WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants /uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and /or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each facade with no protrusions above roof lines, over windows, trim, cornices or other building features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1 . Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character. Further, explain how all signs are architecturally integrated into /with the design of the building and /or site using similar and coordinated design features, materials and colors, etc. The proposed freestanding sign has been designed to match the architectural style of the building by utilizing complimentary or same finish materials as the building finish materials. The proposed paint color of the sign base shall complement/match the paint scheme of the building. The proposed freestanding sign location provides appropriate buffers with enhanced landscaping around the base. The proposed building signage locations were planned in advance and are integrated into the architectural design of the building helping to insure the architectural design of the building and the site design remains in character and appropriate scale with the surrounding area, Beach by Design, and the pedestrian environment. The signage also reflects Walgreens sign design and style which will provide a sense of familiarity since the store design is not prototypical of a standard Walgreens. 2. Height. Describe how the height of all freestanding signs proposed through the Comprehensive Sign Program relate to the design of the sign and not exceed 14 feet in height? The proposed monument sign depicted on sheet A -720 meets both the permitted square footage and height requirements set forth in Division 18 of the City of Clearwater Development Standards. 3. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of signs permitted through the Comprehensive Sign Program shall be determined based on the criteria below. Overall size of site: 22,988 Sq. Ft. (0.53 AC) What is the distance in linear feet, from the building setback line to the sign location ?: West Facade = 0.2' to Building, South Facade = 71.2' to Building, East Fagade = 0.2' to Building, North Facade = 14.3' to Building. How do pedestrians and motor vehicles access the site? Vehicles from Clearwater Memorial Causeway with a right turn onto East Shore Drive & Poinsettia Avenue and a parking area within the southern portion of the site. Pedestrians by way of sidewalk connections along East Shore Drive & Poinsettia Avenue from either the City Parking lot or from along Clearwater Memorial Causeway. Describe pedestrian and motor vehicular site and roadway visibility. The signage has been placed to be easily viewed from the street by pedestrian and motor vehicle traffic. 20 ft. x 20 ft. visibility triangles have been provided at both parking area curb cuts along East Shore Drive and Poinsettia Avenue R.O.W. sidewalks. Pedestrians along public R.O.W. do not have to enter the parking area to access the store as the R.O.W. sidewalks are directly connected to the buildings main entrance. Describe the intended traffic circulation pattern: Vehicles will be traveling either north or south on East Shore Drive or Poinsettia Avenue and will access the site via R.O.W. curb cuts into a designated parking area at the southern portion of the property. When vehicles leave the site they have full access to travel either north or south on the streets stated earlier. Elimination of Unattractive Signage. How does the signage proposed result in the elimination of existing unattractive signage or result in an improvement to the appearance of the parcel proposed for development in comparison to signs otherwise permitted under the minimum sign standards? The existing site is currently operated as a parking lot and therefore there is no existing signage in place that we can compare to. The proposed signage will offer the same font style, color and illumination features through -out the building for consistency of appearance. The signage is internally illuminated with LED low efficient light fixtures. 5. Special Area or Scenic Corridor Plan. If the signage proposed is located in the Downtown (D) or Tourist (T) district explain how the proposed signage is consistent with the appropriate adopted design guidelines. This site is located with the Tourist (T) district on Clearwater Beach almost directly to the north side of the Clearwater Memorial Causeway round -a -bout. I have reviewed the comments for our sign variance request and have made the appropriate revisions to the signage documents. Revisions have been clouded and tagged with Delta #4 dated 09.12.12 - Revised Signage per City Review Comments. Below is a written summary of the comments along with a written response for each. Planning Review — Matthew Jackson: Comment 1: 9/11/2012 — The elevation drawings showing the proposed signs incorrectly reflect a scale of 3/32" = V -0 ". Provide the correct scale or revised drawings. Response 1: Elevation drawing scale has been correctly updated on the ICON Identify Solutions documents. Comment 2: The primary portion of the freestanding sign face is dedicated to changeable copy. Furthermore additional construction details where added to this sheet as well as updated Sign Notes which include square footages changes. Comment 3: The width of the wall sign on the west elevation needs to be reduced to provide clear area between the edges of the sign and the edges of the building fagade area to which the sign is to be attached. At least one foot of clear space would be appropriate. Response 3: The Walgreens script sign on the west elevation has been reduced in size in order to provide the 1' -0" clearance between the edges of the sign and the building corner. West elevation on sheet A -210 has been updated along with the Sign Area Summary as the sign area has been reduced by this change. Sheet A -730 was also affected by this change. Comment 4: Clarify if the projecting sign is to be seen only from the south or if it will be able to be seen from those traveling east on Causeway Boulevard. Response 4: The projecting blade sign located on the east elevation will only face north and south along East Shore Drive. It will be noticeable from a certain distance along Causeway Blvd, but there is no direct face of the blade sign facing to the east. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning and Development Department prior to issuance of a building (sign) permit; 6. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical timer and be turned off at midnight or whenever the business is closed, whichever is later; and 7. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited to, grand opening banners, window, temporary, construction, sale leasing signs. Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (November 13, 2013). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners.
