The Chair called the meeting to order at 6:00 p.m. at Ross Norton Park
Recreation Center, followed by a moment of silence to honor those service personnel
lost on the USS Cole, followed by the Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
ITEM 5 – Action Items
a) Approval of Minutes of Previous Meeting
Member Carson moved to approve the minutes of the regular meeting of June
19, 2000, as recorded and submitted in written summation to each board member. The

b) Approval of Next Meeting Date – Recommended for Monday, January 29, 2001

ITEM 6 – Presentation – Ed S. Gilinski, P.G., of WRS Infrastructure and Environment,
Inc. – Review of Activities that resulted in a No Further Assessment Needed for project
located at 1108 N. Greenwood and 804 Pennsylvania Avenue
Brownfields Coordinator Miles Ballogg presented a brief overview of projects that
resulted in a “no further assessment needed” for properties at 1108 North Greenwood

Avenue and 804 Pennsylvania Avenue. He said at the North Greenwood site, soil
excavations and monitoring were done due to petroleum contamination concerns.
Contaminates at the site were removed and the site is now below required regulatory
levels. The first Brownfield rehabilitation agreement was received for this site.
Mr. Ballogg said the site at 804 Pennsylvania Avenue was a mini junkyard with a
school bus, 13 drums of waste materials, etc. The site contained petroleum and arsenic
contamination and has been cleaned up to residential use standards. It will be
developed by CNHS (Clearwater Neighborhood Housing Services) with from one to
three infill homes. Detailed reports regarding both properties have been distributed to
Board members.
ITEM 7 – Staff Reports
a. Environmental Justice Strategy – Review and Status Report
Mr. Ballogg said on September 7, 2000, the Commission approved the EJS
(Environmental Justice Strategy). Copies have been distributed to Board members. He
said the EPA (Environmental Protection Agency) defines environmental justice as the
fair treatment for people of all races, cultures, and incomes, regarding the development
of environmental laws, regulations, and policies. The City’s EJS was developed in
response to residents’ concerns. Partners of EJS include the community, the EPA, USF
(University of South Florida), FAMU (Florida A&M University), ICMA (InterCounty
Management Association), and City staff. Meetings are held within the community and
surveys distributed to obtain input and distribute information regarding the EJS. The
EPA provides funding for various projects. USF and FAMU help facilitate the plan. The
ICMA administers the funding. City staff coordinates the entire process. EJS action
items include: 1) enhancing the awareness of Brownfields by explaining Brownfields in
layman’s terms and development and distribution of Brownfields brochure and
newsletter; 2) improve access to information using GIS system on Internet, web site with
projects, and newsletter; 3) redevelopment focus on jobs, incubators, grants, and other
successes; and 4) projects to create a healthy and safe environment such as Stevenson
Creek, liaisons with the Health Department, and addressing health risks. Mr. Ballogg
said the next steps involve implementation of the EJS through disbursement of
information, development of the website and newsletter, engaging the community early
in the process, focusing on redevelopment, communicating health risks in the
Brownfields area, and revisiting priorities. He said staff is working on a Spanish
language version of the EJS and hopes to engage the Hispanic population with the
assistance of local area organizations. Mr. Ballogg plans to attend the North Greenwood
Neighborhood Coalition of Organizations the second week in November. He will confirm
the date and time and extend an invitation to Board members. Mr. Ballogg said staff will
consider the possibility of inviting the development community to EJS community
meetings. In response to a question, Mr. Ballogg said $2 million in federal
appropriations to clean up Stevenson Creek is pending in the Energy and Water
Appropriations Act. He said the President vetoed the bill the first time it was presented.
However, the bill recently passed the House with a two-thirds majority vote and will be
sent to the Senate. Once approved in the Senate, it will go back to the President.
According to City lobbyists, it appears the bill will pass this time.
b. State agreement #SP589 for the Assessment and Remediation of Commercial,
Orphaned, and Abandoned Sites

