The Chair called the meeting to order at 4:05 p.m in the Commission Chambers of City Hall. ITEM #A - Approval of Minutes - July 21, 1999: Member Rhame moved to approve the minutes of July 21, 1999 as submitted. ACTION: Approved. Carried unanimously. ITEM #B - Commission Liaison Report: Commissioner Clark requested that the minutes of the EAB meeting be sent to the Commission in draft form so that they would receive them more quickly. ACTION: Staff to follow up on request. ITEM #C - City Correspondence : Presented appointment of Ms. Freda Drake, reappointment of Alan Smith, invitation to Coopers Point millenium celebration on October 9th, and letter from Historic Bayview Association on Snyder Supreme Court decision. ACTION: Approved. Motion to authorize staff to draft an appropriate letter to the City Commission to present the Environmental Advisory Board’s position. (for signature by the EAB Chair.) ITEM #D - Monthly Site Plan Assessment Review Summary : Presented project assessment sheet with no projects receiving sufficient points to require further EAB evaluation. ACTION: None ITEM #E 1. OLD BUSINESS: Otter Trawl Protocol and Permit for marine organism harvesting, issued to Clearwater Marine Aquarium reviewed by members. ACTION: Staff to send a letter to Captain Gary Folden of Peace Harbor, Inc. and Captain Richard Howard of Southern Sun Charters to transmit the protocol and permit. Staff to draft a letter from the EAB to the Community Redevelopment Agency requesting support to preserve the Connolly property in accordance with the EAB’s environmentally sensitive lands list . ACTION: None. ITEM #E 2 - NEW BUSINESS Chair Member Gray presented a draft presentation to the Commission on the purpose, function and accomplishments of the Environmental Advisory Board for approval. ACTION: None Town Pond Buy-In District and associated policies for Board discussion. ACTION: None Stevenson Creek Appointee: Staff requested appointment of a member to assist in development of the Stevenson Creek Watershed Management Plan on the Technical Advisory Committee.
