Sullivan Board Reporter The Chair called the meeting to order at 8:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Citizens to be Heard re Items Not the Agenda: None. 3 — Minutes Approval — September 11, 2013 Member Lightfoot moved to approve the minutes of the MAB (Marine Advisory Board) meeting of September 11, 2013, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4—Old Business 4.1. MAB Rules & Regulations amendment re accepting testimony from the audience A scrivener's error was noted re numbering. Consensus was for the Rules and Regulations to require speakers listed on the agenda to submit a copy or description of their presentations to the Marine Director 30 days prior to the meeting for immediate distribution to board members. Member Lightfoot moved to continue adoption of the updated MAB Rules & Regulations to March 12, 2014. The motion was duly seconded and carried unanimously. 5— New Business 5.1. 2016—49er World Championship Race at Clearwater Community Sailing Center Member Calhoun declared a conflict of interest. Marine Advisory 2013-12-11 1 Marine & Aviation Department Director William Morris said the CCSA (Clearwater Community Sailing Association) Board of Directors has worked closely with US Sailing and has been awarded the winter 2016 49er World Championship Race, which will attract international competition and determine some membership on the US Olympic sailing team and back up team. Also, US Sailing has proposed a 4 -year contract with the Clearwater Community Sailing Center to be a sanctioned sailing training site for Laser Radials and Paralympics. Mr. Morris said the Paralympics' coach will be here this weekend to review launch procedures. The Sailing Center wants to add to the end of the north dock a floating dock that will be 10 -feet wider and more stable so that two boats with crews can launch simultaneously. The Sailing Center plans to spend approximately $149,000 for new boats. There are no plans for a new ramp or dredging. Boat lifts are being considered. Mr. Morris said the Sailing Center's contract with the City expires in September 2015. The non - profit's management of the Sailing Center has reduced annual City costs from $150,000 to $13,000. New Sailing Center activities will attract a significant number of tourists. A 5 -year contract will be presented to the City Council in February. In response to questions, Mr. Morris said no other group has expressed interest in running the Sailing Center and staff is not familiar with another organization to recommend. Member Lightfoot moved that the Marine Advisory Board recommended extending the CCSA contract to February 2019. The motion was duly seconded. Members McFarland, Lightfoot, and Bongo and Chair Trager voted "Aye "; Member Calhoun abstained. Motion carried.
