The proposed plan includes an increase in the number and area of attached signs and freestanding signs as follows: One Monument sign 57 square feet in area with a total height of 6.3 feet, 9 feet in width, located on the north side of Gulf to Bay Boulevard with a three foot wide buffer of landscaping around the sign. The sign will read "THORNTONS" in white letters on a white canopy; 3. One Attached non - illuminated flat cutout graphic sign 15 square feet (2.79 percent of the canopy facade area) on south gas canopy facade. The sign will read "THORNTONS" in white letters on a white canopy; 4. One Attached stand -up LED - illuminated channel letter sign on a metallic silver backer with three hanging signs totaling 55.89 square feet (3.8 percent of the facade area) on the south facade. The sign will read "THORNTONS" in white letters. The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site plans, elevations and drawings dated received on September 21, 26, October 16, and November 5, 2012 as described above and subject to the following conditions: Conditions of Approval: I . That the address be maintained on the freestanding signs; 2. That the freestanding sign is set back five feet from the property line and is not located within any required sight visibility triangles; 3. That a landscaped area, a minimum of 3 foot wide buffer around the base of the sign, is provided and maintained around the freestanding sign; 4. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning and Development Department prior to issuance of a building (sign) permit; 5. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical timer and be turned off at midnight or whenever the business is closed, whichever is later; and 6. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited to, grand opening banners, window, temporary, construction, sale leasing signs. Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (November 6, 2013). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners. The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required. WRITTEN SUBMITTAL REQUIk._MENTS: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. There are a couple details that I'll still need for review but this is the bulk of major revisions that are needed. Don't hesitate to contact me if you have any questions. Sufficiency 1. The color building elevations do not show the signs on a backer, but the sign drawings do. Please clarify if the signs are proposed on a backer or not. Please keep in mind that a CSP is a design based review and backers, raceways, how the signs attach, how the look, how they fit in to the facade are reviewed in detail. Provide photos of similar style sign and attachment to help clarify how the sign will look and function on the building facade as it is not a typical flush mounted channel letter. 2. The proposed attached signage on the east elevation is 55.7 square feet where the building fagade area is 748. The signage is 7.4% where a maximum of 6% may be approved and typically 3 -4% is approved. Revise attached signage to be 4% of the building fagade area or less. (30 square feet or less). As mentioned in an earlier email, clarify the exact size of the signage proposed on the east facade. 3. The proposed attached signage on the east side of the awning is 26.7 square feet where the awning area is 144. The signage is well over the maximum of 6% that is permitted. 8 square foot signs are permitted on gas canopies, or an attached sign of up to 6 %, where typically 4% is approved. Revise gas canopy signage on the east side to be 8 square feet. 4. The proposed attached signage on the south awning is 26.7, which is larger than most primary attached signs. Part of the review is the relationship and distance between a sign and the right of way. The gas awning will be very close to Gulf to Bay and is too large. Revise to 10 -15 square feet. 5. Electronic changeable message signs are prohibited. Revise the proposed freestanding /monument sign to remove the EMC. Manual changeable copy (zip track) may be approved through a CSP up to two lines and the colors must coordinate with the color of the sign. (If the predominate colors of the sign are blue and white then the colors of the zip track must be blue and white and not black and white). 6. A three foot wide swath of landscaping around the freestanding /monument sign is required. The application lists the linear frontage as 100 feet, however the survey appears to show the single longest linear frontage (the east on S. Duncan Ave) as 280 linear feet. Please clarify. 3. When I calculate the area of the "refuel', "refresh ", "recharge" individually and tally it, it totals about 8.5 square feet. The sign drawing lists 23.4 square feet. Please confirm how this amount was calculated. 4. The application lists the freestanding /monument sign as 60 square feet. At 14 feet by 10 feet it is roughly 140 square feet. Explain how 60 square feet was calculated. All of the above comments may be addressed in an email and any required drawings may be sent as a PDF via email. Please be aware that all signage must be reviewed through the CSP program. This includes and window signage or directions. If these are to be proposed they must be included. Sufficiency 1. The proposed attached signage on the east elevation is 55.7 square feet where the building facade area is 748. The signage is 7.4% where a maximum of 6% may be approved and typically 3 -4% is approved. Revise attached signage to be 4% of the building facade area or less. (30 square feet or less). 2. The proposed attached signage on the east side of the awning is 26.7 square feet where the awning area is 144. The signage is well over the maximum of 6% that is permitted. 8 square foot signs are permitted on gas canopies, or an attached sign of up to 6 %, where typically 4% is approved. Revise gas canopy signage on the east side to be 8 square feet. 3. Electronic changeable message signs are prohibited. Revise the proposed freestanding /monument sign to remove the EMC. Manual changeable copy (zip track) may be approved through a CSP up to two lines and the colors must coordinate with the color of the sign. (If the predominate colors of the sign are blue and white then the colors of the zip track must be blue and white and not black and white). Gasoline price signs? A three foot wide swath of landscaping around the freestanding /monument sign is required. Please note on the plans that a 3 foot wide band of landscaping will be provided around the base of the sign. Minimum of 6 inch tall address number are required on freestanding /monument signs. Provide the address numbers on the sign. Monument style signs are permitted up to 6 feet in height under minimum standards. Through a CSP signs may be larger however a 14 foot tall monument sign is not approvable. Previously approved CSP monument style signs in the area along Gulf to Bay range from 7 feet to 12 feet in height. In addition previously approved CSP monument style signs in the area are typically around 7 feet wide. The proposed monument sign is a massive wall at 14 feet by 10 feet and will not be approved. Revise the proposed monument sign to be no more than 10 feet tall and 7 feet wide. Freestanding /monument signs must include distinctive architectural elements used on the building such as an arch, capstone, and cornice. The signs must also incorporate defining textures, materials and colors of the building into the sign. Clarify if the stonework of the base is to match the building facade and incorporate a cornice on the sign.
