NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER May 13, 2014 Present: Chair Linda Kemp, Vice Chair Michael Potts, Board Member Peggy M. Cutkomp, Board Member Vicki Adelson, Board Member Vacant Seat, Board Member Vacant Seat Absent: Board Member Lisa Hughes Also Present: Geri Campos Lopez - Economic Development & Housing Director, Michael Holmes - Housing Manager, Patricia O. Sullivan - Board Reporter The Chair called the meeting to order at 9:07 a.m. at City Hall. 3 —Approval of Minutes 3.1. Approve the minutes of the April 22, 2014 Neighborhood and Affordable Housing Advisory Board meeting as submitted in written summation. Member Cutkomp moved to approve Item 3.1. The motion was duly seconded and carried unanimously. 4—Citizens to be Heard re Items Not the Agenda: None. 5— FY 2014/15 Consolidated Action Plan — Recommended Allocations See Exhibit: FY 2014-15 Consolidated Action Plan — Recommended Allocations 2014-05-13 Chair Kemp declared a conflict of interest re Tampa Bay Community Development Corporation, Largo Area Housing Development Corporation, and Community Service Foundation. Board Member Adelson declared a conflict of interest re Westcare of Florida. Housing Manager Michael Holmes reviewed the FY (Fiscal Year) 2014/15 Consolidated Action Plan application process, funding source restrictions, and TRC (Technical Review Committee) recommended allocations. Grant requests were limited to $50,000. Community Service Foundation and Tampa Bay CDC (Community Development Corporation) applied for home ownership counseling funds. (UNO Federation did not apply) For Public Services, Pinellas Opportunity Council - Chore Services and Religious Community Services - Grace House achieved the highest scores and qualified for 60% of their requests. Homeless Emergency Project- Emergency Shelter and Intercultural Advocacy Institute achieved the next highest scores and qualified for 50% of their requests and the remaining applicants qualified for 40%. The City's Housing Department is self-funding. Mr. Holmes reviewed regulations, restrictions, and TRC recommended funding for staff administration and program delivery. For Rehabilitation, the TRC recommended awarding Paint Your Heart Out's request for$10,000. Work in the neighborhood revitalization area will be overseen by licensed contractors. Up to $1,500 will be spent on each qualifying house for minor repairs, pressure wash, and paint supplies. Neighborhood & Affordable Housing 2014-05-13 1 Program income: 1) CDBG (Community Development Block Grant) - $726,298; 2) HOME Investment Partnerships Program Grant - $299,956; 3) HOME estimated program income - $88,448; 4) SHIP (State Housing Initiatives Partnership) estimated program income - $121,000; and 5) SHIP - $499,545. Economic Development & Housing Director Geri Campos said recently available SHIP funds have restrictions. Following evaluation, staff will present suggested SHIP funded projects to NAHAB for review. Mr. Holmes said Housing Pool funds are distributed on a first come first serve basis. The City does not have a CHDO (Community Housing Development Organization) targeted for the HOME Program CHDO set aside. Mr. Holmes thanked TRC members Lisa Hughes, Rosemarie CaII, and Elizabeth Folk. Some scores were one point apart. In response to a question, he said the point system was amended to reflect a priority shift; the City had met some plan objectives, such as Fair Housing. Member Adelson moved to recommend approval of TRC recommended allocations for the FY 2014/15 Consolidated Action Plan less Tampa Bay Community Development Corporation, Largo Area Housing Development Corporation, Community Service Foundation, and Westcare of Florida. The motion was duly seconded and carried unanimously. Member Cutkomp moved to recommend approval of the TRC recommended allocation for the FY 2014/15 Consolidated Action Plan for Westcare of Florida. The motion was duly seconded. Members Potts and Cutkomp and Chair Kemp voted "Aye "; Member Adelson abstained. Motion carried. Member Cutkomp moved to recommend approval of TRC recommended allocations for the FY 14/15 Consolidated Action Plan for Tampa Bay Community Development Corporation, Largo Area Housing Development Corporation, and Community Service Foundation. The motion was duly seconded. Members Potts, Cutkomp, and Adelson voted "Aye "; Chair Kemp abstained. Motion carried. 6 — OId /New Business 6.1.
