The Chair called the meeting to order at 3:10 p.m. in the City Hall Annex.
In order to provide continuity, the items will be listed in agenda order although not necessarily discussed in that order.
A. Minutes Approval - October 24, 1995
Mr. McCarty and Mr. McCann each noted a typing error on page 1 and page 2 of the minutes. Member Milam moved and Member McCann seconded to approve the minutes as corrected. The motion
carried unanimously.
B. Board Discussion
1996 Meeting Schedule
The tentative 1996 meeting schedule that had been distributed at the previous meeting was discussed. Mr. McCarty indicated to the Board a similar meeting schedule that the Planning
and Zoning Board had adopted. Also, that only the first meeting in January would need to be held at the Annex building. All other meetings would be held at 3:00 p.m. in the City Commission
Chambers in City Hall. Member McCann moved and Member Mavronicolas seconded that the adjusted, recommended 1996 meeting schedule be adopted. The motion carried unanimously.
Land Development Code Ordinances (Draft)
Division 14. Parking Garages
Division 26. Urban Center District (UC)
There was general Board discussion concerning elements contained in the two draft ordinances that had been distributed to Board Members for their information and use. No action needed
to be taken as these were for information purposes only.
Preliminary Draft Urban Center District Design Guidelines
The main topic for this DRB meeting was to discuss the draft of the proposed Urban Center District Design Guidelines, their relationship to and differences from the previous guidelines
and to provide an opportunity for input from all Design Review Board members.
Significant discussion ensued with participation by all Board members. The general concensus was that the draft guidelines were good and that they had effectively transcended from
the former 1994 guidelines. It was felt that a glossary of terms or definitions would be necessary as well as a set of procedures for potential applicants to follow with requirements
for submissions to the Board.
General discussion also indicated the Board's emphasis on specific styles of streetscape furnishings (with certain types to be selected) for overall District continuity, the need to
incorporate visual screening of automobiles from view in parking garages and the importance of Clearwater's history to be expressed through its existing buildings when applicants consider
alterations, remodelings and additions to properties.
The draft guidelines were reviewed page by page with suggestions for modifications and/or revisions noted. It was also noted that the incorporation of effective visual drawings, examples
of both recommended and not recommended, will be an important aid for applicants. Mr. McCarty stated that he is in the process of seeking approval for the use of some good examples
and will give a status report to the Board at its next meeting.
It is the concensus of the Board that an effective public awareness, educational campaign will need to be undertaken by the City when the design guidelines are finalized. Through this
process, the community, the design professionals and property owners in the Urban Center District may be made aware of and recognize the importance of the guidelines for anticipated
improvements in the District.
It was agreed to make the recommended changes to the draft guidelines and be prepared to discuss the revised draft at the next meeting.

With no further business to be discussed, Member Mavronicolas moved to adjourn, the motion was seconded by Member McCann and passed unanimously at 4:55 p.m.
