02/09/2000BOARD OF ADJUSTMENT AND APPEAL ON BUILDING/FLOOD CONTROL MEETING CITY OF CLEARWATER February 9, 2000 Present: Edward H. Walker, Jr. Acting Chair Pankaj Shah Board Member Michael D. Sullivan Board Reporter The meeting was called to order at 2:07 p.m. at the Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #1 – 1329 S. Hillcrest Avenue, Clearwater; Allen Dixon & Jacinthe Daigle-Dixon, Owners. To request a time extension to obtain bids and hire contractors. Located at Brookhill Sub. Unit 5, Blk P, Lot 2, Parcel #22-29-15-11988-016-0020. On August 3, 1999, the City cited the building at 1329 S. Hillcrest Avenue as an unsafe structure. Problems associated with the structure relate to glass missing from windows, trash & debris in structure, shed, and yard, open windows and doors, open wires in shed, boarded and broken windows, holes in walls, a destroyed door, open attic, collapsing ceiling, broken glass doors, refrigerator and kitchen cabinets destroyed, insects, and broken glass on closet slider doors. Building Construction Inspector Bill Wright stated Jacinthe Daigle-Dixon had purchased the property after it was cited. The new owner has removed trash and debris, improved the rodent problem, fixed some windows, and boarded others. The building is not habitable until it is brought up to code. Mr. Wright cited the property again on December 20, 1999. Mr. Wright distributed photograph sheets from the Unsafe Structure Report dated August 3, 1999. Jacinthe Daigle-Dixon said she was aware the building was unsafe when she purchased it. She reviewed problems she has had obtaining financing to make repairs and reaching agreement with a building contractor. In response to a question, Ms. Daigle-Dixon said she was aware of repair requirements, including relocating the electrical box outside. Discussion ensued regarding the process to obtain permits. Member Corcoran moved to approve a 30-day extension from February 9, 2000, to obtain necessary permits and a 60-day extension from March 10, 2000, for the completion of necessary repairs to the structure at 1329 S. Hillcrest Avenue to meet Section 47.161 City Code of Ordinances regarding unsafe buildings. The motion was duly seconded and carried unanimously. ITEM #2 – Approval of Minutes Member Corcoran moved to approve the minutes of the regular meeting of January 12, 2000, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. ITEM #3 - Adjournment The meeting adjourned at 2:35 p.m.
