11/10/1999BOARD OF ADJUSTMENT AND APPEAL ON BUILDING/FLOOD CONTROL MEETING CITY OF CLEARWATER November 10, 1999 Present: John H. Logan, Jr. Chair Edward H. Walker, Jr. Board Member Michael D. Corcoran Board Member Carroll Nall, Jr. Board Member Absent: Pankaj Shah Board Member Also Present: Kevin Garriott Building Official Bill Wright Building Construction Inspector II Patricia O. Sullivan Board Reporter The meeting was called to order at 2:05 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #1 – 1211 N. Garden Avenue, Clearwater; Richard Symanski, Owner, Marily Symanski, Representative. To request an extension of time. Located at Enghurst Addition to Clearwater, N1/2 of Lots 37 & 38. Parcel: 09-29-15-25920-000-0371 The City cited the front building at 1211 N. Garland Avenue as an unsafe structure on July 21, 1999. Problems associated with the structure include trash in yard, open windows, deteriorated and missing balusters, boarded windows, termite droppings, broken glass, open wiring, a destroyed door jamb, open outside door, missing siding, flooring installed without permit, deteriorated and collapsed ceilings, missing bath fixture, rusty tub, and evidence someone is sleeping in the unit. No representative of the property owner attended the meeting. Building Inspector Bill Wright distributed photograph sheets from the Unsafe Structure Reports dated July 21, 1999. He reported the unit in the rear is in worse condition. The owner has pulled permits to repair the front building but needs permits for the rear. The property has been vacant for almost 2 years. Both units are repairable. The owner decided not to raze the rear structure as it could not be replaced due to the property’s commercial zoning. Termite damage exists beneath the new flooring. The owner plans to repair both units and sell them. Mr. Wright felt a 90-day extension would provide enough time to complete necessary repairs on both buildings. Engineering drawings are required to permit work on the rear building. Member Corcoran moved to approve a 90-day extension for the completion of necessary repairs to structures at 1211 North Garden Avenue to meet Section 47.161 City Code of Ordinances regarding unsafe buildings. The motion was duly seconded and carried unanimously. ITEM #2 - Approval of Minutes Member Corcoran moved to approve the minutes of the special meeting of October 13, 1999, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. ITEM #3 - Adjournment The meeting adjourned at 2:16 p.m.
