Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. 3 —Approval of Minutes — February 11, 2014 Member Hughes moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of February 11, 2014, as recorded and submitted in written summation to each board member. The City can reject applications from agencies that did not achieve performance standards in the past. Mr. Holmes said changes to the point system reflect progress in meeting the City's 5- year plan objectives: 1) increase availability of affordable housing - met; 2) assist persons at risk of becoming homeless - met; 3) alcohol/drugs dependency—will meet at end of current fiscal year; 4) assist victims of domestic violence—will meet upon completion of RCS (Religious Community Services) outreach center; and 5) assist people with mental health issues—will meet upon completion of Boley Centers' Sunset Point Road Apartments. Mr. Holmes will provide information regarding April Grand Opening of apartments. Neighborhood & Affordable Housing 2014-03-04 1 Mr. Holmes said unmet objectives include fair housing, blight, public facilities access, special needs, and self- sufficiency. Funds are insufficient for the City to create jobs. POC (Pinellas Opportunity Council) provides services to the elderly; progress on this objective is restricted by limited funds. Mr. Holmes said Housing Pool applicants will not be ranked. Mr. Holmes announced a section was added with a $30,000 maximum for Public Services, a $50,000 maximum for Public Facilities, and $7,000 for homebuyer counseling, which will be distributed on a first come, first serve basis. Any agency can apply for the $70 per person per class fee. Counselors are not required to be HUD (Housing & Urban Development) Department certified unless the homebuyer counseling is funded by HOME Investment Partnerships Program. No funds were set aside for post home purchase counseling. In response to a question, Mr. Holmes said based on HUD's decision, the City cannot reject applications from UNO; the City has not received any FY 2014 -15 applications from UNO. Staff is sending a letter advising UNO that FY 2013 -14 funding will be cancelled unless the City receives its FY 2013 -14 services agreement within 14 days of the letter. 6 — Next Meeting — April 22, 2014 It was requested that staff provide board members with copies of the applications as early as possible. Mr. Hones said the TRC (Technical Review Committee) will meet to rank applications on April 25, 2014.
