The Chair called the meeting to order at 2:00 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
ITEM #A - Approval of Minutes
Member Shah requested that sentence 1, paragraph 4, read “… including plans and geotechnical …”.
Member Shah moved to approve the minutes of the regular meeting of October 10, 2001, as corrected. The motion was duly seconded and carried unanimously.
ITEM #B - Continued Requests – None.
ITEM #C - New Requests
3070 Gulf-to-Bay Boulevard – RB-3 Associates, Jim Mills – Owner; DLW Architects – Representative; Requesting a variance to Section 304.6.1, 304.6.2, and 304.6.3 of the 1997 Standard
Mechanical Code. Parcel 16-29-16-00000-230-0200, Case #BAA01-15
Don DeReynold, representative for the applicant, distributed photographs of the property. He said mechanical exhaust fans on the roof of this 5-story hotel are for toilet exhaust.
His client was informed by Building Construction Inspector Bill Wright and Inspector Bill Phillips that there is insufficient access to the units. Mr. DeReynold said the units can
be accessed easily with a snorkel lift. Repairs can be made by removing the entire unit or working on it from the top once the fan cover is removed. There is attic access underneath
the fan. Inspector Phililps said there is no access to the unit through the attic.
Building Official Kevin Garriott said the Code requires that mechanical work requires a platform for safety reasons. Inspector Philips said the platform must meet specific dimensions.
Concern was expressed about the steepness of the roof. Mr. DeReynold said his client is proposing the snorkel lift as an alternative to the platform. The fans can be accessed without
leaving the snorkel lift. He said repairs can be made from all 4 sides from inside the lift without getting onto the roof. He said he does not want access to the roof because of the
pitch and the metal shingles.
In response to a question, Mr. Garriott said he had no objection to the request. He felt the snorkel lift is a viable alternative to the Code requirements.
Member Walker moved that the use of a crane or snorkel lift is an acceptable use to access the mechanical equipment in lieu of that requirement in the City’s mechanical section of the
Code. The motion was duly seconded and carried unanimously.
ITEM #D - Pending Matters
Mr. Wright said staff received a request from the property owner at 3190 McMullen Booth Road who is experiencing problems with the land sinking. He has hired a geologist to determine
the cause. Since the Board’s extension to the owner expires this month, they are requesting another extension.
Mr. Garriott suggested an extension until February 15, 2002, to allow time for the loss of work by the geologist over the holidays.
In response to a question, Mr. Garriott said the new County Building Code is effective March 1, 2002.
Member Corcoran moved to grant the extension request from the property owner at 3190 McMullen Booth Road until February 15, 2002. The motion was duly seconded and carried unanimously.
