Director Engineering/PD&E Carrie Beem Television Production Specialist Miles Ballogg Economic Development Program Director Nina Clark Staff Assistant II The Chair called the meeting to order at 4:05 p.m at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #A - Approval of Minutes - March 17, 1999 Member Stowell asked that the first line in the second paragraph under Item #1(a) - Bayview Mobile Home Property, be corrected to read “….. regarding the new method of funding “Preservation 2000" and the next ten years. Vice-Chair Smith moved to approve the minutes as amended. The motion was duly seconded by Member Rhame and carried unanimously. ITEM #B - Commission Liaison Report Member Rhame said that he discussed the EAB video with Commissioner Clark and informed him that the Board was working on producing one. Commissioner Clark commented that he thought it was a good idea. ITEM #C - City Correspondence Mr. Miller mentioned the memo he had sent to the members regarding the Former Bayview Mobile Home Park property and that during this investigation, the City received an application to rezone the property from a Mobile Home Park to residential office general. Also attached was a chronological list of events related to this property, an aerial segment and property location map. ITEM #D - Monthly Site Plan Assessment Review Summary Member Rhame made a motion to accept the report as submitted. Member Stowell asked what is being considered by DRC at 950 Old Coachman Road. Mr. Miller stated that he will find out and let him know. The motion was duly seconded by Member Stowell and carried unanimously. ITEM #E Confirm Agenda - None ITEM #2 Old Business (a) EAB Video Mr. Miller stated that the City Manager has requested a video be put together. As a result, Chair Gray has put together all the ideas that the Board has submitted regarding the past, present and future environmental issues. Carrie Beam advised the board that the cost to hire someone to produce a script for this video would cost approximately $10,000. There are no grant writers available to request funds and Mr. Miller noted that the EAB has no budget to produce the video by outside sources. Member Stowell asked if the airship should be a consideration. Ms. Beem stated she felt that 15 minutes of aerial viewing could be boring. Also, the airship could not capture the past nor the future, only the present. Member Rhame suggested that 10% be spent on the past environment, 70% on present and 20% on the future of the environment in the City of Clearwater. Ms. Beem advised the Board that C-View would be happy to do the video, however, they are very busy and she would have to know as soon as possible who will be the speakers, what areas need to be covered and then she will write the script for the Board’s approval at the next meeting. ITEM #3 New Business Northward Elementary School - (Postponed until May) Environmental Justice ( Miles Ballogg) Mr. Ballogg conducted a presentation on Environmental Justice - turning contaminated properties into environmentally suitable areas. He featured the history, the recent accomplishments and the future goals with additional funding from EPA. He also informed the Board of upcoming programs that will be held May 27th at 6:00 pm at the Martin Luther King Center, June 19th from 9:00 am to 4:00 pm at the Martin Luther King Center and mid to late July at the Martin Luther King center; time to be announced. ITEM #F Citizens Agenda Mr. Early Sorensen - 517 Bayview Avenue, Clearwater, FL. - Mr. Sorensen offered his suggestion that the City work with the businesses on Gulf to Bay to have the City provide trees which could be placed behind the power lines and eventually, these trees grow and hide the poles and power lines. He also mentioned that his area needs new fire stations. Mr. Miller replied that the City tried to do a tree planting with private parties, however, the owners stated that the City would have to buy the easement and be responsible for the care of the trees and the easements. The City would also have to be responsible for any damage that may occur should the tree fall. Mr. Jack Alvord informed the board that a church opened in the neighborhood with the possibility of approximately 17 cars being parked in the area. This church has now purchased 25% of the property in the area and now 150 cars park in the area. He advised that the oil from these cars is draining into the bay. They built a detention pond between the church property and the bay, however, plants began to grow and when the church had it cleaned out, they made holes in the retaining wall and piped that water into the bay. Mr. Miller will have that situation looked into. FORMER BAYVIEW MOBILE HOME PARK Member Rhame stated that since the City is not going to buy the property and rezoning is in, under contingency, perhaps the planning staff can require a set back to save the trees on the front of Gulf to Bay to provide a nice entrance into Clearwater. Member Stowell made a motion to ask the developer to submit a site plan showing all the trees and make every effort to preserve as many trees as possible, and this site plan be reviewed by the Environmental Advisory Board, City staff and the City Commission before the rezoning and land use amendment is completed. The motion was duly seconded by Member Rhame and carried unanimously. The meeting adjourned at 6:15 pm.
