The Pledge of Allegiance and review of board procedures followed. To provide continuity for research, the items are listed in agenda order although not necessarily discussed in that order. Minutes Approval -- March 24, 1998 Member Herberich moved to approve the minutes according to copies submitted in writing to each member by the Board Reporter. The motion was duly seconded and carried unanimously. Proposals for Design Review 1. DRB 98-004 -- Parthenon Deli, Steve Fowler, Architect 725 Court Street (Facade Alteration) Mr. McCarty reviewed the proposal as detailed in the previous meeting. The item was continued to determine the owners’ wishes regarding window and column treatment. Architect Steve Fowler displayed color renderings of the proposed facade with two additional windows and painted columns. The applicant will return to the board for review of additional windows and painted columns when anticipated future dining area expansion takes place. Staff recommended approval of the proposed enhancements. Cleaning and painting the building’s south side was encouraged, for a more uniform and attractive appearance. In response to a question, Mr. Fowler did not know why columns were originally painted between, instead of on, the exterior pilasters. Member Cagni declared a conflict of interest with regard to this case. Member Herberich moved to approve DRB 98004, subject to the applicant cleaning and painting the building’s south side. The motion was duly seconded. Members McCann, Herberich, and Hamilton, voted “Aye”; Member Cagni abstained. Motion carried. Board and Staff Discussion Mr. McCarty said the City Manager’s Advisory Board Appreciation dinner is tonight at 7:00 p.m., following a social hour beginning at 6:00 p.m. Lorenzo Aghemo has been appointed as the new Central Permitting Director. Mr. Aghemo’s starting date, duties, background, experience, and qualifications were highlighted. The April 28 Design Review Board meeting may be moved to an alternate location due to a meeting room conflict. Mr. McCarty will advise board members of any location change. Sale of the former City Hall Annex site is still under negotiation pending resolution of remediation questions. General discussion ensued concerning installation of window glass and a mechanical equipment enclosure at the downtown Pinch-A-Penny store. It was indicated the applicant changed construction documents to avoid having to return to the Design Review Board. Mr. McCarty is tracking potential plans for restrooms along the Pinellas Trail, and use of the site to the south as a “freedom park.” Assistant City Attorney Dougall-Sides will review jurisdiction authority with the Land Development Code consultants. Board members felt plans for City landscaping along the site will benefit adjoining property owners and Trail users. Adjournment The meeting adjourned at 3:21 p.m.
