11/14/2006 PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER November 14, 2006 Present: Josh Bomstein Chair Howard Warshauer Vice-Chair George Ann Bissett Board Member Mark Flickinger Board Member Davida Milne Board Member John Timberlake Board Member Absent: Alex Plisko. Jr. Board Member Also Present: Margo Walbolt Cultural Affairs Manager Christopher Hubbard Public Art Specialist Marsha Beall Staff Assistant The Chair called the meeting to order at 2:05 p.m. at the Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes - August 22, 2006 and September 28, 2006 Member Flickinger moved to approve the minutes of August 22, 2006 as submitted to motioncarried members. Public Art Master Plan Consultants Meridith McKinley and Todd Bressi returned recently to address two project areas - Beach Walk and Downtown Streetscape. Educational discussions continued with the City Planning and Engineering staff. The next part of the process is to host charette workshops. The workshops will take place at the Clearwater Public Library on December 12 at 6:30 p.m. – 8:30 p.m. and December 13 at 9 a.m. – noon. Board members are encouraged to attend. Workshops targeting the general public and community groups will be scheduled at a later date. As a result of the initial meetings held in September, the Consultants assimilated processes that will help define Program Outcome and Program Directions. Members were encouraged to review these programs and submit comments to Public Art Specialist Chris Hubbard. Public Art 2006-11-14 1 4 – New Business a.) Developer’s Informational Packet Mr. Hubbard reviewed potential capital improvement and private development projects on the horizon and the impact they may have on Public Art. b.) Status of Notification of PA requirement Mr. Hubbard has created an extensive list of pending projects within Clearwater. Developers have been notified of the Public Art Ordinance 7489-05 process and program requirements, code standards and assessment of required fee. Mr. Hubbard will monitor these projects as well as new projects that will fall under the umbrella of the Public Art criteria. Through the assistance of the Chair, Mr. Hubbard is collaborating with the American Institute of Architects (AIA). With AIA contacts and potential gallery spaces, this partnership could provide a positive connection for the City’s Public Art program. c.) Kampelmann Art Installation in MSB Lobby On December 4, 2006, a reception for the first Clearwater Public Art event will feature artist Ulli Kampelmann, an internationally renowned glass artist from Germany and now lives and works in Clearwater. Ms. Kampelmann’s artwork will be installed this week in the MSB Lobby. Panels are available for purchase. 5 - Items not on Agenda Rededication of Statues On November 10, 2006, the City of Clearwater and the American Legion Post 7 rededicated the Spirit of American Doughboy and Spirit of the American Navy statues, sculpted by E.M. Viquesney in the 1920s and dedicated in 1927 to honor local war heroes who served in World War I. In 2002, the sculptures were removed while the bridge was being constructed. The refurbished statues now stand at the east approach to the Memorial Causeway and serve as an important example of how Public Art can inspire a community.
