11/22/1999 - TACBROWNFIELDS ADVISORY BOARD TECHNICAL ADVISORY COMMITTEE MEETING November 22, 1999 Martin Luther King Center 4:30 P.M. Present: Bradley Droy Michael Flanery David Gerard Absent: Alicia Reed Willa Carson Dr. Raymon Harbison Glenn Claytor Arlington Nunn Also Present: Tom Miller, Assistant Director of Engineering – PD&E Miles Ballogg Karma Killian Elliott Shoberg Steve Howarth Meeting was called to order at 4:45 p.m. Approval of Minutes - There was not a quorum for this meeting, therefore, no motions, recommendations or seconds could be made. New Business - None Brownfield Advisory Board Update: Mr. Ballogg informed the members that several items will be discussed at the meeting scheduled for 6:00 pm this evening. Mr. Steve Howard has applied for Technical Advisory Board and approval is anticipated. Presentations are anticipated by the International City and County Managers’ Association and the University of South Florida. A discussion will take place regarding the relationship between the Brownfield Advisory Board and the Environmental Advisory Board. Mr. Miller informed the BAB members that the City Commission in 1990 created the Environmental Advisory Board. It consists of five members and their purpose is to address any and all environmental issues that affect the City of Clearwater at large, from groundwater issues to air quality. The EAB does not have a technical advisory committee, it relies on City staff. Old Business: BSRA - 1108 N. Greenwood site was formerly a gas station in the early l940’s. Phase I work is completed, Phase II work is completed. Underground tanks were removed as well as the contaminated soil. There is a need to go back and remove some additional contaminated soil to prepare the property for a Health Care facility. Cost to date is between $80,000 and $90,000 with an additional $10,000 for soil removal/monitoring. The plan is to break ground in January and complete construction by November, 2000. The City Commission is scheduled to meet on December 9, 1999 for final approval. 804-805 Pennsylvania Avenue site was a salvage yard with 55-gallon drums storing hazardous materials. WRS conducted Phase II beginning with 110 soil borings. If soils collected between surface and 6” registered over 10 PPM on OVA, deeper samples were collected. Between 2 and 2 l/2 feet, no samples showed any signs of contamination. Monitor wells were installed where PAH’s were detected at surface – 6”. Soils scraped with shovel for visual impacts. Laboratory results of soils collected, showed arsenic hits at several locations between surface and 6”, and at 2 foot. Highest was 8.8 PPM. Monitor wells installed where OVA hits were highest and in known storage areas. Laboratory reports showed only minor metal concerns. Ground water flow was to the southwest. Main concern is direct exposure to planned residential housing. Report documenting soil removal to be completed by end of December, 1999. TAC to have copies first or second week of January, 2000. The next meeting is scheduled for February 21, 2000. The meeting adjourned at 5:50 p.m.
