February 27, 1989
The City Commission of the City of Clearwater, meeting as the Board of Trustees of the Employees' Pension Fund, met in regular session at City Hall, on February 27, 1989, at 9:20 A.M.
with the following members present:

The Mayor called the meeting to order and the following items were discussed.
ITEM #2 - Minutes.
Commissioner Winner moved to approve the minutes of the February 13, 1989, meeting. Motion was duly seconded and carried unanimously.
ITEM #3 - Request for Acceptance into Membership.
The Assistant City Manager presented the recommendation of the Advisory Committee of the Employees' Pension Fund to approve membership for five (5) employees listed below:

Commissioner Regulski moved to accept the motion of the Advisory Committee. Motion was duly seconded and carried unanimously.
ITEM #4 - Pensions to Be Granted:
J. Bruce Haney, Sr.
The Assistant City Manager presented the recommendation of the Advisory Committee of the General Employees' Pension Fund that J. Bruce Haney, Sr., Gas Inspector, Gas Division, be granted
a regular pension under Sec. 26.34 and/or Sec. 26.37 of the City code, to be effective February 23, 1989.
Commissioner Regulski moved to accept the recommendation of the Advisory Committee. The motion was duly seconded and carried unanimously.
Peter Fire.
The Assistant City Manager presented the recommendation of the Advisory
Committee of the General Employees' Pension Fund that Peter Fire, Police Officer, Police Department, be granted a job-connected disability pension under Sec. 26.35 of the City code,
to be effective March 28, 1991.
Peter Fire, Police Officer, is requesting a job-connected disability. An injury to his neck occurred when he was acting as a pall bearer at a fellow officer's funeral. This injury
has resulted in weakness in his left arm. As the officer is left handed, doctors are of the opinion that he is unable to perform the duties of a police officer.
Concerns were raised regarding this type of injury being considered an on-the-job injury resulting in job-connected disability. It was questioned whether or not this activity should
be prohibited for City employees acting in an official capacity.
It was the consensus for the Personnel Director to provide additional information to the City Commission regarding this case and clarification of the policies for these types of activities.
Commissioner Nunamaker moved to accept the recommendation of the Advisory Committee. The motion was duly seconded and carried unanimously.
Carnell Clark.
The Assistant City Manager presented the recommendation of the Advisory Committee of the General Employees' Pension Fund that Carnell Clark, Sanitation Division, be granted a non-job-connected
disability pension under Sec. 26.34 of the City code, to be effective February 27, 1989.
Carnell Clark has requested a non-job-connected disability pension. Due to erratic behavior, Mr. Clark was referred for psychiatric evaluation and was found to have an alcohol dependence
and to be paranoid.
Concerns were raised that actions regarding this employee should have been taken earlier. Wayman Pearson, Sanitation Superintendent, stated Mr. Clark was a 16-year employee and his
behavior had deteriorated only in the last two years.
Commissioner Regulski moved to accept the recommendation of the Advisory Committee. The motion was duly seconded and carried unanimously.
ITEM #5 - Other Business.
