for a new support structure and enable the banners to be removed simply during times of severe weather. 2. Height (& Scale) The artwork/banner(s) are proposed to be of an appropriate scale in keeping with the dimensions of the lamp posts as well as coordinating with the surrounding landscaping and nearby building. The are designed to be easily seen and read by pedestrians and passengers in slow moving vehicles. The top is the sign is approximately / � feet above grade. 3. Area, Number, etc. One banner face will be approximately 22 in. wide x 46" long for a total of 1012 sq. in./ 7.03 sq. ft. When all four faces were in place the total surface would be 28 sq. ft. rounded. The actual printed area will be somewhat less due to the use of borders. See sample. The overall plan calls for two banners each having two faces. The current proposal envisions one banner with two identical faces as shown in the submitted design. The second banner will be phased in at a later time and may or may not contain different images. The proposed site remains the same. It is anticipated that the banner, if allowed, may be attached to either lamp post and may be switched from time to time to balance weathering or alter the effect. They are intended as works of art which the city ordinance classifies as signs.
