Cypress Street, Suite 282 Tampa, Florida 33607 (HPE Job No. 12- 015 -MDC) Date: March 3, 2014 PARKING DEMAND STUDY OBJECTIVE The purpose of this report is to summarize the results of a parking demand study for the proposed McDonald's Restaurant — Clearwater Mall. The proposed fast food restaurant will be constructed in the former Village Inn Restaurant located at 2871 Gulf to Bay Boulevard in Clearwater. The parking demand study was performed to estimate if 47 parking spaces could accommodate the future parking demand of the proposed restaurant. The referenced property will have driveway connections to Gulf to Bay Boulevard (S.R. 60) and Cross Boulevard. BACKGROUND The project site is located on the southeast corner of Gulf to Bay Boulevard (S.R. 60) and Cross Boulevard in Section 17, Township 29 South, Range 16 East within the incorporated area of the City of Clearwater. The property is comprised of one parcel identified by Pinellas County Property Appraiser's Office with parcel identification number 17/29/16/03546/000 /0010. The total site area is approximately 1.28 acres (55,751 sf) and is bounded by Gulf to Bay Boulevard (S.R. 60) to the North, Cross Boulevard to the West, Rogers Street (vacated) to the South and Thrift Store to the East. The existing development includes a vacant sit -down restaurant (formerly known as Village Inn) of 5,441 sf total gross floor area and 75 surface parking spaces. The proposed McDonald's — Clearwater Mall will include one 1 -story building of 5,206 sf, a side - by -side drive -thru lane, 47 surface parking spaces, one double dumpster enclosure for solid waste management, a stormwater management system including a detention pond, utilities services including potable water, fire protection service and sanitary sewer, and attractive Florida native drought tolerant landscape. A new multi - family complex (i.e. Bayview Gardens) located adjacent to the property was recently approved by City of Clearwater and is currently under construction. The setbacks, drainage, parking and landscaping are designed to support the proposed redevelopment of the property. The City of Clearwater Community Development Code (Code) requires 12 parking spaces per 1,000 square feet of restaurant Gross Floor Area (GFA). The Code requirement for the proposed fast food restaurant is 63 parking spaces. The proposed site layout and parking plan shows a total of 47 parking spaces on -site, representing a deficit from the Code requirements of 16 parking spaces (i.e. 25% of minimum required). See Attached: • Site Location (Exhibit A) • Proposed Parking Layout (Exhibit B) DATA COLLECTION AND EXISTING CONDITIONS Parking observations were undertaken at four existing McDonald's restaurants located at 1934 North Hercules Avenue, 539 South Missouri Avenue, 29978 U.S. Highway 19 North, and 1860 Gulf to Bay Boulevard in Clearwater. These four McDonald's restaurants were used in this Parking Demand Study March 3, 2014 McDonald's Restaurant 2871 Gulf to Bay Boulevard Clearwater, Florida 33759 parking demand study due to the land use, building size, drive - through features and geographic area. Data Collection at McDonald's - Hercules Avenue & Sunset Point Road, Clearwater The existing McDonald's - Hercules Avenue & Sunset Point Road is located at 1934 North Hercules Avenue (C.R. 425) approximately 4.8 mile north of the proposed McDonald's — Clearwater Mall. The restaurant is comprised of a 1 -story building with approximately 3,705 sf of GFA and a parking lot with a total of 38 parking spaces (10.25 spaces per 1,000 sf GFA) of which two are handicap parking spaces. The restaurant serves customers traveling on Hercules Avenue and Sunset Point Road as well as those living in central Pinellas County. Parking observations at this location took place on Tuesday February 18, 2014, from 7 a.m. to 7 p.m. The observations consisted of identifying the number of parking spaces occupied at 5- minutes intervals. The weather condition was clear with sunny skies with temperatures between 60 °F and 75 °F. The restaurant employs between 8 and 15 employees per each 8 -hour shift. The drive -thru lane accounts for approximately 70 percent of the sales with a traffic volume between 1,200 and 1,800 vehicles per day. The existing drive -thru lane uses two Customer Order Display (COD) stations (i.e. side -by -side drive - thru). The observations