The Chair called the meeting to order at 2:00 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
ITEM #A - Approval of Minutes
Member Nall moved to approve the minutes of the regular meeting of September 12, 2001, as recorded and submitted in written summation to each board member. The motion was duly seconded
and carried unanimously.
ITEM #B - Continued Requests – None.
ITEM #C - New Requests
#C1 - 1246 S. Hillcrest Avenue: Federal Home Loan Mortgage Corp., Owner: Camelot Inc. ERA Realtors, Representative. Request time extension to make repairs or demolish the structure
at Parcel 22-29-15-01476-000-0240. BAA 01-13
Joyce Gerris, of Camelot Inc. ERA Realtors, stated her firm represents Freddie Mac (Federal Home Loan Mortgage Corp.). The property was foreclosed on July 24, 2001. She said repair
bids average $21,000, and include plumbing work and roof replacement. She said her firm had removed the trash and is working on the landscaping. She requested a 75-day extension to
complete repairs.
Building Construction Inspector Bill Wright distributed photograph sheets from the Unsafe Structure Report dated February 1, 2001. Associated problems relate to slime and dirt on the
kitchen floor, trash and debris, holes in the wall, deteriorated kitchen cabinets, mold, electrical and plumbing below Code standards, open windows, poor sanitary conditions, wall damage
around shower head, and improper lighting above kitchen range. Mr. Wright said the structure is sound and damage is repairable.
Member Walker moved to approve an extension to December 24, 2001, that runs with the land, for the completion of necessary repairs to the structure at 1246 Hillcrest Avenue to meet Section
47.161 City Code of Ordinances regarding unsafe buildings. The motion was duly seconded and carried unanimously.
#C2 - 800 Willowbranch Avenue: Helene Zeager, Owner: John Hyman, Representative. Request time extension to make repairs at Parcel 13-29-15-22626-000-0030. BAA 01-14
John Hyman, representative and son-on-law of owner Helene Zeager, said his family had moved Ms. Zeager from the home following Mr. Zeager’s death. His family wants to repair the structural
problems, discovered during a home inspection. He has hired a new Realtor. He said he had contacted an electrician from his home in New Jersey but has not yet hired a contractor for
the structural repairs. He said soil samples and a geological report have been completed. He estimated up to 15 underpinnings will be required to stabilize the structure, which was
constructed over buried organic matter
Mr. Wright distributed photograph sheets dated July 19, 2001. Associated problems relate to the settlement of the structure and include a sloping floor, door, and roof, large cracks
and gaps at the windows, walls, entrance to crawl space, the plant wall, and between the wall and footer, a footer sinking away from the wall, and a deteriorated garage door. Repaired
cracks have opened again. The driveway drops three to four inches on each side. In response to a question, Mr. Wright estimated 150 square-feet of land are affected. Several nearby
homes with similar problems are located next to the creek. Discussion ensued regarding repair methods and requirements.
Three residents spoke in support of the extension.
Member Shah moved to approve an extension to November 9, 2001, that runs with the land, for the owner/representative to present a solution to repair the foundation including plans and
geotechnical reports, and an extension to January 8, 2002, to complete repairs at 800 Willowbranch Avenue to meet Section 47.161 City Code of Ordinances regarding unsafe buildings.
The motion was duly seconded and carried unanimously.
