ITEMS 1 – 3 - Call to Order, Invocation, and Pledge of Allegiance The Chair called the meeting to order at 6:15 p.m. at Ross Norton Park, followed by meditation and the Pledge of Allegiance. ITEM 4 – Introductions Board members introduced themselves. ITEM 5 – Action Items A. Approval of Minutes of Previous Meeting Member Carson moved to approve the minutes of March 6, 2000, as submitted motion in written summation to each board member. The was duly seconded and carried unanimously. B. Approval of Technical Advisory Committee (TAC) to continue to review the technical aspects of all sites applying for a Brownfields Site Rehabilitation Agreement and the approval of the TAC to develop a “Brownfields Educational Module” as part of the Brownfield Advisory Board’s public outreach efforts (Miller/Ballogg). *Funding for this effort to be sought through grant sources Brownfields Coordinator Miles Ballogg said the TAC was formed approximately two years ago but has not been very active. Not as many sites applied for Brownfields Site Rehabilitation Agreements as anticipated, however many sites are moving forward with clean-ups. At one time the City had received assistance with part of the Environmental Justice Plan from a local university but funds are no longer available. mba0600 1 06/19/00 Assistant Director of Public Works PD&E Tom Miller said the TAC provides technical support to the Brownfields Advisory Board (BAB) in an effort to expedite Brownfields programs and clean-ups. He said City Staff is competent in the area of hazardous waste, toxic clean-ups, mediations, etc. He reviewed the TAC objectives and encouraged the BAB to utilize the TAC’s technical expertise. He said the TAC will begin meeting quarterly instead of monthly. Member Fowler moved to approve the TAC to continue to review the technical aspects of all sites applying for a Brownfields Site Rehabilitation Agreement and the approval of the TAC to develop a “Brownfields Educational Module” as part of the motion Brownfield Advisory Board’s public outreach efforts. The was duly seconded carried and unanimously. ITEM 6 - Staff Reports A. Reappointments – Mary Miller (May 31, 2004); Steven Fowler (May 31, 2004); Gary Gray (May 31, 2004) The Chair congratulated Members Miller, Fowler, and Gray on their reappointment. B. Status of Current Projects – 804 – 804.5 Pennsylvania Avenue/1108 N. Greenwood Avenue (Greenwood Community Health Resource Center), Dimmitt Option Property, Eei/Mod Tech Mr. Ballogg said Clearwater Neighborhood Housing Services (CNHS) owns 804 – 804.5 Pennsylvania Avenue. Arsenic contamination was found and the top two feet of soil was removed. As of last week, City staff submitted final certification requested by the Florida Department of Environmental Protection (FDEP). Staff anticipates “no further action” soon and will inform CNHS they can proceed with their developmental plans. The lots will be used to construct single-family homes. Karma Killian, Environmental Specialist Supervisor PD&E, said staff will send a letter to FDEP tomorrow requesting a “no further action” on 1108 N. Greenwood Avenue. Staff has addressed the FDEP’s questions to their satisfaction. Mr. Ballogg said the contractor obtained permits on Friday. Construction should begin this week. Mr. Ballogg said on June 1, 2000, the Commission approved using Brownfields funds for the Dimmitt Option Property located between Fiore’s Deli and St. Vincent De Paul. The Community Redevelopment Agency (CRA) has acquired the Dimmitt property. At least three underground storage tanks and 20 hydraulic lifts exist on the property and must be removed. Excavation on the hydraulic lifts begins tomorrow. Two Requests for Proposal (RFP) were received for the development of this property. The Commission approved the RFP for 100 townhomes to be constructed around the Town Pond project. Economic Development and Public Works Administration staff are working together regarding the project. mba0600 2 06/19/00 Mr. Ballogg said Eei/Mod Tech works for companies such as Honeywell and other electronics companies and provides subcontracting services. The company is at 700 Pinellas Street, an enterprise zone, which provides them some additional tax incentives. It is also in a hub zone, an area that includes most of North Greenwood and part of South Clearwater. Businesses in a hub zone can bid on government contracts but must hire 35% of their employees from the area to qualify for funds. Eei/Mod Tech plans to hire 11 entry-level employees in the area. The