taken on Tuesday February 18, 2014, show the peak parking demand occurred at 11:40 am. At the time of observation, 33 of the 38 parking spaces were occupied, leaving 5 spaces available. The Peak Parking Demand Ratio to GFA computed was 8.91 per 1,000 sf GFA. The data also indicates that between 8:00 a.m. and 3:00 p.m. the restaurant had a parking demand ratio between 7.56 and 8.91 per 1,000 sf GFA. See Attached: Peak Period Parking Demand Summary Table for Observation Taken on Tuesday February 18, 2014 (Exhibit C) Peak Period Parking Demand Ratio to Gross Floor Area Graph for Observation Taken on Tuesday February 18, 2014 (Exhibit D) Data Collection at McDonald's - Missouri Avenue & Turner Street, Clearwater The existing McDonald's - Missouri Avenue & Turner Street is located at 539 South Missouri Avenue approximately 4.3 mile west of the proposed McDonald's — Clearwater Mall. The restaurant is comprised of a 1 -story building with approximately 3,436 sf of GFA and a parking lot with a total of 48 parking spaces (13.97 spaces per 1,000 sf GFA) of which two are handicap parking spaces. The restaurant serves customers traveling on Missouri Avenue as well as those living in central Pinellas County. Parking observations at this location took place on Wednesday February 19, 2014 from 7 a.m. to 7 p.m. The observations consisted of identifying the number of parking spaces occupied at 5- minutes intervals. The weather condition was clear with sunny skies with temperatures between 60 °F and 80 °F. The restaurant employs between 8 and 15 employees per each 8 -hour shift. The drive -thru lane accounts for approximately 70 percent of the sales with a traffic volume between 1,000 and 1,500 vehicles per day. The existing drive -thru lane uses two Customer Order Display (COD) stations (i.e. side -by -side drive - thru). Parking Demand Study March 3, 2014 McDonald's Restaurant 2871 Gulf to Bay Boulevard Clearwater, Florida 33759 The observations taken on February 19, 2014, show the peak parking demand occurred at 12:15 p.m. At the time of observation, 28 of the 48 parking spaces were occupied, leaving 20 spaces available. The Peak Parking Demand Ratio to GFA computed was 8.15 per 1,000 sf GFA. The data also indicates that between 7:00 a.m. and 3:00 p.m. the restaurant had a parking demand ratio between 5.53 and 8.15 per 1,000 sf GFA. See Attached: Peak Period Parking Demand Summary Table for Observations Taken on Wednesday February 19, 2014 (Exhibit E) Peak Period Parking Demand Ratio to Gross Floor Area Graph for Observations Taken on Wednesday February 19, 2014 (Exhibit F) Data Collection at McDonald's - US Highway 19 N & Congress Avenue, Clearwater The existing McDonald's - US Highway 19 North & Congress Avenue is located at 29978 US Highway 19 North (S.R. 55) approximately 6.6 mile north of the proposed McDonald's — Clearwater Mall. The restaurant is comprised of a 1 -story building with approximately 3,876 sf of GFA and a parking lot with a total of 50 parking spaces (12.90 spaces per 1,000 sf GFA) of which two are handicap parking spaces. The restaurant serves customers traveling on US Highway 19 as well as those living in central Pinellas County. Parking observations at this location took place on Thursday February 20, 2014 from 7 a.m. to 7 p.m. The observations consisted of identifying the number of parking spaces occupied at 5- minutes intervals. The weather condition was clear with sunny skies with temperatures between 65 °F and 85 °F. The restaurant employs between 8 and 12 employees per each 8 -hour shift. The drive -thru lane accounts for approximately 75 percent of the sales with a traffic volume between 1,300 and 2,000 vehicles per day. The existing drive -thru lane uses two Customer Order Display (COD) stations (i.e. side -by -side drive - thru). The observations taken on Thursday February 20, 2014, show the peak parking demand occurred at 12:15 p.m. At the time of observation, 33 of the 50 parking spaces were occupied, leaving 17 spaces available. The Peak Parking Demand Ratio to GFA computed was 8.51 per 1,000 sf GFA. The data also indicates that between 7:00 a.m. and 3:00 p.m. the restaurant had a parking demand ratio between 4.64 and 8.51 per 1,000 sf GFA. See Attached: Peak Period Parking Demand Summary Table for Observations Taken on Thursday February 20, 2014 (Exhibit G) Peak Period Parking Demand Ratio to