WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and /or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade with no protrusions above roof lines, over windows, trim, cornices or other building features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character. The proposed plan includes an increase in the number and area of three attached signs and reface of two existing freestanding signs as follows. The aggregate attached sign area on the north building fagade equals 4.8 percent of the building fagade area: 1. One Attached non - illuminated sandblasted urethane circular sign mounted directly to the building (no raceways) 16 square feet in area (1.5 percent of the building fayade area) on the north building fagade. The sign will be green in color and will read "KNOWLEDGE, ETHICS, LEADERSHIP and INTEGRITY" in white around the edge of the sign. In the center of the sign will be a white logo consisting of a feather quill on top of a scrolled piece of paper; 2. One Attached non - illuminated PVC sign with flat cut out letters mounted directly to the building (no raceways) 36 square feet in area (3.3 percent of the building fagade area) on the north building fagade. The sign will read ``DELPHI" in green letters and be on a light green painted background; 3. One Attached non - illuminated digital print sign mounted directly to the building 54 square feet in area (2.1 percent of the building fagade area) on the east building fagade. The sign will read "DRAGONS" in green with a dragon logo directly underneath in green, red, yellow and black with "DELPHI" directly underneath in black letters; and 4. The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development Order pursuant to CDC Section 4- 202.E. The w -4V approval is based on, and must be consistent with, the site plans, elevations and drawings dated received October 22, 2013 and March 05, 2014 as described above and subject to the following conditions: Conditions of Approval: 1. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning and Development Department prior to issuance of a building (sign) permit; and 2. For the building facade calculation for the north building facade facing Drew, a width of 186 feet is provided. This includes the width of the first - story building to the west of the two -story building to which the signs are proposed to be attached. The actual width that should be used for the calculation is 48 feet providing a facade area of 1,092 square feet. As under a CSP only 6% of the facade area can be requested, reduce the sign area proposed. Staff suggests reducing the width of the "DELPHI" sign to three feet with a proportionately reduced height. 2. As there are wall signs proposed along the north and east building facades and there is an existing freestanding sign at the northeast corner of the subject property, the additional directional sign will not be supported. Furthermore, pursuant to CDC Section 3- 1807.B.1.g, the height of a freestanding sign can be no more than 1.5 times the width. , 3 3. On the east facade, the specific area of building facade is 13 feet wide. As such reduce the width of the sign from 12 feet to feet so that the sign is more proportional to the area of building facade to which it is to be attached. 4. Staff could not find a record of the existing freestanding at the northeast corner of the property.
