The Chair called the meeting to order at 9: 19 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
Approval of Minutes - August 29, 2005
Trustee Jonson moved to approve the minutes of the August 29, 2005, meeting, as
recorded and submitted in written summation by the City Clerk to each Trustee. The motion
was duly seconded and carried unanimously.
Community Redevelopment Aaencv Items:
1 Approve the Interlocal Aareement with the Downtown Development Board (ODB) for the
Community Redevelopment Aaencv (CRA) to provide personnel. administrative and
manaaement responsibilities durina Fiscal Year 2005/2006 for an administration fee in the
amount of $51.009: and refund to the DDB the $64.220 difference between the CRA tax
increment revenue of $115.229 and the manaaement fee of $51.009 inexchanae for support of
the Main Street Proaram and authorize the appropriate officials to execute same.
Florida Statutes 163.387 requires all taxing authorities, which includes the DDB
(Downtown Development Board), to make an annual appropriation in an amount equal to the
incremental increase in the ad valorem revenue within a CRA (Community Redevelopment
Agency) area. The DDB's increment payment for FY (Fiscal Year) 2005/06 is estimated at
$115,229. The CRA Trustees executed the first Interlocal Agreement to provide personnel,
administrative and management responsibilities to the DDB in FY 1999/2000. This is the
seventh fiscal year that the CRA would enter into the agreement.
The DDB shall pay the CRA $5,351.67 per month for the services agreed to in the
Interlocal Agreement. The compensation shall be deducted from the tax increment payment.
The CRA and DDB wish to enter into an Interlocal Agreement pursuant to Florida Statute
Community Redevelopment Agency 2005-09-12

163.01, in which the DDB agrees to perform certain responsibilities and functions consistent
with and in furtherance of the Clearwater Downtown Redevelopment Plan and provide financial
support for Clearwater's Main Street Program, in return for an amount equal to the difference
between the increment payment and the management fee.
CRA Executive Director Rod Irwin said the new agreement is more defining regarding
reciprocal responsibilities between the CRA and the DDB and reflects an increase in the tax
increment payment.
Trustee Hamilton moved to approve the Interlocal Agreement with the Downtown
Development Board (DO B) for the Community Redevelopment Agency (CRA) to provide
personnel, administrative and management responsibilities during Fiscal Year 2005/2006 for an
administration fee in the amount of $51,009; and refund to the DDB the $64,220 difference
between the CRA tax increment revenue of $115,229 and the management fee of $51,009 in
exchange for support of the Main Street Program. The motion was duly seconded and carried
unanimously.
