I Administration
ITEM #A - The Chair called the meeting to order at 4:05 p.m. in the Commission Chambers of City Hall.
ITEM #B Approval of Minutes - January 19, 2000:
Member Stowell moved to approve the minutes of February 16, 2000 as submitted. Member Rhame duly seconded the motion.
ACTION: Approved. Carried unanimously.
ITEM #C – Commission Liaison Report – F. Drake - Chair Drake advised that she had nothing to report from the Commission.
ITEM #D – City Correspondence - No City correspondence was provided.
II Status Reports
ITEM #A - Monthly Site Plan Assessment Review Summary of March 8, 2000: - Staff provided a memorandum detailing the proposed Beckett Lake Assisted Living Facility located at 2155 Montclair
Road. This site is currently requesting annexation into the City and will go before the Commission on 04/20/00. Member Stowell moved to approve the project. Member Rhame seconded
the motion.
ACTION: Approved. Carried unanimously.
ITEM #B – Stevenson Creek Liaison for Environmental Justice – D. Rhame – Member Rhame asked staff to inform the members regarding Stevenson Creek. Staff provided an agenda of the project
kickoff meeting to be held March 23, 2000. This meeting will define roles of all parties involved. Member Rhame has volunteered to act as liaison between the Environmental Advisory
Board, the Brownfield Advisory Board and citizenry for the project.
MOTION – None
ACTION – If the public shows an interest for participation in the partner technical meetings, a public forum will be arranged by staff.
III- Old Business
Coopers Point Field Trip The field trip was postponed until April.
ACTION – Approved. Carried unanimously.
IV - New Business:
Land Development Code Update (Ralph Stone and Gina Clayton – Presenters)
Staff presented changes to the Land Development Code. Member Stowell expressed concerns that commercial developments can remove 25% of trees from a site without penalty but a multi-family
development cannot do the same. Chair Drake expressed concerns for any changes to the Code that allow for 25% of trees to be removed without penalty. Permits to remove hazardous trees
were discussed. Citizen Loren Westenberger spoke regarding tree removal. Mr. Westenberger is in favor of reinstating the old tree ordinance calling it “state of the art”. Chair Drake
requested an updated version of the Land Development Code for the Board.
MOTION - Chair Drake moved to table the issue until April. Member Kelenberger duly seconded the motion.
ACTION – Approved. Carried unanimously.
Tampa Bay Estuary Program (TBEP) Outreach Monitoring Programs
(Nannette Holland – Presenter)
Ms. Holland presented a progress report on efforts to restore Tampa Bay. She noted that the City has impressive Stormwater, Wastewater and Reuse programs in place. Member Stowell expressed
concerns regarding Tampa Bay Water’s plans for a desalination plant on the Bay and its effects on the estuary reconstruction program. The Board decided to invite Ms. Holland back for
further discussion of the TBEP Citizen Outreach Programs.
MOTION – None
ACTION – Recommendation to invite Ms. Holland back another time.
MOTION - Member Stowell makes a motion to extend the meeting until 6:10 PM. Chair Drake duly seconds the motion.
ACTION – Approved – Carried unanimously
V – Citizens to be Heard:
Member Stowell brought to the attention of the Board his concerns for illegal dumping that occurred at 3035 SR 60 (otherwise known as the Connolly property). Three citizens, Mr., Jack
Alvord, Mr. Early Sorenson, and Mr. Loren Westenberger expressed concerns for City ordinance to facilitate clean up to protect trees.
MOTION – None
ACTION – By consensus, Mr. Miller was asked to investigate what support the City could do to facilitate clean up to protect trees at this site.
