WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and/or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenantsluses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade with no protrusions above roof lines, over windows, trim, cornices orotherbuilding features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character. Further, explain how all signs are architecturally integrated into /with the design of the building and /or site using similar and coordinated design features, materials and colors, etc. The proposed free standing signs mirror what is existing in charcater, color and design - of which was produced to provide a comprehensive and compatible cohesive signage package for the site. The existing signs are old and worn out and the new ones will be a critiocal upgrade. The design features proposed match the building strictures. There is zero visibility of allowable wall signs for most of the units due to the significant slope of the center. 2. Height. Describe how the height of all freestanding signs proposed through the Comprehensive Sign Program relate to the design of the sign and not exceed 14 feet in height? A few required steps now will greatly help organize this plaza and allow it to change more easily in the future. Regarding comment 1) To -scale building elevations are listed a submittal requirements (pg. 2, section D of the application). I do understand that this is a difficult and expensive drawing to acquire if it is not currently on hand. if you are willing to work with me we may be able to work on this CSP without the building elevations. With no building elevations the list of existing signs and tenant spaces is very critical to organizing the existing signs. Comment 2) You may provide color photos of the remaining two signs and call out the dimensions. Please number each of the four signs and then number their locations on a site plan. Comment 3) If we are to continue with no building elevations then the list of existing signs is very important. Filling out the list is not simply checking all the boxes to have a complete application, it is to tabulate all existing signs and review them and see which ones I may need to flag to be brought into compliance when the tenant /lease /business /etc changes. There is not digital submittal requirement. If you would like to cooperate it would be very helpful to me to have a digital version. However, if you would like the follow the application submittal requirements exactly then please be aware that "color building elevations, to scale, for all facades of any building with proposed and existing attached signage" is a required submittal. This would also include all out parcels. However, I think we can work around this requirement with your cooperation. The cost, the time, the unnecessary study and end result is just not acceptable, necessary or called for in any regard... primarily since the wall signs are existing, are not directly subject to what is requested under the application and your own conclusion is what transpires now already: if a wall sign is changed under a new lease, they must meet today's code. Further, you have received in the application an elevation of every wall sign, of which was acceptable by your department the last time a sign issue came thru at this center - not too long ago. It worked then just fine and there was a considerable cost incurred at that time for a sign company to use a boom truck to measure every single sign out there. 2) You have been provided elevations of all the free standing signs with measurements showing exactly what is out at the site and the size & SF of each. These are photo's of the all existing signs with accurate measurements on them. If these are missing from your packet, please let me know - if we are having the same type of issue as presented in item #1, please let me know. Again that was deemed sufficient last time the application was submitted. 3) I must ask that since you have all this information well presented, in color photographs, at 8.5" by 11" - much more detail and clarity than the page you refer to - why it is necessary to fill in the little lines on a piece of paper ... is this just fulfilling a check off list on an application? You would have your largest sign on the principal entrance and might have a smaller directional signage on a smaller or secondary entrance. The question is asking you to address which are your primary (most important, biggest) signs, entrances, or building facades and which are your secondary. Provide to scale color sign drawings for all existing freestanding signs, not just the two proposed to be replaced. Further clearly number and label each freestanding sign on the sign drawings as well as on the site plan. (3)Complete page 5 of the Comprehensive Sign Application. It does not necessarily need to be on the form but a comprehensive list of all signs for the plaza is required for a Master Comp. Sign. I would suggest using the spread sheet you started which lists the units and the square footage and add a category for signage area. I would also add a category for the business name which you did for the last couple out parcels. Please submit a digital version on this spreadsheet. Section 4 -1008 of the Community Development Code states that if an application is deemed incomplete, the deficiencies of the application shall be specified by Staff. No further development review action shall be taken until the deficiencies are corrected and the application is deemed complete. Please resubmit by April 4, 2011 at NOON. That the 18.9 -acre subject property is located at the southwest corner of State Road 590 and McMullen Booth Road; 2. That the subject property is located within the Industrial, Research and Technology (IRT) District; 3. That the subject property is located within the Industrial Limited (IL) Future Land Use category; 4. That the existing retail sales and services use is a nonconforming use within the IRT District; 5. That the existing office, restaurant, and vehicle services uses are conforming uses within the IRT District; 6. That the existing development is compatible with the surrounding area; and 7. That there are no active Code Enforcement issues associated with the subject property. Conclusions of Law: 1. That the existing development is consistent with the F.A.R. and I.S.R. maximums as per CDC Section 2- 1301.1; 2. That the off - street parking associated with the existing development is consistent with the shared parking requirements of CDC Section 3 -1405; 3. That the existing development is consistent with the General Standards for Level Two Approvals as per CDC Section 3- 913.A; 4. That the existing development is consistent with the Comprehensive Landscape Program criteria as per CDC Section 3- 1202.G; and 5.
