Kelley Also Present: Bill Morris Brenda Moses MARINE ADVISORY BOARD CITY OF CLEARWATER May 12, 2004 Chair Board Member Board Member Board Member Board Member Board Member Board Member Marine & Aviation Director Board Reporter The Chair called the meeting to order at 8:04 a.m. at the Marina. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes - April 14, 2004 . Member Epstein moved to approve the minutes of the regular meeting of April 14, 2004, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3. Guest Speaker Alder Allensworth with Sailability Greater Tampa Bay, Inc. Alder Allensworth, Sailability Greater Tampa Bay, Inc., which operates activities out of the Clearwater Community Sailing Center, said Sailability's mission is to provide affordable and accessible sailing activities and education for all ages and abilities. The organization, with seven boats, is a nonprofit 501 (c)3 corporation, with one person paid a minimal amount. Volunteers assist with telephone support, grant writing, boat maintenance, etc. Home health aides and sailing instructors also volunteer. Ms. Allensworth reviewed Sailability activities and course instruction, including Community Sails, Basic Sailing Certification Course, Summer Camp, Special Olympics training and events, regattas, etc. Sailing scholarships are available to qualified applicants. Approximately 70% of revenues come from donations; the remainder is from Community Sails and sailing classes. Administrative costs are less than 10% of revenues. Many disabled participants gain self-confidence and some have obtained jobs. Safety is a priority. Respiratory Therapists or RNs (registered nurses) accompany sailors who require ventilators. Ms. Allensworth said Sailability will host the first local invitational event for Special Olympics on June 12 - 13, 2004. A Special Olympic Training Program, sponsored by Honeywell, includes10 unified teams comprised of a special Olympic participant and accomplished sailor. The Special Olympics State Championships are tentatively scheduled for July 24 and 25, 2004, at the Clearwater Community Sailing Center. . Marine Advisory 2004-05-12 . Marine & Aviation Director Bill Morris said nine cameras at the Sailing Center cover the area from Clearwater Pass to Compass Island. Zoom pan and tilt digital cameras allow staff to monitor activity from the Sailing Center office. Activity recordings are kept for 48 days. Two new docks, to be constructed at the Sailing Center, will extend farther out than current docks and are designed for removal from the water at day's end. Ms. Allensworth reported Sailability will partner with the City to operate a summer recreational camp for children with special needs. In response to a question, she said the donation of office space to centralize operations would be helpful, as Sailability currently operates out of three private homes. One resident remarked that Sailability is a great organization. It was remarked .the organization is closely scrutinized and efficiently allocates revenues. In response to a question, Ms. Allensworth said Sailability's annual budget is approximately $31,000. She hopes to increase it to $100,000. 4. Other Business . Mr. Morris said amendments to the City Code include language and calculations regarding docks, including required setbacks, etc. The County inspects docks after construction is complete. Although Mr. Morris no longer reviews residential dock applications, he continues to review commercial dock applications. The MAB (Marina Advisory Board) will review problematic commercial dock applications. Most residential dock disputes relate to neighbors' concerns that their water view would be impaired. It was remarked that roofs could be placed over boatlifts; not over docks. Mr. Morris reported the terms for Members Sparks and Kelley are expiring. This is Member Sparks last meeting as he is moving out of the City. Mr. Morris encouraged members to recommend replacements. Frank Dame said the Clearwater Power Squadron has offered to sponsor some community activities and requested ideas. It was suggested the organization volunteer for the Sailability Program and Sailing Center. 5. Aoenda for next meetino on June 9. 2004 It was suggested the Board consider canceling the July meeting as several people will be on vacation or unavailable in July. 6.
