Dear Mr. Toner: The Planning Staff reviewed your Comprehensive Sign Program application for 15 South Osceola Avenue pursuant to Community Development Code Sections 3- 1806.13, 3- 1807.13.2 and 3- 1807.C. The proposed plan includes an increase in the area and number of freestanding signs as follows: 1. One Freestanding non - illuminated sign 20 square feet in area at the southwest corner of the parcel. The sign will be located in a two foot high landscape planter and be four feet in height. The sign will be constructed of an aluminum circle mounted in a beige color frame. The circle will be white in color with blue letters and a graphic of a sun. The sign will read "Pinellas County Utilities "; and 2. One Freestanding non - illuminated sign 20 square feet in area on the south side of the ingress /egress area on Osceola Avenue. The sign will be located in a two foot high landscape planter and be four feet in height. The sign will be constructed of an aluminum circle mounted in a beige color frame. The circle will be white in color with blue letters and a graphic of a sun. The sign will read "Pinellas County Utilities ". The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development Order pursuant to Section 4 -202.E of the Community Development Code. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning Department prior to issuance of a building (sign) permit; 2. That no freestanding sign be located within the required sight visibility triangles and within five feet of any property lines; 3. That a minimum of 12 square feet of landscaping be installed and maintained around the base of the freestanding signs; 4. That the address be maintained on the freestanding signs, in accord with Community Development Code Section 3- 1805.S; and 5. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited to, grand opening banners, window, temporary, construction, sale leasing signs. Pursuant to Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (September 3, 2010). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners. The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of this letter with you when applying for any permits or licenses that require this prior development approval. Architectural Theme: Proposed sign improves community Character: • By coordinating the signage with the established logo for Pinellas County Utilities and a more modern updated sign type rather than the existing painted plywood sign. • The addition of another sign along S. Ft. Harrison will help customers find the building, and parking entrance. Current signage is small and hard to read. • Signage is a see - through, rather than a solid, sign helping to open the view for a more transparent modem appearance. • The proposed frame is the same color of the building which is a buff color. 2. Height: a. All the signs located on the site are less than 14'. The proposed signs will be 48" in overall ht, when installed. Currently the signs are smaller than permitted and don't offer enough advanced warning to drivers as to where the public parking and facilities are located. h. Intended traffic circulation plan: i. Entrance and exit along S. Ft. Harrison. There is an alley through the site that is a permitted street, but it is neither the main access, nor intended access way for the public. The entrance along S. Osceola is for employee parking only and is not signed. Hierarchy of signage: i. The signage on the building (see photo) is the largest and primary property identifier signage. The entrance signs would be the secondary signage, and all the other signs on the site are direction, or informational signage and consist of painted aluminum sheets on posts (See photo) 4. Elimination of Unattractive Signage: (How does new signage eliminate ex. unattractive signage, or result in improvement to appearance of the parcel)? a. It removes the smallish - painted plywood signs(see photo) that currently exist on the site and replaces them with a more modern attractive sign that relates more to the building and logos of the Pinellas County Utility organization. The signage is consistent in that its colors reflect the building colors and the signage is open and somewhat see - through, giving it a more modern /tropical appearance than the previous painted plywood signage panels.
