Dear Mr. Bowers:
The Planning and Development Department staff reviewed your Comprehensive Sign Program
application for 101 Coronado Drive pursuant to Community Development Code (CDC) Sections
3- 1806.B, 3- 1807.B.2 and 3- 1807.C. The proposed plan includes an increase in the number and
area of attached, projecting, and monument signs as follows:
1. One Monument internally illuminated sign 48 square feet in area with a total height of 6 feet,

area setback 5 feet from the property line. The sign will have a brown sign face, two lines of
changeable copy below, and the base and support of the sign will match the building facade
with 6 inch high address numbers. The changeable letters will be white on a brown
background. The sign face will read "Pier House 60 Clearwater Beach Marina Hotel" in
white letters with a blue logo of a dolphin;
2. One Pro'e� sting internally - illuminated contour cabinet with push thru letter sign 64.16 square
feet in area (0.5 percent of the building total facade area) on the west building facade. The
sign will be on a contour cabinet with push thru letters with a dolphin logo on the top, a
cabinet with a brown face and white letters reading "Pier House 60 Clearwater Beach Marina
Hotel ". Below will be a second contour cabinet with 15.58 square feet of sign area ( 24% of
the total sign area) for the accessory use, reading Jimmy's Hurricane Deck with an iguana
logo on a white background and below on a brown background the sign will read "Hotel
Parking" in white letters. The projecting sign will match the sign drawings received April 12
2012;
3. One Attached internally - illuminated contour cabinet with push thru letters sign 50.4 square
feet in area (0.6 percent of the lower building facade area) on the south building facade. The
sign will have a brown face with white push thru letters reading "Pier House 60 Clearwater
Mn
"EQUAL EMPLOYMENT AND AFFIRMATIVE ACTION EMPLOYER"
Beach Marina Hotel" with a blue dolphin logo and will match the sign drawings received
April 12, 2012.
4. One Attached internally - illuminated contour cabinet with push thru letters sign 16 square feet
in area (0.2 percent of the lower building faeade area) on the north building faeade. The sign
will have a brown face with white push thru letters reading "Pier House 60 Clearwater Beach
Marina Hotel" with a blue dolphin logo and will match the sign drawings received April 12,
2012.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a
Development Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be
consistent with, the site plans, elevations and drawings dated received on January 26 and April
12, 2012 as described above and subject to the following conditions:
Conditions of Approval:
1. That any requests which are inconsistent with this approved Comprehensive Sign Program
require an amendment to be filed and reviewed and approved by the Planning and
Development Department prior to issuance of a building (sign) permit;
2. That the address be maintained on the monument sign, in accord with CDC Section 3-
1806.B.1.f,
3. That the monument sign is set back five feet from the property line and is not located within
any required sight visibility triangles;
4. That a landscaped area, a minimum of 12 square feet in size, is provided and maintained
around the monument sign;
5. That the internal sign lighting for the freestanding and attached signs be controlled by a
mechanical timer and be turned oil at midnight or whenever the business is closed, whichever
is later;
6. That the signage for the accessory use, Jimmy's, is subordinate to and incorporated in to the
primary signage, and in no case shall more than 25 percent of the sign area be dedicated to
the accessory use; and
7. That all other Code requirements /restrictions of Division 18 (Signs) are met, including but
not limited to, grand opening banners, window, temporary, construction, and sale leasing
signs.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within
one (1) year of the date of this Development Order (April 19, 2013). All signs shall be installed
and any conditions met within six (6) months of the date of issuance of the initial building (sign)
permit. Permitted time frames do not change with successive owners.
Additionally, an appeal of a Development Order may be initiated pursuant to Section 4- 502.B. by
the applicant or property owners within seven days of the date the development order is issued.
The filing of an application/notice of appeal shall stay the effect of the decision pending the final
determination of the case. The appeal period for your case expires on April 25, 2012 (7 working
days from the date of the issuance of the Development Order).
The issuance of this Development Order does not relieve you of the necessity to obtain any
building permits or pay any fees that may be required. In order to facilitate the issuance of any
permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.

E. SITE PLAN SUBMITTAL REQUIREMENTS: (Code Section 4 -1008 & Section 4 -202)

Show all property lines;
Identification of water courses, wetlands, tree masses and specimen trees, including description and location of under story, ground cover
vegetation and wildlife habitats or other environmental unique areas;
Sight visibility triangles shown and labeled;
Location of all proposed landscape material including size and species,
Land areas expressed in square feet and acres; and
Location of the sign in relation to property lines, public rights -of -way, easements, buildings and other signs on the property.

F. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or
the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping
centers, including all out parcels, and office complexes shall include all types of signs for all tenants /uses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and /or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each fagade with no protrusions above roof lines, over windows, trim, cornices or other building features.
❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive
sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under
the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character.
Further, explain how all signs are architecturally integrated into /with the design of the building and /or site using similar and

File might have been too big. I reduced one of them down.
Here is our submittal based on the customer's evaluation of their needs and in consideration of the amount of
signs that the Parking & Surf shops have now. They added 3 large hanging signs and have their windows
completely covered in advertisement.
The smaller signs are parking garage related and on the exterior entrances so I thought I should include them in
this submittal.
Please let me know when you have had a chance to review.

COMMUNITY DEVELOPMENT CODE
Future Land Use Plan" as they per-

Sufficiency Comments
Monument Sign
As per CDC Section 3- 1806.B.2.e. monument signs in the Tourist District may not exceed four feet in height,
except through a CSP they may be permitted a height up to 6 feet. Revise the proposed monument sign to be no
more than 6 feet in height.
2. Monument signs are also required to be in an area of 12 square feet of landscaping. Show the location of the
monument sign on the approved landscape plan (as this site has an FLD approval). A conflict between
landscaping and signage is not wanted. Please let me know if you need a copy of the approved landscape plan.
3. Please be aware that signage does not count towards public art. Public art must be neutral in content in relation
to the business. For example a pizza parlor may have a mural of a beach, but may not have a mural of a pizza
parlor. The dolphin sculpture will count as signage as a dolphin is part of the logo of Pier House 60.
4. Please be aware that electronic message centers are not a permitted signage. Recently Planning staff and Legal
Staff discussed electronic message centers and the changeable copy and because digital signs are built to change
on a regular basis, they do not meet the intent of the changeable copy provisions of the code. The changeable
copy provision limits changes to once every 6 hours and digital changes every few seconds. They will not be
approved through a Comprehensive Sign Program, nor are they allowed under minimum standards. Time and
Temp signs are the only allowed type of electronic message center signs. (Section 3- 1803.V, and 3- 1804.F they
may not change more than once every 15 seconds. Remove the electronic message center from the sign.
5. The monument sign must be consistent with the architecture, materials, and colors of the principal building.
Provide details on the base that relates the sign to the building. Clarify if the base is to be the same color or
similar finish to the building, etc. In addition a cornice or roof element. Please see example signs that have
incorporated the red tile roof into the monument sign.

6. At this time signs not facing a right of way will not be approved, however there has been discussion and staff is
working the change the sign code to allow signs facing the waterfront up to a maximum of 16 square feet. As
this hotel has a waterfront dock area staff will support a sign facing the waterfront dock area (to the north) up to
16 square feet. The proposed type of sign, contour cabinet with push -thru letters is acceptable through a CSP.
Revise the proposed sign to be oriented towards the hotel's dock (to the north) and revise to no greater than 16
square feet.
7. The proposed projecting sign (cantilevered sign) is of a good design and exactly the type of sign intended for the
Tourist District; however the sign is very large. Revise to be roughly four feet in width and reduce the height
accordingly. Please be aware our largest signs are for properties setback from the right of way were the
attached signs will be a considerable distance from the road. In this instance the projecting sign will be very
close if not nearly over the right of way and does not demand excessive size.
8. The proposed attached sign on the south elevation is of a good design, and there has been a consistent theme
among all proposed signs. The sign area includes the backer, whether painted or of a material. Provide the
dimensions of the brown and blue backer. The proposed sign (including the backer) is very large. Reduce the
backer and sign proportionally to be smaller (suggest around 50 square feet, currently just the letter are 72) and
maintain the centered placement in that portion of the building fagade. Again, please be aware our largest signs
are for properties setback from the right of way were the attached signs will be a considerable distance from the
road. In this instance the attached sign will be very close to the right of way and does not merit excessive size.

Hello Tom,
The signs are below the absolute maximum allowable, correct, however that is not the only criteria for a CSP sign. The
location of the attached sign in relation to the public right of way is considered, the attached sign on the south will be
very close to the property line and right of way and does not merit and excessively large area as it will easily be visible.
Further signage approved through a CSP must be consistent with what has been approved in the area for similar uses.
For example the Hyatt Aqualea Resort has a hierarchy of smaller signs on the street and pedestrian level and larger signs
higher up. The projecting signs are to direct to the public parking and the portion of the larger projecting sign that is for
the Hyatt signage is roughly 5 feet by 4 feet. The proposed projecting sign for the Pier House 60 is an approvable design,
however the maximum width that has been approved in that area for projecting signs is 5 feet.
Please be aware that having a large backer for the attached signs makes them larger than they would be with just
attached channel letters. I think the backer works and helps give contrast against the building but it is something to be
aware of.

