07/29/2003 BROWNFIELDS ADVISORY BOARD MEETING CITY OF CLEARWATER July 29, 2003 Present: Brian Flaherty Chair Stephen Fowler Vice-Chair Karen Fenton Board Member Willa Carson Board Member – arrived 6:06 p.m. Mary Miller Board Member Thomas Noble Board Member Alicia Reed Board Member Absent: Gary Gray Board Member William Sherman Board Member Also Present: Reg Owens Director of Economic Development & Housing Leslie Dougall-Sides Assistant City Attorney – departed 6:25 p.m. Diane Hufford Economic Development Coordinator Brenda Moses Board Reporter The Chair called the meeting to order at 6:04 p.m. at Ross Norton Recreation Center, followed by the Pledge of Allegiance. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 5. Action Items a. Approval of Minutes of Previous Meeting (August 27, 2002) Member Fowler moved to approve the minutes of the regular meeting of August 27, motion 2002, as submitted in written summation to each board member. The was duly carried seconded and unanimously. b. Confirmation of next meeting dates – discuss Discussion ensued regarding scheduling meetings. Consensus was to schedule quarterly meetings at 5:30 p.m. on the fourth Tuesday of the month beginning in October. The next meeting would be held at 5:30 p.m. on October 28, 2003, at the Martin Luther King Center. c. Reappointment Sherman/Fenton Board Members Economic Development Coordinator Diane Hufford said both board members Fenton and Sherman have agreed to be reappointed to the board. It was remarked that the City Commission had already confirmed those appointments. 6. Staff Report Ms. Hufford said in June, Clearwater was one of five cities that received Brownfields funds. Now the City must submit a Work Plan as to how those funds will be spent on City- owned projects. Ms. Hufford noted that some of this year’s funds would be spent for consulting Brownfields Advisory 2003-07-29 1 7/29/03 services to retain former Economic Development Programs Manager/Brownfields Coordinator Miles Ballog due to his extensive expertise in obtaining Brownfields grant funds. Ms. Hufford said Brownfields funds could be used to pay for board members’ registration at the upcoming Brownfields conference being held on August 11, 12, and 13, in St. Petersburg. Other interested parties also may attend at their own expense. Ms. Hufford reviewed the list of Brownfields sites that she will be giving a tour of in Clearwater at 1:00 p.m. on August 12. Ms. Hufford said site assessment work is ongoing at 1109 Russell Avenue and a Phase Two assessment is being done on the Joe DiMaggio site. 7. Presentation – Reg Owens, Director of Economic Development & Housing Director of Economic Development & Housing Reg Owens gave an update regarding plans for redevelopment of the downtown and how it ties into the streetscaping program, Coachman Park, and a new downtown marina. In response to a question, Mr. Owens said the City prefers not to purchase the Calvary Baptist Church, as it feels a developer would be able to incorporate new housing, retail, and entertainment components on the site. In response to a question, Mr. Owens said an amphitheatre still is planned for the Coachman Park area. The new Main Library also will draw visitors to the downtown. Steinmart and Pickles Plus both have indicated they wish to stay in the downtown area. In response to a question, Mr. Owens said staff anticipates the new Memorial Causeway Bridge to be completed in the first quarter of 2004. In response to a question, Mr. Owens said ownership of the Clearwater Automotive property would probably go to the CRA (Community Redevelopment Agency), which would prevent the property from being declared surplus by the City. In response to a question, Mr. Owens said the City has been approached by developers who see different opportunities for the Phillies baseball fields in North Greenwood. Staff is discussing whether the Parks and Recreation Department wants to maintain that property as a recreational facility or allow housing development on the site. It was suggested the site could be used for both housing and recreational uses. In response to a question, Ms. Hufford said open space recreational designations must go to the voters if used for a purpose other than a public use. 8. Public Comment – None. 9.
