WRITTEN SUBMITTAL REQUIREMEN 6: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade with no protrusions above roof lines, over windows, trim, cornices or other building features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character. Four attached signs? I think it is excessive. And I think they could really make their signs more interesting — at least they have a very recognizable logo. They are not proposing to do anything with their freestanding sign — however — it's horrible and we let them do a "face change" not too long ago so we may want to consider letting them keep the face. The proposed plan includes an increase in the number and area of attached signs as follows: 1. One Attached internally illuminated channel letter sign 24.1 square feet in area (2.06 percent of the building facade area, total 4.3 percent) on the south building facade. The sign will be flush mounted to the building facade and read "The Original Hooters" in orange letters and "1983" in yellow; 2. One Attached internally illuminated channel letter sign 26.05 square feet in area (2.2 percent of the building facade area, total 4.3 percent ) on the south building facade. The sign will be flush mounted to the building facade and read "Hooters" in orange letters; and 3. Sufficiency Conditions 1. Through a CSP larger and or multiple signs may be approved, however the signage must be higher quality and meet the design standards of the CSP. The existing freestanding sign with the reader board is not higher quality and must be brought to a higher quality for this CSP to be approved. The existing sign face (The original 1983 Hooters) may be reused and incorporated into a higher quality structure /sign frame. 2. The existing freestanding sign is currently lopsided and this is not acceptable through a CSP. It is understood that using the existing foundation is very cost effective and that the sign may not be able to be shifted as it must be 5 feet from the property line. A covering over the poles that extends further on the overhanging side will give it the visual symmetry while incorporating the existing supports and foundation. Please see attached powerpoint sketch. 3. The reader board is not higher quality. Further the existing freestanding sign face is very large, however the City is working with you to use the existing sign face. The reader board will not be approved. Remove the reader board and revise the pole covers to cover both poles and to even the lopsided appearance of the sign. If the area of the base or supports (or pole cover) is greater than 50 percent of the sign face (58.5 square feet) it will count towards the sign area. This will increase the sign area from 58 to 100 square feet or more. The maximum freestanding sign are for this property is 127.5 square feet. While generally we would not support a sign of 100 square feet or more, in this instance the City may be supportive if it results in a sign with a higher quality of design. However the sign may need to be lowered to less than 14 feet for the area of the base to manageable. 4. The revised freestanding sign drawings are not an accurate representation of the sign. They show a white sign face when the existing sign face is blue to match the building. Clarify and revise. Please be aware that the Comprehensive Sign Program is a design based review and accurate representations of aesthetics are critical. 5. The proposed attached sign on the south elevation is too large for the building fagade area to which it will be attached. Revise the sign to be 2 foot (24 inch) letters or less. 6. Traffic Engineering will review the proposed freestanding sign location within the sight visibility triangle. If Traffic Engineering can approve the location Planning will concur, however if Traffic Engineering cannot approve the location the sign location must be revised. The sign meets the 5 ft. setback requirements, however, the height is greater than 14' and the visibility triangle that the sign is in should not be a problem seeing when you pull out, you can only make a right hand turn, therefore, you are not looking in the direction of the sign, but in the opposite direction to make the right hand turn and look for a clear lane to pull out to Gulf to Bay . We would be willing to cover the poles and paint to match the building if the City of Clearwater's CSP allows us to keep the sign as is and the location it is in. We were just granted a face change permit about 4 months ago to make the sign more appealing and we feel that the sign matches the new building remodel as well and the other proposed signs that will match the road sign as well.