In looking over my notes from our prep meeting before I submitted and I show that due to the linear footage and
elevation square footage, these signs are far below the allowable size.
I don't get it. Their frontage is 223' and the elevation sq.ft. are 15,000 on the front and 10,000 on the south.
Any thoughts on that.

Dear Tom Bowers:
The Planning Staff has entered your application into the Department's filing system and assigned the
case number: CSP2012- 01001. After a preliminary review of the submitted documents, staff has
determined that the application is Incomplete with the following comments.
1. Provide to -scale sign drawings with dimensions called out (approximate dimensions
will not be approved). As mentioned at the Counter the monument sign will be
required to be revised so you can hold off on sending in details for the monument sign
until I send the sufficiency comments for the monument. Just be aware when revisions
to the monument sign are submitted it must be to scale, dimensioned out, provide
details on the sign type, materials, construction, and illumination.
2. Need sign drawing details for the proposed signs (please be aware cabinet signs
are not approved through a CSP as they are not higher quality, however contour
cabinets with push thru letters may be approved). Detail the sign type, details,
construction, how it will be illuminated. Specifically will the projecting sign be the
contour cabinet with push thru letters? Will it be illuminated?
3. On the south elevation provide the dimensions of the area to be painted (the brown
and blue painted backer) as well as details on the channel letters and their
dimensions. A to -scale close up of the letters is required to verify measurements and
square footage.
4. Show the location of the monument sign on the approved landscape plan. We do
not want a conflict between required landscaping and signage. I have a copy of the
approved landscape plan and can scan it in and email it if that helps you. Further
please be aware that monument signs must be a minimum of five feet from all
property lines.
Section 4 -1008 of the Community Development Code states that if an application is deemed incomplete,
the deficiencies of the application shall be specified by Staff. No further development review action shall
be taken until the deficiencies are corrected and the application is deemed complete. Please resubmit by
February 6, 2012 at NOON. Failure to do so will result in the application being withdrawn.

Dear Mr. Zayac:
This letter constitutes a Development Order pursuant to Section 4- 206.D.6 of the Community
Development Code. On May 19, 2009, the Community Development Board reviewed your request for
(1) Flexible Development approval to permit a 108 -room overnight accommodation use in the Tourist (T)
District with a reduction to lot width along Devon Drive/First Street from 150 to 100 feet (north side) and
from 150 to 110 feet (south side), a reduction to the front (west) setback from 15 to five feet (to proposed
building) (north side of Devon Drive/First Street), a reduction to the front (south) setback from 15 to five
feet (to proposed building) (north side of Devon Drive/First Street), a reduction to the front (north)
setback from 15 to eight feet (to proposed pavement) (south side of Devon Drive/First Street), a
reduction to the side (north) setback from 10 to zero feet (to existing pool deck) (north side of Devon
Drive/First Street), a reduction to the side (east) setback from 10 to 2.5 feet (to proposed building) and
7.22 feet (to existing pool deck) (north side of Devon Drive/First Street), a reduction to the side (south)
setback from 10 to five feet (to proposed pavement) (south side of Devon Drive/First Street), and an
increase to the building height from 35 to 89 feet (to top of roof deck), under the provisions of Section 2-
803.I, and approval of a two -year development order; and (2) Increase of the permitted density by the

The Community Development Board (CDB) APPROVED the application with the following Findings of
Fact, Conclusions of Law and Conditions of Approval:
Findings of Fact:
1. The 0.72 acres is located on the east side of Coronado Drive at the northeast and southeast corners of
Devon Drive/First Street;
2. The site is comprised of three parcels, two on the north side of Devon Drive and one on the south
side of Devon Drive;
3. The proposal is to construct a 108 -unit overnight accommodation use at a density of 150 units /acre,
which includes the allocation of 72 units from the Hotel Density Reserve under Beach by Design;

