City Attorney Nina Clark Staff Assistant II To provide continuity for research, items are in agenda order although not necessarily discussed in that order. The Chair called the meeting to order at 4:10 p.m in the Commission Chambers of City Hall. ITEM #A - Approval of Minutes - August 18, 1999: Member Stowell moved to approve the minutes of August 18, 1999 as submitted. The motion was duly seconded by Member Kellenberger. ACTION: Approved. Carried unanimously. ITEM #B - Commission Liaison Report: - None. ITEM #C – Elections – Ms. Drake requested that election of officers take place next month. ACTION: Approved by consensus. ITEM #D - City Correspondence : Presented a letter sent to Captain Gary Folden regarding the activities adversely affecting the seagrass and invited him to attend the next EAB meeting on October 20, 1999 at which time Assistant City Attorney, Leslie Dougall-Sides will report the results of a meeting with the Marine Advisory Board. An e-mail from Mr. Roberto asking that our contribution to S.T.A.R.T. be canceled, a memorandum to Mayor Aungst and City Commissioners urging them to place the former Bayview Mobile Home Park property on the Environmentally Sensitive Lands list. ACTION: By consensus, staff will send a letter to S.T.A.R.T.,signed by Vice Chair Smith, advising of the City Manager’s decision. ITEM #E - Monthly Site Plan Assessment Review Summary : - None ACTION: None ITEM #F - NEW BUSINESS a. Stevensons Creek: Mr. Miller presented information regarding Stevenson Creek. Mr. Miles Ballogg on behalf of the Brownfields Advisory Board, asked that a liaison from EAB be appointed to work closely with the residents and report back to the BAB. Mr. Ballogg requested that a meeting of both the EAB and BAB members take place in November. ACTION: By consensus, this will be discussed at the October meeting of the EAB. ITEM #G - OLD BUSINESS I) EAB Video: Mr. Miller advised that Jackie Molsick is extremely short of help and will not be able to work on the EAB video at this time. It was suggested that members of the EAB appear on C-View with Mr. Roberto on “Open Mike” or with Rich Baier on “Works in Progress”. ACTION: None Mr. Miller presented the members with the Town Pond Resolution 99-43 Agenda Item. Member Stowell moved to approve Resolution 99-43. The motion was duly seconded by Ms. Drake. ACTION: Approved. Carried unanimously ITEM #H – Citizens Agenda No citizens in attendance. ITEM #I – Future Agenda Environmental Justice Plan Desalinization Plan for Pinellas County – Kevin Becotte Stevenson Creek History/Vision EAB Video The meeting adjourned at 6:10 pm.
