Director Engineering/PD&E Nina Clark Staff Assistant II The Chair called the meeting to order at 3:16 p.m. at the MSB Building This meeting was a field trip to view individual field locations listed as environmentally sensitive. Minutes Approval - December 16, 1998 Member Rhame stated that he had a question on page 5 under Town Pond regarding the 200 acre site in the sentence "State premitting is required for the proposed 200 acre site". Mr. Miller agreed that as written, the “200-acre site” was confusing. It did not refer to the size of the Town Pond, but to the size of the proposed “buy-in” district surrounding the pond in downtown. Therefore, the 3rd sentence from the end of the 2nd paragraph under "b) Town Pond" is changed to: State permitting is required for the pond to serve the proposed 200 acre redevelopment area. Member Rhame moved to approve the minutes with that correction. The motion was duly seconded and carried unanimously. #1 - TOWN POND - The pond is to be located within the area that extends from Ft. Harrison to Missouri on one end and Cleveland to Court Street on the other. #2 - CUSTER SITE - This property provides a wetland buffer for Lake Belleview. Ms. Dougall-Sides advised that it is bound on all sides except for the railroad and right-of- way. Mr. Stowell confirmed that the property is owned by the Custer family and was advised that the City can purchase it. #3 - MAPLE SWAMP - ALSO KNOWN AS ALLENS CREEK REHABILITATION PROJECT. This project is considered an environmental habitat restoration project and is owned by the City and Pinellas County. When completed, the County will turn it over to the City for maintenance. It consists of 2.4 acres with a 3-5 year maintenance agreement paid for by SWFWMD at 50%, the City at 33% and the County at 16%. The Board was greeted at the site by Alan Mayberry, Urban Forester and Terry Finch, Environmental Progress Supervisor who described the project in detail. #4 - SOUTHGATE PARK - This area is a marginal wetland and is privately owned. #5 PARK PLACE - Thirty acres of privately owned property, and in less than two years, the owner has constructed a huge apartment complex. The Board suggested that this property should come off the list. #6 BAYVIEW TRAILER PARK - Vacated mobile home park owned by the Connelly family. The property would make for a scenic park that, in conjunction with adjacent County owned property, would beautify the City’s eastern gateway and could provide access to Tampa Bay. Member Rhame said that he talked to Commissioner Clark. Commissioner Clark indicated his interest in obtaining the Connelly property. #7 DERWIN SMITH PROPERTY - Protection of Coopers Bayou. Primarily wetlands #8 BRICKS MANAGEMENT - Immediately upstream of Coopers Bayou. Now developed and known as Bayshore Townhomes by Ryland Homes. The Board recommended this property be removed from the list. #9 COOPERS BAYOU PARK - The first and only park in this coastal zone. SWFWMD funded a portion of this bayou restoration. #10 LAKE CHAUTAUQUA PARK REDEVELOPMENT - The Board asked to see this project while in the neighborhood. PROPERTIES NOT VISITED DUE TO TIME CONSTRAINTS WERE: Bricks Management Brown Associates, Ltd. A member asked if the Wolf property should be on the list. Mr. Miller indicated that it could, but at this time, may need that property to resolve unsuccessful mitigation in the Stevenson Creek basin. Chair Member, Whitney Gray stated that the Board should try and think of some way to urge the City to revisit the issue of purchasing the Bayview Trailer Park. Three properties, Wellington Apartments, Park Place, and Bricks Management have been identified as properties that need to be removed from the list because of development by builders. She asked Vice-Chair Smith to construct a letter noting what has happened to the other properties, particularly the Connelly site. Adjournment The field trip adjourned at 5:40 p.m.
