The Chair called the meeting to order at 2:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
ITEM #A - Approval of Minutes
Member Corcoran moved to approve the minutes of the regular meeting of July 8, 1998, as recorded and submitted in written summation to each board member. The motion was duly seconded
and the motion carried unanimously.
ITEM #B - Continued Requests - None.
ITEM #C - New Requests
C1) 605 Hart Street, Clearwater, Florida, Thomas Floyd, Owner. To request additional time to comply with the unsafe notice issued per section 47.161 Unsafe Buildings and Systems, City
Code of Ordinances. Located at Jones Sub of Nicholson’s, Blk 4, Lot 7 and ½ vac alley adjacent on S. Parcel #09-29-15-44352-004-0070
In his July 17, 1998, appeal application, Thomas Floyd, owner, requested an extension of time to repair the structure at 605 Hart Street. Building Construction Inspector Bill Wright
distributed photograph sheets from the Unsafe Structure Reports. The building’s roof has no shingles and rain has collapsed inside ceilings. After the owner began to install stucco
wiring and lathe, the City issued a Stop Work Order as no permit had been issued. Mr. Wright said the building is deteriorated and not worth repairing. In 1992, the MCEB (Municipal
Code Enforcement Board) had found the property to be in violation of code. The property has not been brought into compliance. On February 28, 1998, related fines totaled $466,250.
The City recommends razing the structure. Mr. Wright reported the owner recently had repaired the property next door which has fines totaling $25,825.
The applicant and property owner, Thomas Floyd, was not present nor represented. Assistant City Attorney Leslie Dougall-Sides said the board can take action if the applicant is
not present. Theresa Zeitz was present to see if her organization, Citizens Commission on Human Rights, would be affected by this request. It was noted the building has remained in
its current condition for a long time. In response to a question, Mr. Wright did not know why this property had not been addressed previously.
Member Corcoran moved to deny an extension to repair the structure at 605 Hart Street as the building’s condition is too deteriorated to repair. The motion was duly seconded and carried
unanimously.
