02/05/2014 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER February 5, 2014 Present: Denise L. Rosenberger Chair Thomas D. Sullivan Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Citizens to be Heard re Items Not on the Agenda: None. 3 —Approval of Minutes — November 6, 2013 Member Black moved to approve the minutes of the regular Airpark Advisory Board meeting of November 6, 2013, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 -Tenant & Lease Report from FBO FBO (Fixed-Base Operator) representative Barbara Cooper reported on tenant levels and visitors. She attributed increased tenant levels to the runway extension. She said the new AFD (Airport Facility Directory), available tomorrow, will include information on the runway extension and new guide slope. She said the FBO kitchen had been replaced. Ms. Cooper said according to established protocol, it is most important that every airpark event be coordinated through the FBO: 1) FBO is provided information re event request; 2) FBO contacts City for event approval; and 3) FBO contacts event coordinator re approval or denial. She said unapproved events have created disruptions. She expressed concern that vehicles sometimes are parked illegally on airpark grounds; taxi lanes must remain unobstructed. She said the airpark provides Wi-Fi service in the FBO building. Concern was expressed that some tenants do not use the FBO restroom due to distance. Operations Manager Gordon Wills said the FBO building's restroom has an outside door for after hour access. He will ask Engineering to determine if a bathroom could be constructed near the outer hangars or if a port a potty could be added and cleaned weekly. 5—Old Business 5.1. Automated Weather Observation System (AWOS)— installation status Airpark Advisory 2014-02-05 1 Mr. Wills said the airpark's AWOS (Automated Weather Observing System) will be operational tomorrow; it requires FAA (Federal Aviation Administration) certification. The airpark's AWOS will be accessible via NOAA's (National Oceanic&Atmospheric Administration) site. The FBO television will broadcast AirNav, AWOS, and weather information. 5.2. Planning update for Open House March 15 Mr. Wills reported Astronaut Nicole Stott confirmed her attendance for the March 15, 2014 Open House and reviewed planned activities; a flyer has been printed. Questions from neighbors and the public will be answered in the CAP trailer. A message board in front of the airpark will advertise the event. 5.3. VASI wiring update Mr. Wills said VASI (Visual Approach Slope Indicator) wiring is complete. Wires to the north end of the runway were replaced; the south end will be rewired in March. 6 — New Business 6.1. JACIP— Joint Automated Capital Improvement Program projects Mr. Wills discussed new FDOT grants: 1) $500,000 toward replacing hangar D with t- hangars and 2) $100,000 for maintenance hangar repairs. Engineers will investigate the void under the hangar's concrete floor and determine a repair plan. Mr. Wills reported the runway extension project is ongoing. New carpeting was laid in the FBO building. Once FAA certifies the AWOS, the project's budget will be reviewed for remaining funds that could be used for other airpark projects. 6.2. Taxiway light regulator update Mr. Wills said the regulator, in service since 1991, was replaced and the lights work fine. 6.3. Airport Facility Directory (AFD) update See Item 4 6.4. New carpet update See Item 6.1. 6.5. Meeting times & locations; Feb. 5, May 1, Aug. 7, Nov. 6 Mr. Wills said it had been recommended that the AAB (Airpark Advisory Board) meet at the airpark in a CAP trailer at 6:00 p.m. so more people interested in airpark business could attend. Airpark Advisory 2014-02-05 2 Former board member Dennis Roper said AAB met at the Airpark until the City Council moved the meetings to City Hall, where official City business is conducted. He said some visitors had disrupted some meetings at the airpark and behaved beligerantly. He said the airpark lacks the gravitas of Chambers. It was noted the Bylaws and Procedures indicate that AAB meetings are held at City Hall. It was recommended that a message board in front of the airpark advertise AAB meetings. 6.6. FDOT Award Program Mr. Roper said each year FDOT (Florida Department of Transportation) honors the General Aviation Airport of the Year and said Clearwater Airpark should qualify for the award due on its accomplishments over the past 10 years. He encouraged board members to talk up the airpark when they meet with community leaders and business and aviation people re airpark leadership and the airpark's importance to the community. He agreed to help put together the AAB's nomination; deadline is May 31, 2014. Chair Rosenberger volunteered to spearhead the effort. 6.7. Election of Officers Member O'Brien moved to reappoint Denise Rosenberger as Chair and Thomas Black as Vice Chair. The motion was duly seconded and carried unanimously. Items not on the Agenda Mr. Wills recommended the Chair contact Yvonne Rodriquez to conduct FAA safety meetings in the CAP facility. Chair Rosenberger said meetings must be reinstated with FAA. Members reviewed upcoming events.
