To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 1. 1119 Glenmoore Ct., Clearwater, Florida. Owner: Joseph E. Soltis. Reauestinq variance to the Florida Buildinq Code; wants to install tile on low slope roof: located in Meadows 1st Addition, Lot 81. BAA 04-03. Parcel #19-29-16-56466-000-0810. Building Official Kevin Garriott reported he was asked to bring this case to the board. This home, built in the late 1960s, features a roof with a slope of 1 1/4: 12. The tile roof was removed and replaced with a 90-pound membrane roof. The homeowner now wants to replace that roof with tile. The Building Code references low slope roofs of 2 1/2: 12 or greater. Page 59 of the FRSA's (Florida Roofing, Sheet Meal, and Air Conditioning Contractors Association) June 2001 Roof Tile Institute Model Tile Specification discusses specifications for a membrane roof. Section 1507.4.3.1 of the Building Code entitled Low Slope Roofs addresses specifications for roof slopes between 2 1/2: 12 and 4: 12. Section 1507.4.4 Application Standards states, "Clay and concrete tile shall be applied in accordance with the manufacturer's installation instructions or recommendations of the FRSAlRTI07320." Chapter 34 of the Building Code, Section 3401.7.2.3 under Repairs and Alterations, states, "Non-structural repairs and alterations exclusive of fixtures and furniture, the cost of which does not exceed 25% of the value of the existing building or structure and which do not affect egress or fire-resistivity, may be made of the same material of which the building or structure is constructed." Chapter 1510 of the Building Code entitled Reroofing, subsection 1510.1 General, states, "Materials and methods of application used for recovering or replacing an existing roof covering shall comply with the requirements of Chapter 15. Roof repairs to existing roofs and roof coverings shall comply with the provisions of Chapter 34. Exception. Reroofing shall not be required to meet the minimum design slope requirement of 1/4: 12 in 1508 for roofs that provide positive roof drainage." Page 61 of the FRSA, Section F. Alternative Membranes, and subsection 3.03A, Single ply underlayment systems, provides further information regarding sloped roofs. Building-Flood Control 2004-07-14 1 . . . Mrc Garriott reported the homeowner wants to replace the 90-pound membrane roof with a tile roof by attaching tiles with foam adhesive. Building Inspector Vern Packer said on June 3, 2004, the homeowner's contractor requested a roof inspection. Mr. Packer expressed concern if the tile roof application is approved and water damage occurs, the homeowner would blame the City for permitting the application. Mr. Packer said the roofing contractor did not follow Code requirements for a low- slope roof. The Building Code requires tile roofs to feature a slope of 2 1/2: 12 or greaterc Mrc Packer informed the contractor that the roof would have to be properly replaced, as the application does not meet Code. The contractor did not research Code requirements and has placed the burden on the homeowner. Building Inspector Bill Wright said the homeowner's permit application did not mention the underlayment requirement of the Code. Mr. Packer suggested the roofer contact the manufacturer to see what can be done to conform to Code. The Building Department was complimented for the good work their inspectors do regarding such matters. Mr. Garriott said Chapter 34 of the Building Code indicates the homeowner can reapply a tile roof onan existing structure, but other sections of the Code state otherwise and specify underlayment requirements for low slope roofs must first be met. It was remarked that Chapter 34 takes precedent over Section 1507. Member Walker moved to recommend to the Building Department that the intent of the Code is to allow a tile roof as a replacement to the existing roof, subject to proper installation of the underlayment, according to the composite information. The motion was duly seconded and carried unanimously. 2. Discussion and approval of procedures and minutes Member Richter moved to approve the minutes of the regular meeting of June 9, 2004, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously.