Gross Floor Area Graph for Observations Taken on Thursday February 20, 2014 (Exhibit H) Data Collection at McDonald's — Gulf to Bay Blvd & Corona Avenue, Clearwater The existing McDonald's — Gulf to Bay Boulevard & Corona Avenue is located at 1860 Gulf to Bay Boulevard (S.R. 60) approximately 2.6 mile west of the proposed McDonald's — Clearwater Mall. The restaurant is comprised of a 1 -story building with approximately 3,876 sf of GFA and a parking lot with a total of 60 parking spaces (15.48 spaces per 1,000 sf GFA) of which two are handicap parking spaces. The restaurant serves customers traveling on Gulf to Bay Boulevard Parking Demand Study March 3, 2014 McDonald's Restaurant 2871 Gulf to Bay Boulevard Clearwater, Florida 33759 as well as those living in central Pinellas County. Parking observations at this location took place on Friday February 21, 2014, and Saturday February 22, 2014, from 7 a.m. to 7 p.m. The observations consisted of identifying the number of parking spaces occupied at 5- minutes intervals. The weather condition on both days was overcast with periodic rain and temperatures between 60 °F and 80 °F. The restaurant employs between 8 and 12 employees per each 8 -hour shift. The drive -thru lane accounts for approximately 75 percent of the sales with a traffic volume between 1,300 and 2,000 vehicles per day. The existing drive -thru lane uses two Customer Order Display (COD) stations (i.e. tandem drive - thru). The observations taken on Friday February 21, 2014, show the peak parking demand occurred at 8:30 am and 9:05 am. At the time of observation, 30 of the 60 parking spaces were occupied, leaving 30 spaces available. The Peak Parking Demand Ratio to GFA computed was 7.74 per 1,000 sf GFA. The data also indicates that between 7:00 a.m. and 4:00 p.m. the restaurant had a parking demand ratio between 5.68 and 7.74 per 1,000 sf GFA. On Saturday February 22, 2014, the peak demand was observed at 2:05 p.m. with 32 of the spaces being occupied, leaving 28 unoccupied spaces during this period of highest usage. The Peak Parking Demand Ratio to GFA computed was 8.26 per 1,000 sf GFA. Further, the data indicates that between 7:00 a.m. and 3:00 p.m. the restaurant had a parking demand ratio between 5.42 and 8.26 per 1,000 sf GFA. See Attached Peak Period Parking Demand Summary Tables for Observations Taken on Friday February 21, 2014, and Saturday February 22, 2014 (Exhibit 1) Peak Period Parking Demand Ratio to Gross Floor Area Graphs for Observations Taken on Friday February 21, 2014, and Saturday February 22, 2014 (Exhibit J) PARKING DEMAND ANALYSIS According to McDonalds Corporation, the proposed McDonald's - Clearwater will employ between 10 and 15 employees per each 8 -hour shift. The proposed building will include approximately 107 seats and the side -by -side drive -thru lane will account for approximately 75 percent of the sales with a traffic volume between 1,200 and 2,000 vehicles per day. Exhibit D and F illustrate the Peak Parking Demand Ratio to GFA measured at the four McDonald's restaurants used in this parking demand study. During the five days of observations, the Peak Parking Demand Ratio to GFA was significantly less than the minimum off - street parking (i.e. 12.0 per 1,000 sf GFA) required by the City of Clearwater Community Development Code. The Peak Parking Demand Ratio to GFA measured at the four McDonald's restaurants range between 7.74 and 8.91 per 1,000 sf GFA. In this analysis, the parking demand measured at the four existing McDonald's restaurants are considered to estimate the future parking demand of McDonald's — Clearwater Mall. The land use, building size, drive - through features, geographic area, number of employees, and customer base of the four existing restaurants and the proposed restaurant are comparable. Parking Demand Study March 3, 2014 McDonald's Restaurant 2871 Gulf to Bay Boulevard Clearwater, Florida 33759 Table 1 shows a statistical analysis of the parking demand observations at the four existing McDonald's restaurants in Clearwater. Source: High Point Engineering, February 2014 The parking demand ratios measured at the four existing McDonald's restaurants used in this parking demand study are not limited by proximity to the project site and serve the same geographic area (i.e. central Pinellas County). The distance to the proposed McDonald's - Clearwater