11/13/1989 TRUSTEES OF THE EMPLOYEES' PENSION FUND MEETING
November 13, 1989
The City Commission, meeting as the Board of Trustees of the Employees Pension Fund, met in regular session at the City Hall, Monday, November 13, 1989 at 1:15 P.M., with the following
members present:
Rita Garvey Chairperson

Cynthia E. Goudeau City Clerk
ITEM #2 - Minutes:
The City Clerk reported the need to correct paragraph three on page two changing "Winner" to "Nunamaker".
Trustee Winner moved to approve the corrected minutes of the October 30, 1989, meeting. Motion was duly seconded and carried unanimously.
ITEM #3 - Request for Acceptance into Membership:
The City Manager presented the recommendation of the Pension Advisory Committee to approve membership for the employees listed below:
a) Jan Bradley
b) Patrick Plaskett
c) Steven M. Perry
d) Stephen C. Sarnoff
e) Michael Mitchell
f) Marianne Hall
g) Daniel Anderson
h) Robert Kinchen, Jr.
i) Helen L. Werling
j) Robert Lockwood
k) Helen Higgins
l) Suzanne L. Hart
m) Constance C. Green
n) Shirley Grimm
Trustee Winner moved to accept the recommendation of the Pension Advisory Committee. The motion was duly seconded and carried unanimously.
ITEM #4 - Request for Pension:
The City Manager presented the recommendation of the Pension Advisory Committee that the employees listed below be granted a job-connected disability pension under Section(s) 26.35
and/or 26.27 of the Employees' Pension Plan.
a) Paul Carter
This matter was considered by the Trustees at a previous meeting and remanded to the Pension Advisory Committee for further consideration as to the
question of whether or not Officer Carter's condition is job-related. Officer Carter was sent for an independent medical examination. The Pension Advisory Committee considered this
report at its meeting of November 1, 1989, and again voted to grant him a job-connected disability pension. This pension will be effective upon the expiration of Officer Carter's leave.
The City Manager reported he has directed the Personnel Director to draft standards for acceptance into the Pension Plan. These standards will be presented to the Pension Advisory
Committee.
Discussion ensued regarding the need for the standards. It was stated these standards are needed to address pre-existing conditions and provide more information to the physicians conducting
the physicals.
A question was raised regarding whether or not Mr. Carter could be given an alternate job and it was indicated this would be at his option.
Trustee Winner moved to approve the recommendation of the Pension Advisory Committee and grant a job-related disability pension to Paul Carter. The motion was duly seconded and carried
unanimously.
b) Donald J. Ward, Jr.
Mr. Ward injured his back several times while performing his duties as a firefighter. The most recent injury occurred while participating in basketball as part of a fitness program.
Discussion ensued regarding the fitness program. The Personnel Director indicated this has been eliminated due to injuries occurring during participation.
Trustee Regulski moved to approve the recommendation of the Pension Advisory Committee and grant a job-related disability pension to Donald J. Ward, Jr. The motion was duly seconded
and carried unanimously.
