July 12, 1993
The City Commission, meeting as the Board of Trustees of the Employees Pension Fund, met in regular session at City Hall, Monday, July 12, 1993 at 1:01 P.M., with the following members
present:

ITEM #2 - Minutes:
Trustee Fitzgerald moved to approve the minutes of the June 28, 1993, meeting. The motion was duly seconded and carried unanimously.
ITEM #3 - Request for Pension:
The City Manager presented the recommendation of the Pension Advisory Committee that the employee(s) listed below be granted a non-job-connected disability pension under Section 2.396
and/or 2.399 of the Employees' Pension Plan.
a) Nancy L. Tobin
Ms. Tobin was employed on May 19, 1976 and began participating in the pension plan on that date. She suffered an injury to her knee and shoulder while off duty which is the basis for
her request for a disability pension.
Ms. Tobin has submitted letters from Dr. H. Gerard Siek, Jr., dated April 23, 1993, and Dr. J. Sudler Hood, dated April 29, 1993, in support of her request for a non-job-connected disability
pension.
The letter from Dr. Siek states "patient has generalized weakness and cannot maintain her arm in a forward flexed position ... difficulty climbing stairs because of pain in the knee
... It is my opinion these are permanent injuries, for which the patient has reached maximum medical improvement .... I would recommend that this patient be retired on disability ..."
The letter from Dr. Hood states "At this point in time I think the patient would warrant disability retirement. Describing her abilities and her job requirements I don't know that
they are really compatible without causing
the patient ongoing pain .."
Based on an average salary of approximately $25,210 over the past five years and the formula for computing non-job-connected disability pensions, Ms. Tobin's pension will approximate
$10,714 annually. Charts from Finance which take into consideration mortality rates and age reflect the "present value cost of financing" this pension will be approximately $97,157.
Trustee Deegan moved to grant Nancy L. Tobin a non-job-connected disability pension. The motion was duly seconded and carried unanimously.
b) Donald D. Wicker
Mr. Wicker was employed on July 15, 1968 and began participating in the pension plan on that date. He suffers from hypertension, cirrhosis, diabetes and elevated cholesterol which
are the basis for his request for a disability pension.
Mr. Wicker has submitted letters from Dr. H. Jerome Koser, dated May 12, 1993, and Dr. Donald D. Patterson, dated April 5, 1993, in support of his request for a non-job-connected disability
pension.
The letter from Dr. Patterson states "Mr. Wicker has had moderately severe high blood pressure for ten years ... moderately severe peripheral neuropathy which causes pain and altered
feeling in both legs and feet ... cirrhosis of the liver, a condition contributed to by job stress ... high cholesterol in spite of a low fat diet ... It is my opinion that Mr. Wicker
is too ill to continue to serve as a police officer because of these multiple conditions." The letter from Dr. Koser states "He has diabetes mellitus with peripheral neuropathy ...
In addition he has hypertension, cirrhosis, and elevated cholesterol ... In my opinion, due to the above multiple medical conditions, Mr. Wicker is incapacitated from continuing to work
as a policeman."
Based on an average salary of approximately $51,259 over the past five years and the formula for computing non-job-connected disability pensions, Mr. Wicker's pension will approximate
$32,037 annually. Charts from Finance which take into consideration mortality rates and age reflect the "present value cost of financing" this pension will be approximately $304,947.
Trustee Deegan moved to grant Donald D. Wicker a non-job-connected disability pension. The motion was duly seconded and carried unanimously.
