PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES

Ms. Walbolt called the meeting to order at 2:09 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not necessarily discussed in that
order.
ITEM #2 – Introduction – Consultants Meridith McKinley and Todd Bressi – Ms. McKinley created Via
Partnership, LLP in 1999. Via Partnership, LLP is a St. Louis-based consulting group that works with public
and private sector organizations to develop and implement public art strategies. Mr. Bressi is an Urban Planner
and Designer from Philadelphia.
In conjunction with their current undertaking on the Pinellas County Public Art and Design Master Plan, the City
of Clearwater has engaged them to assist in developing and organizing an overall framework for the City’s Public
Art and Design Master Plan. The Master Plan will address three different types of public art opportunities: 1)
City Projects, 2) Private Development, 3) In Lieu of dollars. Some of the tasks at hand include completing
background research, community involvement, partnerships, public participation and education.
Ms. McKinley and Mr. Bressi spent two days facilitating meetings with key City staff outlining four important
factors to consider when writing a Public Art Master Plan: 1) Master Plan Overview, 2) Public Art Vision and
Opportunities, 3) Important Considerations, 4) The Next Steps. The agenda included an overview of the
Clearwater Public Art Program, a presentation by BKB/Via on the impact public art can have on a community
and brainstorming sessions focusing on how the City can achieve and support the City’s overall vision. The
consultants will evaluate the overall feedback they received and prepare for community charette-style workshops
in November.
A Public Art Master Plan draft will be written and then presented back to the Public Art & Design Board for
consideration. Targeted date for completion is January/February 2006.

a. Master Plan - see above
b. Program Guidelines -the program guidelines draft was submitted to City of Clearwater's Legal
Department for review. Legal was very impressed with the completeness of the guidelines. Very
few changes were made. The deaccession and gift policy will be later submitted to City Council
along with the Master Plan.
