F. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or
the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping
centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each fa <7ade with no protrusions above roof lines, over windows, trim, cornices or other building features.

1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive
sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under

F. Written Submittal Requirements
1. Architectural Theme
Chevrolet - The design, character, location and /or materials of all signs existing and
proposed are demonstratively more attractive than signs otherwise permitted as they
are color and designed coordinated according to the overall brand marketing for GM's
Chevrolet national advertising designs. Said design theme is nationally known and
replicated. The new marketing theme will be set forth in the new facade for the main
Chevrolet dealership structure (Sign #13) and carried forth in the free standing signage
on US 19 as well as the facade signage for the Collision and Service buildings and on-
site directional signage. Said brand graphics are as established and governed by GM.
The core elements of the brand's theme are the coordinated blue color, the Chevrolet
"bowtie ", and the letterings' fonts. The proposed signage improves the community
character by the consistency and coordination the monumentation exhibiting the
signage as well as the signage's color and fonts.
Cadillac - The architectural theme for the Cadillac dealership is established through the
overall national brand marketing for Cadillac and Land Rover. The Saab signage is
being eliminated. The Cadillac dealership signage is limited to the display of the
corporate logos plus the identification of the Dimmitt ownership with limited facade
signage providing directional and identification of building functions.
2. Height -
According to the City's Community Development Code Sec. 3 -1807 B. 1. i, the
maximum height of the free standing signs will be 14' plus the additional height allowed
for the height of the US 19 barrier walls. For Chevrolet, the additional height, as shown
by survey, is 19.82' (adding an additional 5.82' as per survey of the existing sign base
height relative to the proposed DOT median barrier wall), and 20.08' for Cadillac
((adding an additional 6.08' as per survey of the existing sign base height relative to the
proposed DOT median barrier wall).
Special Area or Scenic Corridor Plan. If the signage proposed is located in the Downtown (D) or Tourist (T) district explain
how the proposed signage is consistent with the appropriate adopted design guidelines.

The Planning and Development Department Staff reviewed your Comprehensive Sign Program
application for 25485 US Highway 19 N pursuant to Community Development Code (CDC) Section 3-
1808. The proposed plan includes an increase in the number and area of freestanding and attached signs
as follows:
One Freestanding internally - illuminated sign, Sign 91 on the survey, 127.69 square feet in area with
a total height of 20.08 feet and total width of I L3 feet, located on the west property line
approximately 55 feet south of the property entrance. The sign location fronts on US Highway 19
and the height to the top of the median barrier wall is 6.08 feet. There will be a three foot wide buffer

and the height to the top of the median barrier wall is 6.21 feet. There will be a three foot wide buffer
of landscaping around the entire base of the sign. The sign will consist of two pan - formed faces. The
top face will be blue in color with the Chevy symbol gold in color with "CHEVROLET" directly
underneath white in color. The bottom face will be black in color and read "DIMMITT" white in
color. The sign will be on a stone base that will be concealed by landscaping. The support structure

60 feet south of the property entrance. The sign location fronts on US Highway 19 and the height to
the top of the median barrier wall is 6.02 feet. There will be a three foot wide buffer of landscaping
around the entire base of the sign. The sign will consist of two pan - formed faces. The top face will
be white in color with the Chevy symbol gold in color with "CHEVROLET" directly underneath

blue in color. The bottom face will be black in color and read "DIMMITT" white in color. The sign
will be on a stone base that will be concealed by landscaping. The support structure of the

4. One existing Freestanding internally - illuminated monument sign, Sign #4 on the survey, 36.5 square
feet in area with a total height of six feet and total width of 6' -1" located on the west property line
approximately 165 feet south of the property entrance. The sign is green with an aluminum dome
face at the top of the sign with "LAND ROVER" in metallic silver letters. Underneath "LAND
ROVER" are metallic silver letters which reads "RANGE ROVER ". On the side of the sign is a grey
vertical strip. The address numbers are at the base of the sign in white;
5. One Attached internally - illuminated channel letter sign mounted directly to the Dimmitt Chevrolet,
as shown on the site plan, building facade (no raceways) 36.31 square feet in area (0.83 percent of
the facade area) on west building facade. The sign will read "DIMMITT" in blue letters;
6. One Attached internally - illuminated channel letter sign mounted directly to the Dimmitt Chevrolet,
as shown on the site plan, building facade (no raceways) 49.78 square feet in area (1.2 percent of the
facade area) on west building facade. The sign will read "CHEVROLET" in white letters with the
Chevrolet symbol directly to the left gold in color;
7. One Attached internally - illuminated channel letter sign mounted directly to the Used Car, as shown
on the site plan, building facade (no raceways) 16.29 square feet in area (1.6 percent of the facade
area) on west building facade. The sign will read "USED CARS" in white letters;
8. One existing Attached non - illuminated capsule sign mounted to the Land Rover, as shown on the site
plan, building facade 7.67 square feet in area (0.55 percent of the facade area) on west building
facade. The sign face is green with "LAND ROVER" in metallic silver letters;
9. One existing Attached non - illuminated shoebox style sign mounted to the Land Rover, as shown on
the site plan, building facade 10.3 square feet in area (0.75 percent of the facade area) on west
building facade. The sign face is white with "RANGE ROVER" in push- through letters metallic
silver in color;
10. One existing Directional double -faced internally - illuminated directional sign, directional sign #1,
with an overall height of 70 inches, 15 square feet in area. The sign face is blue with directional text
white in color; and
11. Six existing Directional double -faced non - illuminated directional signs, directional signs #2 -7, with
an overall height of 60 inches, 13.89 square feet in area. The signs are white in color with a base,
middle and cap. The signs have blue faces with directional text white in color. At the top of each
sign it reads "DIMMITT" blue in color with the gold Chevrolet symbol directly underneath.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development
Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site
plans, elevations and drawings dated received on December 27, 2012 and February 05, 2013 as described
above and subject to the following conditions:
Conditions of Approval:
1. That the address be maintained on the freestanding signs;

