The Chair called the ~eeting to order at 2:00 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
A - Approval of Minutes:
Member Shah moved to approve the minutes of the regular meeting of July 13, 2005, as
submitted in written summation to each board member. The motion was duly seconded and
carried unanimously.
B - Continued Requests:
1 - Case #BAA 05-11. 410 Hamden Drive: Owner: Louis J. D'Amico. 410 Hamden Drive.
Clearwater. FL 33767: Representative: Peter Hofstra. 8640 Seminole Blvd.. Seminole. FL
33772: Request: Extension of time to have drawinas prepared and receive bids from
contractors: Location: Columbia sub No 4 lot 10; Parcel #08-29-15-17622-000-0100.
Louis D'Amico, property owner, said an October 2005 fire damaged the building at 410
Hamden Drive, causing cosmetic damage, not structural damage. He said he pulled a permit
yesterday and his electrician indicated that 30 days is insufficient to complete the work. He
requested 90 days to ensure all work can be completed.
Building Consttudion Inspector Bill Wright said staff supports the request as the owner
has remained in touch wiU I ii I~ City and has worked toward compliance.
Member Richter moved to approve a 90-day extension for the property owner to comply
with Code by completing repairs at 410 Hamden Drive. The motion was duly seconded and
carried unanimously.
2 - Case #BAA 05-12.660 H::lrbor Island: Owner: Edward J. Marchiselli. Jr.. 660 Harbor Island.
Clearwater. FL 33767; Request: Owner wants clarification of sections 2.2 & 5.8 of the
ANSI/NSPI-5 1995 Pool Code: Location: Island Estates of Clearwater Units 60. 7 A. 7C. Unit 7C
Lot 89; Parcel #05-29-15-42456-073-0890.

Mr. Wright reported thz Gwner has requested this case be continued to the next meeting.
In response to questions, Building Official Kevin Garrott reviewed staff's concerns regarding the
property. Assistant City Attorney Leslie Dougall-Sides said the case should be reviewed at a
future meeting.
C - New Requests:
1 - Case #BAA 06-01.1268 Enqman Street Owner: Evelyn Doyle, 1325 Lotus Drive N.,
Dunedin, FL 34698; Representative: Carl Doyle, 1119 Carlton Road, Tarpon Sprinqs, FL
34689; Request: Extension of time to research options. Location: Fair Burn Add Blk B, Lots 1 ,
2, and 3 Less E 72.3 ft of S 54.6 ft Parcel #10-29-15-26550-002-0010.
Carl Doyle, representative, said his mother has owned the property at 1268 Engman
Street for 60 years. Three onsite. buildings have had ongoing problems. He said there are no
tenants on the property. He said the buildings were secured in 2000 and painted in 2003. He
said it would be difficult to meet Code due to the age of the buildings. He said he obtained a
demolition bid, but prefers to repair the buildings. Mr. Wright said although the owner did make
repairs in 2000 and in 2003, the same problems reoccur.
In response to a :-omaik, Mr. Doy!e said previous tenants he had notified to remove
belongings must have left a side door open. He requested additional time to consider his
options. He said his mother has three potential buyers for the property.
Discussion ensued with comments that even if the board grants an extension, the
overgrowth, etc. must be addressed. Mr. Doyle said the church uses the City right-of-way, west
of the property. It was remarked that the property survey indicates that area is a City of
Clearwater unimproved roadway.
Member Walker moved to grant a 60-day extension of time for the owner to research his
options, apply for required permits, and secure the building at 1268 Engman Street, and an
additional 60 days to make repairs necessary to meet Code or have the buildings demolished.
The motion was duly seconded and carried unanimously.
Other
Mr. Wright reviewed the status of 422 Turner Street and 1254 Grove Street. In response
to a question, Ms. Dougdll-Sides said the board's Orders run with the land.
