TECHNICAL ADVISORY COMMITTEE MEETING

The meeting was called to order at 3:02 p.m. at the Martin Luther King Center.
In order to provide continuity for research, items are listed in agenda order, although not necessarily discussed in that order.
ITEM B - Introduction
Attendees introduced themselves and reviewed their expertise and backgrounds.
ITEM C - Clearwater Brownfields Area Program Overview
Economic Development Programs Manager Miles Ballogg referred to a map of the City’s Brownfields, defined Brownfields, reviewed types of contamination, and presented a history of the
Brownfields program. He also reviewed successful economic development tools and the BAB’s role to improve public participation and encourage public comments related to Brownfields through:
1) rehabilitation and redevelopment; 2) future land use; 3) employment opportunities; 4) community safety; 5) environmental justice; and 6) Brownfields Site Rehabilitation Agreements.
The BAB will review TAC findings and make recommendations to the Commission.
ITEM D - Brownfields Advisory Board - TAC Overview and Objectives
Mr. Miller, the TAC’s (Technical Advisory Committee) staff liaison, interpreted his role for the Committee as support to bring the City’s full resources to resolve Committee issues.
A presentation of the TAC legal guidelines and objectives were presented.
In response to a question from Mr. Wyatt, filling in for Member Flannery, Mr. Miller said from time to time, it may be necessary for some members, particularly FDEP (Florida Department
of Environmental Protection) representatives, to excuse themselves from voting or to serve in an ex-officio capacity when matters under discussion also are being considered by their
respective agencies. Assistant City Attorney Leslie Dougall-Sides said the TAC is an advisory committee to the BAB. She suggested this issue be considered for further discussion at
a subsequent meeting. However, she did further describe the Sunshine Law, requiring that outside the public forum, members must not discuss matters regarding issues that may come before
the TAC. If a committee member or respective agency stands to gain or lose materially by TAC action, it would constitute a conflict of interest. In those situations, the member must
abstain.
ITEM E - Board Administration
1. Nomination/Election of Officers
Consensus was to continue the election of officers and adoption of by-laws when more members are present.
Ms. Dougall-Sides said the TAC will be required to conduct meetings according to Robert’s Rules of Order until it adopts by-laws.
Meeting Schedule - Date and Time
TAC consensus was to meet monthly as the Committee learns the full extent of their purpose and objectives, after which they indicated a desire to meet less often. The next TAC meeting
is scheduled for March 1, 1999, at 3:00 p.m. An opportunity for citizen input will be provided to members of the public, giving the TAC members further opportunity to respond to public
questions.
Discussion and Approval of Objectives
Mr. Miller requested members review suggested TAC objectives and informational materials, and submit discussion topics to him before the next meeting.
ITEM F - Project Discussion
Projects proposed for TAC review included: 1) tank removal/ remediation and redevelopment - 1108 North Greenwood Avenue; 2) Brownfields Infill Housing Project - 904 Pennsylvania Avenue;
3) Neighborhood Family Center/Police Substation - Tank Removal - 1498 South Greenwood Avenue; and 4)downtown Clearwater Regional Retention Project.