That the freestanding signs are set back five feet from property lines;
That a landscaped area, a minimum of three foot wide buffer around the base of the sign, is provided
and maintained around freestanding signs numbered one through three;
That prior to the issuance of any sign permits, the final design of the landscaping be approved by
staff,
That at the time of installation, the landscaping around the base of the freestanding signs conceal the
stone bases;
That any requests which are inconsistent with this approved Comprehensive Sign Program require an
amendment to be filed and reviewed and approved by the Planning and Development Department
prior to issuance of a building (sign) permit;
That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical
timer and be turned off at midnight or whenever the business is closed, whichever is later; and
That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited
to, grand opening banners, window, temporary, construction, sale leasing signs.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1)
year of the date of this Development Order (February 06, 2014). All signs shall be installed and any
conditions met within six (6) months of the date of issuance of the initial building (sign) permit.
Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license
affected by this approval, please bring a copy of this letter with you when applying for any permits or
licenses that require this prior development approval.

The following conditions must be satisfied before the permit can be processed. Status

1/22/2013 1. The survey provided states that the effective height of Not Met
the median barrier is 6.08 feet above grade. The
maximum height of freestanding signs is 14 feet above
grade or 14 feet above the median barrier height. As the
median barrier is 6.08 feet above grade, the max height
allowed is 20.08 feet. As such, show on the drawing that
the height of sign three once relocated will be 20.08 feet
or less.
2. Pursuant to Community Development Code Section 3-
1807.B.1.c, all freestanding signs shall be setback at
least five feet from the property lines of the parcel
proposed for development. As such, show on the plans
that the minimum distance to the leading edge of any
freestanding sign is five feet. The topographic survey
provided shows the distance to the center of the new sign
locations but the leading edge of the sign will encroach
into the required five foot setback.
3. Pursuant to Community Development Code Section 3-
1807.B.1.h, all freestanding signs shall be installed in a
landscaped area consisting of shrubs and /or ground
cover not less than three feet in width around the entire
base of the sign. As such, make a note on the
freestanding sign plans that a landscaped area consisting
of shrubs and /or ground covers not less than three feet in
width around the entire base of the sign will be installed.
4. For the reduced size sheet showing the new building
facade, Dimmitt and Chevrolet signs add the sign
dimensions, sign areas, building width and building height
information.

In response to your Case Condition review sheet emailed to me on 01/22/13 (see attached), a revised
Comprehensive Sign Program Site Plan will be mailed to you this week from Landmark Engineering's
David Bell providing the following revisions:
1. additional note on the site plan indicating the required free - standing sign elevation data for
Cadillac Sign #1 that it's height will be 20.08' or less. Additionally, the same type of data for
the Chevrolet free - standing Sign #3 indicating that it height will be 20.02' or less, and 20.21' or
less for Sign #2 will be shown on the site plan.
2. The apparent dimensional oversight on the survey showing that all the free - standing signage
would encroach into the 5' setback will be corrected indicating that the free - standing signs will
be a minimum of 5' from western property line, at the leading edge of the free - standing sign's
sign face (i.e. there will be no encroachment of any portion of the sign into the 5' setback)
3. a three foot (3') wide landscape buffer will be shown to be installed around the bases of all the
free - standing signs and noting that the said landscaping will visually screen the concrete base
of the free - standing signs.
4. 1 have been able to calculate from the Chevrolet facade drawings the following dimensions for
the Chevrolet new showroom structure's facade and the new signage:
a. Building height — 25'- 8" high, 184' long,
b. Signage:
i. Bowtie: 25" high, 6' -5" long, 37.7 sq.ft.
ii. Chevrolet: 25" high, 16-11 3/" long, 35.37 sq.ft.
iii. Dimmitt: 28" high, 15-6 3/4" long, 36.31 sq.ft.

Dimmitt is adding a new sign #14 to the Chevrolet site for the western fagade of the Used Cars
structure, located immediately north of the main Sign #13 fagade:
