Location of the sign in relation to property lines, public rights -of -way, easements, buildings and other signs on the property.

F. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terns of numbers of signs per
business and/or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and/or
the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping
centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade
with no protrusions above roof lines, over windows, trim, cornices or other building features.

1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive

Comprehensive Sign Program
Gulf to Bay and Belcher
A portion of parcel # 13/29/15/00000/410 /01100
Project Description:
The southwest corner of Gulf to Bay and Belcher is being developed in a retail and
residential development. This application is as to the 11.637 acres undergoing retail
development with a grocery store, gas station and four additional outparcels. Specifically, this
application includes freestanding signage and attached signage for the grocery and gas
outparcels. The applicant anticipates amending the comprehensive sign program application at
the time tenant plans for those outparcels are completed.
The site design was approved previously through the City's Flexible Development
process accompanied by a Development Agreement. Owners of outparcels are parties to a
Declaration of Easements, Covenants and Restrictions which specifically outline the location of
signs and the tenants located on each sign.
Written Submittal Requirements:
1. Architectural Theme. The design, character and location of all signs proposed are more
attractive than otherwise permitted due to the upgraded materials used for
construction such as brink and stone fagade, the three dimensional design of the signs,
and the incorporation of the sign into the design of the buildings. The City has worked
over the past twenty years to rid Gulf to Bay of sign clutter. The redevelopment of this
site creates a unified plan of development with common signage for multiple tenants,
thereby minimizing the possible signage available had the site been subdivided. The
materials proposed provide a significant upgrade over the typical pole sign that has
been cut /reduced on Gulf to Bay. There is one freestanding sign proposed at Gulf to Bay
and one at Belcher Road, each at curb cut locations. This is one sign on each frontage
despite the multiple buildings that are actually located along the frontage.
2. Height. The two freestanding signs are 6'8" (Wawa) and 14' (Wal -mart shared sign)
high. These are within the Comprehensive Sign Program approval parameters. The
Wawa sign is located along Gulf to Bay and includes prices of the gas. The Wal -mart
shared sign is located along Belcher Road across from an existing shopping center.
Although the height is 14 ft., the design of the sign is upgraded over other signs in the

area and includes stone features, three dimensional features and multiple colors to
integrate into the design of the shopping center as a whole.
3. Total Area of Sign Faces.
a. Overall size of the site: 11.367 acres (portion applicable)
b. Linear Feet of sign setback: signs are located at the building setback line
c. Frontage in linear feet: 771 linear feet (Gulf to Bay)
d. Proposed Use: The property is approved as a retail shopping center which
includes a grocery, gas station, and several other outparcels.
e. Pedestrian /Vehicular Access: The site is accessed along Belcher and Gulf to Bay
through approved ingress /egress. Part of the development application included
a dedication of a turn lane at the intersection. Sidewalks will be constructed
around the site per the approved site plan.
f. Traffic circulates within the site to various parking areas. The outparcels are
separated through landscape islands. A consumer can enter the site and
internally traverse the entire site without going back onto a main arterial road.
g. Hierarchy of signage — there are two freestanding signs, one larger than the
other. The larger sign is a multi- tenant sign while the smaller sign is specific to
the gas station. The attached signage is specific to the tenant.
4. The proposed site eliminates old signage for a previous mobile home park that was
located on the site.
5. There is no applicable scenic corridor plan.

Comprehensive Sign Program
Gulf to Bay and Belcher
A portion of parcel # 13/29/15/00000/410 /0100
Project Description:
The southwest corner of Gulf to Bay and Belcher is being developed in a retail and
residential development. This application is as to the 11.637 acres undergoing retail
development with a grocery store, gas station and four additional outparcels. Specifically, this
application includes freestanding signage and attached signage for the grocery and gas
outparcels. The applicant anticipates amending the comprehensive sign program application at
the time tenant plans for those outparcels are completed.
The site design was approved previously through the City's Flexible Development
process accompanied by a Development Agreement. Owners of outparcels are parties to a
Declaration of Easements, Covenants and Restrictions which specifically outline the location of
signs and the tenants located on each sign. A copy of the Declaration is available for review by
the City. The exhibit in the Declaration has been provided with the submittal and is labeled
"Exhibit V.
Written Submittal Requirements:
1. Architectural Theme. The design, character and location of all signs proposed are more
attractive than otherwise permitted due to the upgraded materials used for
construction such as brink and stone fagade, the three dimensional design of the signs,
and the incorporation of the sign into the design of the buildings. The City has worked
over the past twenty years to rid Gulf to Bay of sign clutter. The redevelopment of this
site creates a unified plan of development with common signage for multiple tenants,
thereby minimizing the possible signage available had the site been subdivided. The
materials proposed provide a significant upgrade over the typical pole sign that has
been cut /reduced on Gulf to Bay. There are two freestanding signs located Gulf to Bay
and two along Belcher Road; one sign at each at curb cut location and one sign each at
the center of the parcel along the roadway.
The new Wal -mart Neighborhood Market incorporated several upgrades to the
architectural design including changes in the horizontal building planes with the use of
pilasters and suspended canopies, varying roof parapet heights with a cornice
treatment, variation in building materials, textures and an eart tone color scheme to
add a visually interesting and attractive appearance, a covered entrance canopy with a

pedestrian area for patrons to be protected from weather issues, large landscaping
areas across the front and signs of the building to break up the fagade and add
additional visual interest.
2. Height. The four freestanding signs are: 14' (Wal -mart shared sign — Signs A &D), 6'8"
(Wawa — Sign B) and a 10' sign with tenants to be determined (Sign Q. These are within
the Comprehensive Sign Program approval parameters. The Wawa sign is located along
Gulf to Bay and includes prices of the gas. The Wal -mart shared signs are located at the
main entrances to the shopping center on Belcher Road across from an existing
shopping center and Gulf to Bay Blvd. across from an existing grocery. Although the
height of the Walmart sign is 14 ft., the design of the sign is upgraded over other signs in
the area and includes stone features, three dimensional features and multiple colors to
integrate into the design of the shopping center as a whole. The Wawa sign has similar
stone elements as the larger Walmart sign and includes panels to change gas prices.
The ten -foot sign has the same stone base and solid panel top and includes panels for
the additional tenants of the shopping center.
3. Total Area of Sign Faces.
a. Overall size of the site: 11.367 acres (portion applicable)
b. Linear Feet of sign setback: signs are located at the building setback line
c. Frontage in linear feet: 771 linear feet (Gulf to Bay) is the longest frontage
d. Proposed Use: The property is approved as a retail shopping center which
includes a grocery, gas station, and several other outparcels.
e. Pedestrian /Vehicular Access: The site is accessed along Belcher and Gulf to Bay
through approved ingress /egress. Part of the development application included
a dedication of a turn lane at the intersection. Sidewalks will be constructed
around the site per the approved site plan. A sign is proposed on the rear of the
Wawa building as this faces the parking that otherwise would be used for
Walmart and identifies the store to consumers internal to the development.
f. Traffic circulates within the site to various parking areas. The outparcels are
separated through landscape islands. A consumer can enter the site and
internally traverse the entire site without going back onto a main arterial road.
g. Hierarchy of signage — there are four freestanding signs in three different sizes
located throughout the property. Attached signage is kept to a minimum
focused to both the right of way and internal (as to the Wawa) to the site to
identify locations internal to the site. The larger, Walmart sign and the mid -sized
multi- tenant sign includes signage for multiple tenants. The small sign is specific
to identifying the gas prices.

3. A three foot wide landscape area is required around
the entire base of all freestanding signs. Add a note to
the plans or show the landscape area.
4. Pursuant to the Community Development Code sign
area definition, any portion of the surface area of a
freestanding sign structure that exceeds 50 percent of the
permitted area of the sign face shall be considered part of
the sign area. As such, for each of the freestanding signs
provide the sign face area and structure area of each sign
so staff can ascertain the actual sign area for each of the
signs. For example, by staffs calculation, the sign faces
for freestanding sign A &D equal 93.33 square feet and
the structure area equals approximately 100 square feet.
This would bring the total sign area of sign A &D to 193.33
square feet.
5. Once the sign area calculations are complete, revise
Exhibit A as necessary.
6. Staff is concerned with the significant increase in the
height and width dimensions of sign A &D compared to
the freestanding signs on the property directly east. Both
properties are of similar area and will have a similar
number of tenants. The property's signs were also
approved through a comprehensive sign program and the
max height approved was 11 feet six inches with a
maximum width of seven feet eight inches.
7. The attached sign size on the Wawa front elevation is
not to scale with the area of building facade to which it is
to be attached. A maximum three foot tall letter height for
the first W in Wawa should be used with the remainder of
the sign area reduced proportionately. Additional
comments may be forthcoming once the redesign is
submitted.
8. The freestanding signs must have a consistent design
theme. As such, revise the design of the sign caps to
have the same design and color.
9. Pursuant to CDC Section 3- 1807.B signs for new
shopping centers with three or more tenants, including all
out parcels, shall be reviewed and approved through the
Comprehensive Sign Program. As such, and as the site
plan and building designs were approved by the
Community Development Board through application
FLD2009- 12046, building elevations for all elevations to
contain attached signage. At this time as not all tenants
are known, only general standards will be approved such
as area, height, width and general design of the signs.
10. This comment is being added as a courtesy, a

The Planning and Development Department Staff reviewed your Comprehensive Sign Program
application for 2165 Gulf to Bay Boulevard pursuant to Community Development Code (CDC)
Section 3 -1808. Pursuant to a property line length along Gulf to Bay, 385 square feet of
freestanding signage is allowed and the request is for 181.98 square feet. The total percentage of
signage on the east facade of Walmart is 4.16. The proposed plan includes an increase in the
number and area of attached and freestanding signs as follows:
1. One Freestanding internally - illuminated sign 69.34 square feet in area with a total height of
12 feet and total width of 10 feet located on the east side of the Gulf to Bay Boulevard
entrance with a three foot wide landscape buffer around the entire base of the sign. The sign
will have one face with four smaller faces directly below. The top face will be green in color
and read "Walmart" with "Neighborhood Market" directly underneath all in white letters.
Directly to the right there will be an orange star symbol. The four sign faces below are for
future tenants and the final design will be approved by staff. The sign will have a cap that
will be the same color as the caps of the other freestanding signs. The sign base will have a
stacked rock construction and be consistent with the bases of the other freestanding signs.
Address numbers of at least six inches will be centered left to right and top to bottom on the
base of the sign;
2. One Freestanding internally - illuminated sign 69.34 square feet in area with a total height of
12 feet and total width of 10 feet located at the southeast corner of the property with a three
foot wide landscape buffer around the entire base of the sign. The sign will have one face
with four smaller faces directly below. The top face will be green in color and read
"Walmart" with "Neighborhood Market" directly underneath all in while letters. Directly to
the right there will be an orange star symbol. The four sign faces below are for future tenants
and the final design will be approved by staff. The sign will have a cap that will be the same
color as the caps of the other freestanding signs. The sign base will have a stacked rock
construction and be consistent with the bases of the other freestanding signs. Address

