The Chair called the meeting to order at 4:05 p.m. in the Commission Chambers of City Hall.
ITEM #1 Review Minutes from January 21, 2004

Minutes from January 21st were unanimously approved as corrected. Minutes to the February 18 Work Session were
not enclosed with the packet and approval was tabled until the next meeting.
ITEM #2 Citizens To Be Heard

Action Items
ITEM #3 Nomination of Vice Chair
Nomination of vice chair is due in April. Michael Flanery was selected to serve as vice chair for a period of one year and
as chair the following year. Sandra Jamieson will serve again as chair for one year. Final approval of nominations will
be put under Action Items for the April meeting.

ITEM #7 Community Development
Member Carlough reported on the Community Development Board (CDB) meeting. She was surprised to learn there is a
color limitation on buildings in the City of Clearwater. There was a discussion about one building in particular, Chic
Realty, located at 28 Ft. Harrison. The owner painted the building a very nice shade of purple. The CDB members
objected to the color because the code mentions pastels and this color was considered too dark. However, it was
approved. Member Carlough feels that if the City wants to attract people to the downtown area they need to be more
flexible with the color choices for buildings.

Discussion Items
ITEM #8 Utilitv Proiects Uodate
Mr. Carrier introduced Todd Petrie, Assistant Director of Public Utilities. Mr. Petrie gave a brief update on the status of
utility projects. Currently the water master plan is being worked on, the assessment report of existing facilities is
complete and reclaimed water projects are all near completion. Also, the Public Utilities Department had a meeting with
Southwest Florida Water Management District regarding funding and to make sure the District and City are in agreement
on some specific issues.
ITEM #9 Reoort on Coastal Redevelooment
Member McSwine spoke with the Indian Rocks Beach City Manager regarding the coastal redevelopment proposal. At
this point, it is a volunteer pilot project, which will have to meet many guidelines and will only be available in five areas
throughout the state. Indian Rocks Beach is the only municipality against it. The City Manager objects. because of the
higher density, which would bring more traffic and make hurricane evacuation more difficult. She asked someone who is
going to Tallahassee to attend a seminar to check on the status of the bills on coastal redevelopment.
ITEM #10 Stevenson Creek Dredaina - Sludae Disoosal
In response to a question raised regarding what the City plans to do with the sludge removed from Stevenson Creek, Mr.
Carrier explained the procedure. The sludge is loaded on trucks and taken to a City-owned sludge farm in Hillsborough
County. The sand is separated from the muck material which is then spread thinly over several acres to dry out. The
sand is sold for fill material.

Councilman Bill Jonson stopped by to visit the EAB. Chair showed him a copy of the policy manual, which will be
copied, and send to his attention at City Manager's Office.
