impact on the aesthetics, community character and quality of life of the City of Clearwater.

E. SITE PLAN SUBMITTAL REQUIREMENTS: (Code Section 4 -1008 & Section 4 -202)

Sight visibility triangles shown and labeled;
Location of all proposed landscape material including size and species;
Land areas expressed in square feet and acres; and
Location of the sign in relation to property lines, public rights -of -way, easements, buildings and other signs on the property.

F. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or
the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping
centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and /or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each favade with no protrusions above roof lines, over windows, trim, cornices or other building features.

1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive
sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under
the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character.
Further, explain how all signs are architecturally integrated into /with the design of the building and /or site using similar and

Dear Mr. Morelli:
The Planning Staff reviewed your Comprehensive Sign Program application for 20967
US Highway 19 North pursuant to Community Development Code Sections 3- 1806.B, 3-
1807.B.2 and 3- 1807.C. The proposed plan includes a freestanding sign, an increase in
the area of attached sign, and one directional sign as follows:
One Freestanding illuminated sign 73 square feet in area at the southern portion
of the entrance of the parcel. The sign will be located in a twelve square foot
landscape area and be 14 feet in height. The sign face will be gray in color with
white letters which will read "Clearwater Grand Hotel & Suites" with a Best
Western emblem immediately left. The main sign structure will be Green PMS#
5783 in color (to match the building) with the address black in color. The two -
line changeable copy area will be brown PMS# 473 in color (to match the
building). The architectural details of the sign structure shall be peach PMS# 475
in color (to match the building); and
2. One Attached sign 35 square feet in area on the east fagade centered above the
main building entrance. The sign will be blue in background with the border
being outlined in yellow with yellow letters reading "Best Western" with a red
crown emblem directly above.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a
Development Order pursuant to Section 4 -202.E of the Community Development Code.
The approval is based on, and must be consistent with the site plans, elevations and
drawings dated received on December 18, 2009 and January 07, 2010 as described above
and subject to the following conditions:

Conditions of Approval
1. That any requests which are inconsistent with this approved Comprehensive Sign
Program require an amendment to be filed and reviewed and approved by the
Planning Department prior to issuance of a building (sign) permit;
2. That the building fagade area to which the attached sign is to be attached, be
painted peach PMS# 475 (to match the building), prior to sign installation ;
3. That no freestanding sign be located within the required sight visibility triangles
and within five feet of any property lines;
4. That a minimum of 12 square feet of landscaping be installed and maintained
around the base of the freestanding sign;
5. That the freestanding sign structure be limited to the following colors to match the
existing building: green PMS# 5783, peach PMS# 475 and tan PMS# 473;
6. That the internal sign lighting for the freestanding sign be controlled by a
mechanical timer and be turned off at midnight or whenever the business is closed,
whichever is later;
7. That all other Code requirements /restrictions of Division 18 (Signs) be met,
including but not limited to, grand opening banners, window, temporary,
construction, sale leasing signs.
Pursuant to Section 4 -303, an application for a building (sign) permit shall be made
within one (1) year of the date of this Development Order (January 12, 2010). All signs
shall be installed and any conditions met within six (6) months of the date of issuance of
the initial building (sign) permit. Permitted time frames do not change with successive
owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

Dear Purewater Hotel Group Llc :
The Planning Staff has entered your application into the Department's filing system and assigned the
case number: CSP2009- 00017. After a preliminary review of the submitted documents, staff has
determined that the application is Incomplete with the following comments.
1. Affidavit to Authorize Agent reflects Purewater Hotel Group, LLC as the owner with Devang Joshi
signing on behalf of the owner. Provide documentation that Devang is authorized to sign on behalf
of Purewater due to he is not listed under the State Division of Corporations.
2. On the freestanding sign plans provide all dimensions of the sign including the support structure
widths, sign area in square feet, labels of all colors, if the sign is to be illuminated and calculation on
how the sign area meets code requirements. One square foot per two feet of linear street frontage or
one square foot per 100 square feet of building fagade facing US Hwy 19 is allowed.
3. On the attached sign plan provide labels of all colors, entire building fagade with dimensions and
calculation on how the sign meets area standards. (Up to 6% of the building fagade area to which the
sign is to be attached is the maximum. However, the sign also must be architecturally integrated into
the building and 6% may not be appropriate.
4. Provide the location of the proposed directional sign on the submitted site plan.
5. This comment is not relevant to completeness but for informational purposes. The directional sign
proposed does not meet the directional sign requirements. Directional signs can be no more than
four square feet in area. Business logos or other non - traffic control symbols cannot exceed 25
percent of the sign face area.
Section 4 -1008 of the Community Development Code states that if an application is
deemed incomplete, the deficiencies of the application shall be specified by Staff. No
further development review action shall be taken until the deficiencies are corrected
and the application is deemed complete. Please resubmit by 12 -30 -2009 at NOON.
Failure to do so will result in the application being withdrawn.
