The proposed plan includes an increase in the number and area of attached, projecting, and monument signs as follows: 1. The changeable letters will be white on a brown background. The sign face will read "Pier House 60 Clearwater Beach Marina Hotel" in white letters with a blue logo of a dolphin; 2. One Pro'e� sting internally - illuminated contour cabinet with push thru letter sign 64.16 square feet in area (0.5 percent of the building total facade area) on the west building facade. The sign will be on a contour cabinet with push thru letters with a dolphin logo on the top, a cabinet with a brown face and white letters reading "Pier House 60 Clearwater Beach Marina Hotel ". Below will be a second contour cabinet with 15.58 square feet of sign area ( 24% of the total sign area) for the accessory use, reading Jimmy's Hurricane Deck with an iguana logo on a white background and below on a brown background the sign will read "Hotel Parking" in white letters. The projecting sign will match the sign drawings received April 12 2012; 3. One Attached internally - illuminated contour cabinet with push thru letters sign 50.4 square feet in area (0.6 percent of the lower building facade area) on the south building facade. The sign will have a brown face with white push thru letters reading "Pier House 60 Clearwater Mn "EQUAL EMPLOYMENT AND AFFIRMATIVE ACTION EMPLOYER" Beach Marina Hotel" with a blue dolphin logo and will match the sign drawings received April 12, 2012. 4. One Attached internally - illuminated contour cabinet with push thru letters sign 16 square feet in area (0.2 percent of the lower building faeade area) on the north building faeade. The sign will have a brown face with white push thru letters reading "Pier House 60 Clearwater Beach Marina Hotel" with a blue dolphin logo and will match the sign drawings received April 12, 2012. The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site plans, elevations and drawings dated received on January 26 and April 12, 2012 as described above and subject to the following conditions: Conditions of Approval: 1. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning and Development Department prior to issuance of a building (sign) permit; 2. That the address be maintained on the monument sign, in accord with CDC Section 3- 1806.B.1.f, 3. That the monument sign is set back five feet from the property line and is not located within any required sight visibility triangles; 4. That a landscaped area, a minimum of 12 square feet in size, is provided and maintained around the monument sign; 5. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical timer and be turned oil at midnight or whenever the business is closed, whichever is later; 6. That the signage for the accessory use, Jimmy's, is subordinate to and incorporated in to the primary signage, and in no case shall more than 25 percent of the sign area be dedicated to the accessory use; and 7. That all other Code requirements /restrictions of Division 18 (Signs) are met, including but not limited to, grand opening banners, window, temporary, construction, and sale leasing signs. Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (April 19, 2013). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners. Additionally, an appeal of a Development Order may be initiated pursuant to Section 4- 502.B. by the applicant or property owners within seven days of the date the development order is issued. The filing of an application/notice of appeal shall stay the effect of the decision pending the final determination of the case. The appeal period for your case expires on April 25, 2012 (7 working days from the date of the issuance of the Development Order). The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants /uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and /or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade with no protrusions above roof lines, over windows, trim, cornices or other building features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character. I reduced one of them down. Here is our submittal based on the customer's evaluation of their needs and in consideration of the amount of signs that the Parking & Surf shops have now. They added 3 large hanging signs and have their windows completely covered in advertisement. The smaller signs are parking garage related and on the exterior entrances so I thought I should include them in this submittal. Please let me know when you have had a chance to review. The location of the attached sign in relation to the public right of way is considered, the attached sign on the south will be very close to the property line and right of way and does not merit and excessively large area as it will easily be visible. Further signage approved through a CSP must be consistent with what has been approved in the area for similar uses. For example the Hyatt Aqualea Resort has a hierarchy of smaller signs on the street and pedestrian level and larger signs higher up. The projecting signs are to direct to the public parking and the portion of the larger projecting sign that is for the Hyatt signage is roughly 5 feet by 4 feet. The proposed projecting sign for the Pier House 60 is an approvable design, however the maximum width that has been approved in that area for projecting signs is 5 feet. Please be aware that having a large backer for the attached signs makes them larger than they would be with just attached channel letters. I think the backer works and helps give contrast against the building but it is something to be aware of. Don't hesitate to contact me if you have any questions on the sign comments.
