Dear Mr. Davis:
The Planning and Development Department Staff reviewed your Comprehensive Sign Program
application for 719 S. Missouri pursuant to Community Development Code (CDC) Sections 3-
1806.13, 3- 1807.13.2 and 3- 1807.C. The proposed plan includes an increase in the area of
monument sign as follows:
1. One Monument internally illuminated sign 60 square feet in area with a total height of 8 feet,
7.5 feet in width, located on the east side of S. Missouri Avenue in a twelve square foot
landscaped area. The sign will have a blue sign face reading "City County Employees Credit
Union" in white and orange letters with a palm and below will have three lines of changeable
copy on a white background framed in blue with 4 inch, black, changeable, letters. The sign
will be painted to match the building and will have 6 inch high address numbers on the base;
The existing directional signs located on the north side of Druid Road will remain.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a
Development Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be
consistent with, the site plans, elevations and drawings dated received on May 17, October 11
and December 7, 2011 as described above and subject to the following conditions:
Conditions of Approval:
1. That the address be maintained on the freestanding signs, in accord with CDC Section 3-
1806.13.11,
2. That the freestanding sign is set back five feet from the property line;
3. That a landscaped area, a minimum of 12 square feet in size, is provided and maintained
around the freestanding sign;

4. That any requests which are inconsistent with this approved Comprehensive Sign Program
require an amendment to be filed and reviewed and approved by the Planning and
Development Department prior to issuance of a building (sign) permit;
5. That the internal sign lighting for the monument sign be controlled by a mechanical timer and
be turned off at midnight or whenever the business is closed, whichever is later; and
6. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not
limited to, grand opening banners, window, temporary, construction, sale leasing signs.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within
one (1) year of the date of this Development Order (December 22, 2012). All signs shall be
installed and any conditions met within six (6) months of the date of issuance of the initial
building (sign) permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any
building permits or pay any fees that may be required. In order to facilitate the issuance of any
permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.

Good afternoon,
Mr. Teunis provided me with a copy of a revised sign drawing for the City County Employee Credit Union
freestanding /monument sign. Please contact me for any proposed sign design revisions.
Based on the aforementioned sign design:
(1)Clarify the location and that the monument sign will be out of the sight visibility triangles. Please be
aware that the visibility of monument signs may be more easily blocked by existing landscaping.
Carefully review the site and the proposed location to make sure that it's visibility will not be blocked by
trees or shrubs.
(2)Provide a color, to scale, version of the revised sign design. The sign structure colors should relate the
sign to the building.
(3)While this site is very limiting in the available area for attached signage so a larger
freestanding /monument sign may be approved. The dimensions of the proposed monument are
acceptable; however there is room to reduce the height without impacting the signage area. The area
around the address numbers may be reduced (around C,D). The emphasis of the sign should be the top
portion with the name and logo.
(4)Through a CSP the directional signs may be larger than what is otherwise permitted. If the directional
signs, specifically those on the other frontage would like to be increased please provide sign drawings
for them.

(1) While the requested sign area is within the maximum
allowed, the largest signs are approved on the largest road
frontages. 10 feet is too wide for Missouri Ave. Revise to 8

(2)Electronic Message signs are not considered a higher
quality sign and will not be approved through a
Comprehensive Sign Program. Because digital signs are
built to change on a regular basis, they do not meet the
intent of the changeable copy provisions of the code. The
changeable copy provision limits changes to once every 6
hours and digital signs change every few seconds.