Mall from the closest McDonald's restaurants used in this study is 2.6 miles. The four McDonald's restaurants used in this study are surrounded by State Roads Highways as well as Pinellas County collector /arterial roads, and are located contiguous to residential neighborhoods. The proposed McDonald's - Clearwater Mall will install a side -by -side drive thru lane to expedite drive -in sales as McDonald's - Hercules Avenue & Sunset Point Road, McDonald's - US Highway 19 North & Congress Avenue, and McDonald's - Missouri Avenue & Turner Street did in the recent years. Consequently, based on the land use, building size, number of employees, customer base and site features between the four existing McDonald's restaurants and the proposed McDonald's - Clearwater Mall, the peak parking demand obtained during the five days of observations can be adequately extrapolated and used for the proposed McDonald's - Clearwater Mall. Thus, the highest expected Peak Parking Demand Ratio to GFA for the proposed restaurant will be 8.91 per 1,000 sf GFA. Therefore, the projected 8.91 per 1,000 sf GFA Peak Parking Demand Ratio applied to the proposed restaurant calls for: 8.91 x 5,206 sf GFA / 1,000 sf = 46 spaces Parking Demand Study March 3, 2014 McDonald's Restaurant 2871 Gulf to Bay Boulevard Clearwater, Florida 33759 The extrapolated parking demand is less than the future parking supply so the probability that the expected parking demand for the proposed restaurant would be accommodated by the 47- space parking lot shown on the proposed site plan is acceptable. Furthermore, Average Peak Period Parking Demand data from Institute of Transportation Engineers (ITE) Parking Generation, 3rd Edition for land use: 934 Fast Food Restaurant with Drive - Through Window was also used to estimate the future parking demand for the proposed expanded restaurant as well as to compare with the results from the observations taken at the existing restaurant. For Fast -Food Restaurants with Drive - Through Window, ITE Parking Generation, 3rd Edition presents Average Peak Period Parking Demand vs: 1,000 sf GFA. On a: Weekday and Saturday. The Average Peak Period Parking Demand Ratios in 1,000 sf GFA suggested by the ITE Parking Generation, 3rd Edition for estimating the minimum off - street parking required for Fast - Food Restaurant with Drive - Through Window are as follows: Weekday: 9.90 per 1,000 sf GFA. Saturday: 9.54 per 1,000 sf GFA. Thus, the minimum off - street parking required according to the ITE Parking Generation, 3rd Edition is: Weekday: 9.90 x 5,206 sf /1,000 sf = 52 spaces Saturday: 9.54 x 5,206 sf /1,000 sf = 50 spaces The ITE Parking Generation, 3rd Edition average peak period parking demand computed for the proposed restaurant is slightly higher than the proposed parking supply at McDonald's — Clearwater Mall. However, the peak parking demand ratios suggested by the ITE Parking Generation, 3rd Edition does not factor any effect of side -by -side drive thru lane. Consequently the probability that the future parking demand for the expanded restaurant would be accommodated by the 47 parking spaces shown on the proposed site plan is acceptable. See Attached: • Institute of Transportation Engineers (ITE) Parking Generation, 3rd Edition Data Summary for Land Use: 934 Fast -Food Restaurant with Drive - Through Window (Exhibit K) Parking Demand Study March 3, 2014 McDonald's Restaurant 2871 Gulf to Bay Boulevard Clearwater, Florida 33759 CONCLUSION As established in the foregoing analysis, the proposed 47 parking spaces parking lot for the proposed McDonald's — Clearwater Mall (9.03 spaces per 1,000 sf GFA) is projected to adequately meet the proposed restaurant future parking demand during all periods. The peak parking demand ratios suggested by the ITE Parking Generation, 3 I Edition are slightly higher than the peak parking demand ratios measured during the five days of observations. However, the peak parking demand ratios suggested by the ITE Parking Generation, 3rd Edition does not include or consider side -by -side drive thru lanes. The National Restaurant Association identifies August as the most popular month of the year to eat out and Saturday as the most popular day of the week for dining out. Normally, December is the holiday shopping season. In general, March is the peak season for tourists and seasonal residents in Florida.
