Lindeman Tampa Bay Water Amanda Rice Tampa Bay Water Kevin Becotte Public Utilities Director Nina Clark Staff Assistant II *Liaison to EAB for Stevenson Creek Environmental Justice To provide continuity for research, items are in agenda order although not necessarily discussed in that order. The Chair called the meeting to order at 4:10 p.m in the Commission Chambers of City Hall. ITEM #A - Approval of Minutes - September 15, 1999: Member Drake moved to approve the minutes of September 15,1999 as submitted. The motion was duly seconded by Member Rhame. ACTION: Approved. Carried unanimously. ITEM #B – Nomination of Officers: Mr. Miller recommended that a decision to appoint officers to the EAB Board be postponed until Member Drake has had an opportunity to attend some meetings and learn more about how the EAB operates. He also suggested that the EAB by-laws be modified to include in addition to a Chair and Vice-Chair position, a City Commission Liaison, a Brownfields Advisory Board Liaison and a Comprehensive Plan Liaison. Mr. Smith moved to establish the additional three officers within the EAB. The motion was seconded by Member Drake. ACTION – Approved. Carried unanimously. Tom Miller said that the EAB has by-laws that call for a chairman and a vice-chair position. The by-laws do not contain any other positions. He suggested that a City Commission liaison, a Brownfields Advisory Board Liaison and a Comprehensive Plan liaison be established and added to the by-laws. Mr. Smith moved to establish the additional three officers within the EAB with the approval of all the members. The motion was seconded by Member Drake. ACTION: Approved. Mr. Miller asked the members if they would be willing to appoint an EAB - Brownfields liaison to attend the Brownsfield Advisory Committee meetings in the same way that Mr. Flaherty has been appointed to be a Brownfields-Environmental Advisory Board liaison attending today’s EAB meeting. The EAB- Brownfields liaison would help with communication between both Boards related to Stevenson Creek and help move it through the technical issues. The kick off joint session with both boards coming together will take place on November 22, 1999 at the Martin Luther King Center. Member Drake moved to nominate Member Rhame as the EAB Brownfield liaison. The motion was seconded by Member Smith. Member Rhame requested that the name be changed to Stevenson Creek Liaison for Environmental Justice. ACTION: Approved. Carried unanimously. Mr. Rhame moved to nominate Member Drake as liaison to the Commission. The motion was seconded by Vice Chair Smith. ACTION: Approved. Carried Unanimously. ITEM #C - Commission Liaison Report: - Member Rhame spoke with Commissioner Clark regarding the Main Street Program at Harborview Center on Saturday, October 23, 1999 from 10:00 am to 4:00 pm. Commissioner Clark is very anxious to have people attend and participate. The Commissioners will be there to answer any questions that people may have. ACTION: None ITEM #D - City Correspondence : Mr. Miller advised that he has not had the opportunity to send the letter to S.T.A.R.T. advising them that the City will not fund the program next year. ACTION: Recommended letter to be sent to S.T.A.R.T. by staff. ITEM #E - Monthly Site Plan Assessment Review Summary : - Although there are several projects listed, none met the criteria that would interest the Board. ACTION: None ITEM #F - NEW BUSINESS: Desalination – Mr. Don Lindeman and Ms. Amanda Rice of Tampa Bay Water gave an overview of the Master Water Plan for desalination including the criteria for brackish wells. An informative packet was distributed to those in attendance. ACTION - None ITEM #G - OLD BUSINESS: EAB VIDEO - EAB advised that this issue remains on hold . ACTION – None a). Marine Advisory Board Seagrass Issue: Ms. Dougall-Sides advised the Board that regarding Jet Ski rental, she has met with the Planning Department as well as the Harbormaster and they have arranged a new approach for new applications for new businesses with more staff performing a higher level of review then was occurring. Regarding the seagrass issue, Ms. Dougall-Sides is waiting to hear from the Marine Advisory Board as to what they want to do. ACTION – None ITEM #H – Citizens Agenda No citizens in attendance. ITEM #I – Establish November 22, 1999 Brownfield Advisory Board Meeting at 6:00 pm at the Martin Luther King Center ITEM #I – Future Agenda Stevenson Creek Pictures Watershed Plan Process The meeting adjourned at 6:00 pm.
