WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C) Signage proposed as pan of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and/or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As pan of the program, all sign types shall be reviewed for the business and /or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenantsluses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and verticalty proportionately located on each lapade with no protrusions above rool'Anes, over windows, trim, cornices of other building features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. Page 5 of 6 — Comprehensive Sign Program Application —City of Cl�rvr g�j r�ta9 1 41 R ' I V` . r il ,.: ', 1 Architectural Theme Aqualea is one of three catalytic projects recommended in by Beach by Design as necessary to spur the revitalization of Clearwater Beach. As such, it was granted additional height and density beyond normal zoning. Beach by Design states the following: "Signage is an important contributor to the overall character of a place. However, few general rules apply to the signage. Generally, signage should be creative, unique, attractive, simple and discreet." The signage proposed at Aqualea achieves this objective through its quality of materials, scale, placement on and integration into the building. The proposed signage contains four main elements: Building Identification Sign The overall name of the project is Aqualea. By virtue of the project's height and location on South Beach, it is the dominant building on the skyline south of the roundabout, and as such, should be easily identified coming across the causeway. To accomplish this, we have proposed two building identification sign of reverse channel raised letters at the top of the east and west elevations of the north /south "connector" segment between the taller east /west towers at the north and south sides of the building.. Hyatt Resort Identification signs Two signs are proposed to identify the Hyatt Clearwater Beach Resort and Spa. On Coronado Boulevard, where guests will arrive via vehicle, traditional brass plaques set in the granite which frame the main entrance doors are proposed. A second feature entrance to the resort is on Gulfview Boulevard, where hotel guests, public parkers in the garage, and the strolling public on the Beachwalk Promenade can enter the property. A grand staircase with a planter bed provides an ideal location to place a sign that identifies the resort. The proposed backlit, brushed aluminum stainless steel sign is was selected to echo the theme of the feature "Beachwalk" signs at the north and south entrances to Beachwalk. Parking Garage Signs The construction of Beachwalk eliminated approximately 400 surface parking spaces from south beach. The replacement for those spaces is the Aqualea parking garage. We have proposed garage signage consistent with large urban parking structures to the extent necessary to clearly and safely facilitate the movement of vehicles into the garage from Coronado Boulevard, as well as Gulfview Boulevard. Promenade Retail /Restaurant signage One of the goals of Beach by Design is to create a pedestrian friendly, active environment along the Beachwalk Promenade. As we have not settled on the specifics of the retail /restaurant establishments along the Beachwalk Promenade, the proposed signage "typical" of the final signs, a "place holder". The proposed signage for the establishments fronting on the Promenade is internally embossed signs at various locations along our promenade frontage that integrate into the architectural aches of the building's terrace and color co- ordinate with the other building signage. ORIGI W irENED ,)n Og PLJOMS Page 4 of 6 — Comprehensive Sign Program Application — City of Clearwater Clqy OF CLEARWAII ME Architectural Theme Aqualea is one of three catalytic projects recommended in by Beach by Design as necessary to spur the revitalization of Clearwater Beach. As such, it was granted additional height and density beyond normal zoning. Beach by Design states the following: "Signage is an important contributor to the overall character of a place. However, few general rules apply to the signage. Generally, signage should be creative, unique, attractive, simple and discreet." The signage proposed at Aqualea achieves this objective through its quality of materials, scale, placement on and integration into the building. The proposed signage contains four main elements: Building Identification Sign The overall name of the project is Aqualea. By virtue of the project's height and location on South Beach, it is the dominant building on the skyline south of the roundabout, and as such, should be easily identified coming across the causeway. To accomplish this, we have proposed a single building identification sign of reverse channel raised letters at the top of the east elevation. Hyatt Resort Identification signs Two signs are proposed to identify the Hyatt Clearwater Beach Resort and Spa. On Coronado Boulevard, where guests will arrive via vehicle, traditional brass plaques set in the granite which frame the main entrance doors are proposed. A second feature entrance to the resort is on Gulfview Boulevard, where hotel guests, public parkers in the garage, and the strolling public on the Beachwalk Promenade can enter the property. A grand staircase with a planter bed provides an ideal location to place a sign that identifies the resort. The proposed backlit, brushed aluminum stainless steel sign is was selected to echo the theme of the feature "Beachwalk" signs at the north and south entrances to Beachwalk. Parking Garage Signs The construction of Beachwalk eliminated approximately 400 surface parking spaces from south beach. The replacement for those spaces is the Aqualea parking garage. We have proposed garage signage consistent with large urban parking structures to the extent necessary to clearly and safely facilitate the movement of vehicles into the garage from Coronado Boulevard, as well as Gulfview Boulevard. Promenade Retail /Restaurant signage One of the goals of Beach by Design is to create a pedestrian friendly, active environment along the Beachwalk Promenade. As we have not settled on the specifics of the retail /restaurant establishments along the Beachwalk Promenade, the proposed signage "typical" of the final signs, a "placeholder ". The proposed signage for the establishments fronting on the Promenade is internally embossed signs at various locations along our promenade frontage that integrate into the architectural aches of the building's terrace and color co- ordinate with the other building signage. One Pro iecl tin g internally illuminated sign 125 square feet in area on the east facade. The sign will measure 25 feet in height and five feet in width. The sign will be constructed of aluminum faces and sides with steel supports. The lettering will be acrylic on pierce cut aluminum faces. The sign will read "Aqualea HYATT PUBLIC PARKING" with an arrow at the bottom. The signs will have a blue background with white letters and red trim on the arrow and one edge of the sign; and 9. Three Attached illuminated signs four square feet in area on the east facade. The signs will be constructed of aluminum cabinets with pop -thru letters illuminated through an LED light source. The background will be blue with white letters reading "EXIT" and "ENTER." The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development Order pursuant to Section 4 -202.E of the Community Development Code. The approval is based on, and must be consistent with the site plans, elevations and drawings dated received on February 23, 2009 as described above and subject to the following conditions: Conditions of Approval 1. That the projecting signs be permitted to project into the streets rights -of -way no more than 10 feet provided a clearance of nine feet over grade is maintained. In no case shall the projection be closer than five feet from the curbline or the shoulder of the right -of -way; 2. That the 12 square foot stainless signs are not erected prior to securing an approved tenant; 3. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning Department prior to issuance of a building (sign) permit; 4. That no raceways are permitted for any signage; and 5. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited to, grand opening banners, window, temporary, construction, sale leasing signs. Pursuant to Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (April 14, 2010). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners. The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of this letter with you when applying for any permits or licenses that require this prior development approval.
