The Acting Chair called the meeting to order at 2:05 p.m. at the Municipal Services
Building.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
A - Approval of Minutes:
Member Richter moved to approve the m!nutes of the regular meeting of April 13, 2005,
as submitted in written summation to each board member. The motion was duly seconded and
carried unanimously.
B - Continued Requests: - None.
C - New Request:

Extension of deadline in Notice of Unsafe. Located at Plaza Park. Block H. N 45 feet of Lot 4.

Representative Hamdi Syla said his son had purchased the subject property on March 9,
2005, at a Pinellas County_ tax deed auction, however, he does not yet have possession of a
clear title. He said the property has been secured and poses no danger. He said it is difficult to
find workers willing to work on a small job. He said the plan is to repair the house if possible;
otherwise, it will be razed.
Building Official Kevin Garriott reviewed photographs of the property taken on
September 9, 2004 and May 18, 2005. The photographs show the posting of the Notice of
Unsafe, the roof in serious disrepair, ripped screening, overgrown ~l1d littered landscaping,
window frames askew and fallen, missing fascia, falling soffet, and a large hole in an interior
ceiling. The City became involved with the house in September 2004. A neighbor recently
telephoned, requesting a timely remedy.

. Mr. Syla said on June 1, 2005, paperwork was submitted to the court to clear the title.
He said work cannot be done until clear title is obtained. He said the previous owner had died
and heirs could file future claims. In response to a question, he estimated that the title could be
received by August 1, 2005, and repairs could take up to three additional months.
Discussion ensued regarding the County tax auction process. Concern was expressed
the condition of the property puts the neighborhood at risk and the neighbors need to be
considered. Mr. Garriott said the house needs to be better secured and that conditions will
deteriorate during the rainy season as roof structures are visible.
Discussion ensued with comments that the Sylas' could secure every opening without
holding title, the lack of title complicates the case, and the City has the right to raze the house in
the interest of the public, regardless of ownership.
Member Shah moved to approve a 21-day extension for the property owner to secure
every opening of the house at 1007 Lee Street and to complete repairs related to unsafe
structure issues at 1007 Lee Street to meet code within 90 days, or the City can take action as
necessary to bring structure into compliance. The motion was duly seconded and carried
unanimously.