BAB provided Phase One and Two environmental assessments. Although a lien is pending on the property, Eei/Mod Tech will be able to purchase the property. C. City of Clearwater – Supplemental Brownfields Funding Mr. Ballogg said in April, staff applied for Supplemental Brownfields Funding. The Environmental Protection Agency (EPA) occasionally provides opportunities for additional funding. Staff applied for $200,000 and received $100,000. Of the $100,000, $50,000 can be used for Phase One and Two assessments on commercial properties; the other $50,000 can be used for Phase One and Two assessments for green and open space properties such as parks. The EPA has taken a renewed interest in converting Brownfields into these type sites. Mr. Ballogg referred to a handout regarding the EPA first and second quarter reports. The report covers activities funded under the federal program. The Brownfields Master Plan has been combined with the Environmental Justice Plan as approved by the BAB at the last meeting. Mr. Ballogg said University of South Florida (USF) will give a presentation to the Commission on August 14, 2000 on the Environmental Justice Plan. The International City and County Manager’s Association (ICMA) also will attend. D. EPA First Quarter Report E. Environmental Justice Action Agenda – Commission Presentation on Monday, August 14, 2000 at 9:00 A.M./Approval Thursday, August 17, 2000, at 6:00 P.M. F. Brownfields Legislation – S.B. 1406 Senate Bill 1406 regarding Brownfields legislation passed. City Legal staff will review the legislation and provide the BAB with a brief synopsis of the bill. Mr. Ballogg said changes regarding how Brownfields Rehabilitation Agreements are approved involve the BAB approving the overall development conceptual plan instead of the actual agreement. The TAC will still be expected to ensure the sites are being cleaned adequately. G. Brownfields Appropriation Mr. Ballogg thanked Board members for their letters of support for the $500,000 State appropriation to continue remediation in the Brownfields area. A scope of work for the plan will be presented at the next BAB meeting. H. State Brownfields Report SP 499 mba0600 3 06/19/00 Mr. Ballogg referred to a handout regarding the State Brownfields Report, which includes a summary of activities on 804 Pennsylvania, on 1108 N. Greenwood Avenue, and for the Police substation. I. Brownfields Enterprise Zone Brochure Mr. Ballogg referred to a Brownfields Enterprise Zone and Brownfields Area brochure. The brochure attempts to define the Brownfields and Enterprise Zone and related tax incentives. The brochures will be mailed to businesses and organizations located within the Enterprise Zone as well as to other area businesses in Pinellas County. ITEM 7 – Other Business A. Environmental Technical Training Program – Betty H. Miller, Pinellas Technical Education Centers (PTEC) Betty Miller, PTEC, said the $138,000 two-year Brownfields grant was approved in March 2000. The second group of environmental technicians recently graduated from the program through the Brownfields grant. Last year, PTEC was a partner of the program, however Career Options was the training and counseling arm of the program. Career Options closed their doors and training was provided by Lockheed Martin. PTEC now has been asked to become the manager of the grant and provide training. Ms. Miller said ten persons began training on March 15, 2000, and seven graduated from the 300-hour program. The schedule was aggressive and three students dropped out of the program for various reasons. Two students are employed and the others are applying for jobs. She requested the BAB contact her with suggestions that will help engage the public with the training program. She said information provided from surveys indicates that students should be allowed into the program outside the geographic area if they pay the course tuition. Students had difficulty working during the training course. She suggested a part time training schedule be considered. She said although outside the scope of the BAB, transportation is an issue for job opportunities. Mr. Ballogg said staff will send graduates’ resumes to City departments to help students obtain jobs. It was remarked that students can post their resumes on the Internet. More sources for jobs are being sought. ITEM 8 – Public Comment In response to a question, from Isay Gulley of Clearwater Neighborhood Housing Services, Mr. Ballogg reviewed the requirements to qualify for funding in a Hub Zone.