Mr. Ballogg said the 2000/01 Florida Appropriations Act provided for $500,000 for
the assessment and remediation of various commercial, orphaned and abandoned sites
in the Clearwater Brownfields area. The (FDEP) Florida Department of Environmental
Protection is the administrator of these funds and has provided the subject agreement
for execution. The funding will be used to provide Phase I and II environmental
assessments, site preparation, removal of pollutant storage tanks, performance of initial
remedial actions, preparation of the assessment reports, remedial activities, and other
activities required to remove environmental impediments from redevelopment projects.
The primary focus of the funding is to transform market-ready commercial, orphaned and
abandoned environmentally impaired sites within the CBA (Clearwater Brownfields Area)
into productive economic development and/or community development projects. The
remediation of these sites will augment activities specified in existing State and EPA
Brownfields Work Plans and will provide redevelopment and remedial funding for sites in
the CRA (Community Redevelopment Agency) and the North Greenwood and South
Clearwater communities within the CBA. The agreement between the City and the
FDEP will be brought before the City Commission at its November 2, 2000, meeting.
c. North Greenwood Economic Redevelopment Strategy – Economic Development
Administration/CDBG (Community Development Block Grant) Funding
Mr. Ballogg said a U.S. Economic Development Administration economic
development strategy grant will provide for a market study to determine the type of
development feasible in the northern portion of the Brownfields area from Drew Street to
Sunset Point Road, and Alternate 19 on the west to Betty Lane. The plan also will focus
on potential development of the Jack Russell Stadium as the Phillies will vacate the
property within the three years. Local businesses will be contacted to determine how the
City can assist them in expanding their businesses in that area.
d. Status of Current Projects – Mediterranean Village Townhouse Project, EEI/Mod
Tech.
Mr. Ballogg said the Commission approved the Mediterranean Village
Townhouse project some time ago using Brownfields funds to demolish structures on the
former Dimmitt property and prepare it for a 100-unit townhouse project. The majority of
the work has been completed. Some excavation of contaminated soil and additional
assessment is needed. EEI/Mod Tech., a circuit board and assembly company, plans to
hire 50% of their employees from the two census tracts in the HUB Zone. Mr. Ballogg
said the HUB Zone has been effective in encouraging employment in the local area.
e. Upcoming Community events and Meetings – October 25 & 26 – The Community
Environmental Health Advisory Board at the Greenwood Community Health Resource
Center; November 4 & 11 – Community Landscaping Project at the Greenwood
Community Health Resource Center
Mr. Ballogg said that Member Carson is involved in the Community
Environmental Health Advisory Board which is scheduled to meet at 1:00 p.m. on

October 25 and continue on October 26, 2000, at 8:30 a.m., at the Greenwood
Community Health Resource Center. The meetings will address Florida’s hydrology,
Brownfields neighborhood perspective, the EJS action agenda for Brownfields in
Clearwater Brownfields area, local water issues and perspectives, shallow well use,
desalinization, ERC and DEP rule development and legislative direction, Hillsborough
community concerns, emissions issues, grants update, development evaluation tool for
pilot projects, and site visits will be conducted.
Mr. Ballogg said the North Greenwood Community Resource Health Center
Landscaping Project originally planned for October 7, 2000, was rescheduled to
November 4 and November 11, 2000. Landscaping materials will be installed on
November 4, 2000, and sod and mulch on November 11, 2000. Staff will arrive at 8:00
a.m. and the public is encouraged to participate.

Mr. .88110gg said the Commission approved the Mediterranean Village
, Townhouse project some time ago using Brownflelds funds to demolish
structures on the former Dimmitt property and prepare it for a 1 DO-unit
townhouse project. The majority of the work has been completed. Some
, excavation of contaminated soil and additional assessment is needed. EEl/Mod
Tech., a circuit board and assembly company, plans to hire 50% of their
employees from the two census tracts in the HUB Zone. Mr. 8allog9 said the ,
HUB Zone has been effective in encouraging employment in the local area.

Mr. 8allogg said that Member Carson is involved in the Community
Environmental Health Advisory Board which is scheduled to meet at 1 :00 p.m.
on October 25 and continue on October 26, 2000, at 8:30 a.m., at the
Green'wood Community Health Resource Center. The meetings will address
Florida's hydrology, 8rownfjelds neighborhood perspective, the EJS action
agenda for Brownfields in Clearwater Brown fields area, local water issues and
perspectives, shallow well use, desalinization, ERe and DEP rule development
and legislative direction, HilIsborough community concerns, emissions issues,
grants update, development evaluation tool for pilot projects, and site visits will
be conducted.
Mr. 88110gg said the North Greenwood Community Resource Health
Center Landscaping Project originally planned for October 7, 2000, was
rescheduled to November 4 and November 11, 2000. Landscaping materials
will be installed on November 4, 2000, and sod and mulch on November 1 1,
2000. Staff will arrive at' 8:00 a.m. and the public is encouraged to participate.