4. A companion Development Agreement (DVA2009- 00001) that must be approved by City Council is
also on this CDB agenda is, providing for the allocation of the 72 units from the Hotel Density
Reserve;
5. The hotel is proposed on the northern portion of the site north of Devon Drive and is proposed at a
height of 89 feet from the Base Flood Elevation (BFE) to the roof deck;
6. The proposed 89 -foot building height transitions building height from the highest on the west side of
Coronado Drive (Kiran Grande — 150 -foot maximum height) to the detached dwellings to the east of
this site (30 -foot maximum height);
7. The first four levels of the hotel will provide a total of 94 parking spaces, with driveway access on
Devon Drive;
8. The proposal includes setback reductions from all property lines on the northern portion of the site;
9. While the proposal includes a setback of 2.5 feet from the east property line, a majority of the
building at the fifth floor and above is set back approximately 21.3 feet from the east property line;
10. A surface parking lot of 18 spaces is proposed on the southern portion of the site south of Devon
Drive, with driveway access on Devon Drive;
11. The proposal includes setback reductions from the north and south property lines only on the
southern portion of the site;
12. The proposal includes constructing a total of 112 parking spaces, exceeding the minimum
requirement of 108 spaces (one space per room); and
13. There is no outstanding Code Enforcement issues associated with the subject property.
Conclusions of Law:
1. That the development proposal is consistent with the Standards as per Tables 2 -801.1 and 2 -803 of
the Community Development Code;
2. That the development proposal is consistent with the Flexibility criteria as per Section 2 -803.I of the
Community Development Code;
3. That the development proposal is consistent with the General Standards for Level Two Approvals as
per Section 3 -913 of the Community Development Code;
4. That the development proposal is consistent with the Design Guidelines of Beach by Design; and
5. The proposal is compatible with the adjacent land uses.
Conditions of Approval:
1. That approval of this Flexible Development case is subject to the approval of a Development
Agreement with the City (Case DVA2009- 00001);
2. That application for a building permit to construct the approved project be submitted no later than
May 19, 2011, unless time extensions are granted pursuant to CDC Section 4 -407;
3. That, prior to the issuance of any permit, a Declaration of Unity of Title be recorded in the public
records;
4. That the final design and color of the buildings be consistent with the elevations approved by the
CDB;
5. That, prior to the issuance of any permit, ownership of the deck/dock on the north side be verified
and documentation of any lease of the submerged lands be submitted to the Planning Department;
6. That the freestanding sign be a monument -style sign, be designed to match the exterior materials and
color of the building and be a maximum height of four feet, unless approved at six feet high through
a Comprehensive Sign Program;

7. That the books and records pertaining to use of each hotel room be open for inspection by authorized
representatives of the City, upon reasonable notice, in order to confirm compliance with the Hotel
Density Reserve criteria of Beach by Design as allowed by general law;
8. That, prior to the issuance of the Certificate of Occupancy, existing overhead utility lines within the
right -of -way along the north side of Devon Drive be placed underground and electric panels and
boxes on the second floor of the parking garage be painted the same color as the building;
9. That the bicycle parking/storage area on the ground level of the parking garage be for hotel guest
convenience as an accessory use only;
10. That, prior to the issuance of the Certificate of Occupancy, an easement be recorded in the public
records for the sidewalk along Coronado Drive partially on the subject property;
11. That any applicable Public Art and Design Impact Fee be paid prior to the issuance of any permits;
12. That all Parks and Recreation fees be paid prior to the issuance of any permits; and
13. That, prior to the issuance of any permit, all requirements of General Engineering, Stormwater
Engineering, Traffic Engineering and the Fire Department be addressed.
Pursuant to Section 4 -407, an application for a building permit shall be made according to the time frame
listed under Condition of Approval #2 above. All required certificates of occupancy shall be obtained
within two years of the date of issuance of the initial building permit. The building permit must be
obtained within six months of the initial permit application. This timeframe to obtain the initial building
permit may be extended for an additional six months for cause by the Community Development
Coordinator. Time frames do not change with successive owners. The Community Development
Coordinator may grant an extension of time for the Flexible Development approval for a period not to
exceed one year and only within the original period of validity.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or
license affected by this approval, please bring a copy of this letter with you when applying for any
permits or licenses that require this prior development approval.
Additionally, an appeal of a Level Two approval (Flexible Development) may be initiated pursuant to
Section 4 -5028 by the applicant or by any person granted party status within 14 days of the date of the
CDB meeting. The filing of an application/notice of appeal shall stay the effect of the decision pending
the final determination of the case. The appeal period for your case expires on June 2, 2009 (14 days
from the date of the CDB meeting).

Attached are the proposed sign drawings and the email communication from the CSP agent
communicating their intent to appeal the CSP.
We are in agreement with all proposed signage except for the proposed projecting sign on the west
facade. They are proposing at 5' by 12.83' ( 64.16 square foot) sign.
Surf Style was approved for a 71.96 square foot projecting sign (the surfboards) and another projecting
sign 125 square feet (the parking sign).
The Hyatt Aqualea Resort was approved for one large projecting sign at 125 square feet and two smaller
projecting signs at 14 square feet.
The large (125 square foot) projecting signs were approved due to the public parking they are providing.
Attached are the development orders for Hyatt, Surf Style, Beachview Inn, and Holiday Inn & Resort.