proposed Wawa building with a three foot wide landscape buffer around the entire base of the
sign. The sign will be setback at least five feet from the north property line. The sign be
yellow and read "Wawa" in red letters with an orange bird symbol directly above. Directly
right of "Wawa" will be two electronic panels for the display of gas prices only. The sign will
have a cap that will be the same color as the caps of the other freestanding signs. The sign
base will have a stacked rock construction and be consistent with the bases of the other
freestanding signs. Address numbers of at least six inches will be centered left to right and
top to bottom on the base of the sign;
4. One Freestanding internally - illuminated sign 43.75 square feet in area with a total height of
8.63 feet and total width of 10 feet located along the east property line with a three foot wide
landscape buffer around the entire base of the sign. The sign will be setback at least five feet
from the east property line. The sign will have two equally sized tenant panels and the final
design of the tenant panels is to be approved by staff. The sign will have a cap that will be the
same color as the caps of the other freestanding signs. The sign base will have a stacked rock
construction and be consistent with the bases of the other freestanding signs. Address
numbers of at least six inches will be centered left to right and top to bottom on the base of
the sign;
5. One Attached internally - illuminated sign 188.3 square feet in area (3.4 percent of the building
facade area) on the east Walmart building facade centered above the entrance. The sign will
read "Walmart" and be constructed of channel letters white in color that are attached directly
to the building facade (no raceways) white in color and mounted directly to the building
facade (no raceways). Directly below will be a contoured cabinet green in color that reads
"Neighborhood Market" in white letters. Directly to the right of "Walmart" will be an orange
logo composed of four channel signs in a star shape;
6. One Attached internally - illuminated channel letter sign 42.26 square feet in area (0.76 percent
of the building facade area) on the east Walmart building facade on the top right corner.
The sign will read "Pharmacy Drive -Thru" white in color and be mounted directly to the
building facade (no raceways);
7. One Attached internally - illuminated channel letter sign 39.9 square feet in area (1.0 percent
of the building facade area) on the south Walmart building facade above the drive -thru
window. The sign will read "Pharmacy Drive -Thru" white in color and be mounted directly
to the building facade (no raceways);
8. One Attached internally - illuminated channel letter sign 45.36 square feet in area (1.9 percent
of the building facade area) on the north Wawa building facade above the entrance. The
sign will read "Wawa" red in color and be mounted directly to the building fagade (no
raceways). Directly above "Wawa" will be a bird logo brown in color; and
9. One Attached internally- illuminated channel letter sign 45.36 square feet in area (1.9 percent
of the building fagade area) on the south Wawa building fagade. The sign will read "Wawa"
red in color and be mounted directly to the building fagade (no raceways). Directly above
"Wawa" will be a bird logo brown in color;
The Comprehensive Sign Program has been APPROVED and this letter constitutes a
Development Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be
consistent with, the site plans, elevations and drawings dated received on August 12, 2013, and
October 30, 2013 as described above and subject to the following conditions:
Conditions of Approval:
1. That the caps of all freestanding signs are beige in color;
2. That the electronic display area on the freestanding sign (Wawa) along the north property line
be restricted to the display of gas prices;
3. That the address be maintained on the freestanding signs, in accord with CDC Section 3-
1806.13.11,
4. That the freestanding signs be set back five feet from the property line and is not located
within any required sight visibility triangles;
5. That a landscaped area, a minimum of three foot wide buffer around the base of all
freestanding signs is provided and maintained;
6. That the final design of any future tenant panels on the freestanding signs be approved by
staff prior to installation;
7. That all freestanding sign panels be designed with a white background, except for the
Walmart and Wawa tenant panels;
8. That any requests which are inconsistent with this approved Comprehensive Sign Program
require an amendment to be filed and reviewed and approved by the Planning and
Development Department prior to issuance of a building (sign) permit;
9. That the internal sign lighting for the freestanding and attached signs be controlled by a
mechanical timer and be turned off at midnight or whenever the business is closed, whichever
is later; and
10. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not
limited to, grand opening banners, window, temporary, construction, sale leasing signs.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within
one (1) year of the date of this Development Order (November 13, 2014). All signs shall be
installed and any conditions met within six (6) months of the date of issuance of the initial
building (sign) permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any
building permits or pay any fees that may be required. In order to facilitate the issuance of any
permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.
