10/02/1989 TRUSTEES OF THE EMPLOYEES' PENSION FUND MEETING
October 2, 1989
The City Commission, meeting as the Board of Trustees of the Employees Pension Fund, met in regular session at the City Hall, Monday, October 2, 1989 at 9:20 A.M., with the following
members present:

ITEM #2 - Minutes: Trustee Regulski moved to approve the minutes of the September 18, 1989, meeting. Motion was duly seconded and carried unanimously.
ITEM #3 - Request for Acceptance into Membership:
The City Manager presented the recommendation of the Advisory Committee to approve membership for the following employees listed below:

Theresa Gryncewicz
Albert Gryncewicz
Sally Thomas
Linda Hamrell
Raymond Pelote
The City Manager indicated that Staff is recommending deferral of action on acceptance of Mr. Albert Gryncewicz into the Pension Plan as he had a stroke earlier in the year. There
is concern that the Doctors Walk-In Clinic, which did the physical and recommended he be accepted, may not have known of this medical problem.
Discussion ensued regarding the need to make sure that Doctors are aware of a person's complete medical history.
Trustee Winner moved to approve the Pension Advisory Committee's recommendation with the exception of deferring action on acceptance of Albert Gryncewicz. Motion was duly seconded
and carried unanimously.
ITEM #4 - Request for Pension:
The City Manager presented the recommendation of the Advisory Committee, General Employees' Pension Fund that the employees listed below be granted a job-connected pension under Section
26.35 and/or 26.27 of the Employees' Pension Plan.
1) Paul Carter
H. M. Laursen, Personnel Director, stated staff is requesting the Trustees remand consideration of a job-connected disability to the Pension Advisory
Committee. He stated that Mr. Carter has Crohn's Disease which is stress related. However, in looking at documentation provided, there is some question regarding whether or not the
condition existed prior to Mr. Carter becoming a Police Officer. The recommendation is to approve a non-job-connected disability at this time, remanding consideration of the job-connected
disability to the Pension Advisory Committee.
Discussion ensued regarding the need to tighten up on requiring submission of medical records. The Personnel Director indicated the Trustees need to communicate to the Pension Advisory
Committee what the Committee should be requesting in regard to medical history. He stated currently, they only require two or three letters from doctors to establish a disability claim.
It was requested that a list of questions that should be asked, be provided to the Pension Advisory Committee.
Trustee Regulski moved to grant a non-job-connected disability pension to Paul Carter and to remand consideration of a job-connected disability to the Pension Advisory Committee. Motion
was duly seconded and carried unanimously.
2) William Harvey
Mr Harvey has requested a job-connected disability due to an injury to his knee while on his job as a fire fighter.
Discussion ensued regarding the fact that Mr. Harvey may be disabled to be a fire fighter but there are other jobs he could perform. Concerns were expressed regarding one doctor stating
that he felt, with an operation, Mr. Harvey could go back to work.
Discussion ensued regarding the need to address the Pension Ordinance. In particular, the authority of the Pension Advisory Committee and the Trustees. It was indicated that we will
be required to bargain with the Unions prior to submitting any amendments to the Pension Ordinance to the voters.
Trustee Winner moved to approve the job-connected disability pension for William Harvey. Motion was duly seconded and carried unanimously.
