Dear Mr. AlGhafari:
On August 14,2003, the Development Review Committee (DRC) reviewed the Preliminary Plat
for the Belleair Commons Subdivision. This subdivision is for 10 detached dwelling lots. The
Final DRC Comments for this request are:
1. Parks and Recreation:
a) Open Space/Recreation Impact Fees are due prior to city approval and
signature of the final or record plat per Chapter 54 of the Code of Ordinances.
These impact fees will need to be recalculated due to the change in units from
13 to 10. Contact Deb Richter at 727-562-4817.
2. Stormwater:
a) Please show typical house pad including finished floor, paved area and lot
grading.
b) Provide calculations that demonstrate site will meet City stormwater retention
and water quality treatment criteria.
c) Provide 50' of adjacent topography to demonstrate that bordering properties
will not be adversely affected.
d) Show stormwater collection system and stormwater pond outfall location.
e) Provide draw down calculations with verified (soil boring) seasonal high
water elevation.
f) Comments need to be addressed with construction drawing package.
3. Traffic En2ineeriDl!:
a) Show 20' x 20' sight visibility triangles at the access.(Section 3-904, The City
of Clearwater Community Development Code Manual).
b) Private Road to provide a 24-foot wide clear travel way (16-foot wide
pavement and four-foot wide stabilized base on both sides of the pavement).
Travel way must be clear of all obstructions (mailboxes, light poles, traffic
signage, etc.).

link to existing sidewalk along Belleair road. (Section 3-1907, City of
Clearwater Community Development Code Manual).
d) Applicant should be made aware of future proposed multi-use trail (aka:
Progress Energy) to be located along the Florida Power right-of-way east of
the property.
e) State on the site plan whether proposed residential development is to be gated
or not.
f) Above to be addressed on construction drawings.
g) Need County permit for work along County right-of-way (Belleair Road)
prior to permitting.
h) Traffic Impact Fees to be determined and paid prior to C.O.
4. General En2ineerin2:
a) Need a cover sheet for the Final Plat (dedication, surveyors certification,
etc.).
b) Additional comments will be made on construction drawing submittal.
5. Plannin2:
a) Existing driveways no longer to be used must be removed.
b) Show all proposed easements.
c) Dimension the setbacks shown on the lots (may be shown as typical where
such applies).
d) Lots 4 and 7 also have front setback requirements along the north side of the
lot adjacent to the private street and within 25 feet of the property line.
6. Solid Waste:
a) The hammerhead turn around is acceptable for Black Barrel service.
7. Land Resources:
a) Tree survey required on plat/site plan to determine possible tree impacts
associated with all proposed infrastructures.
8. Fire:
a) Private Road to provide a 24-foot wide clear travel way (16-foot wide
pavement and four-foot wide stabilized base on both sides of the pavement).
Travel way must be clear of all obstructions (mailboxes, light poles, traffic
signage, etc.).
b) Show fire hydrants spaced 500 feet apart for residential.
c) Ingress/egress road is a required fire lane and shall be designated as such by
proper signage, to be installed by developer and maintained by homeowners
association.

No additional submittals (drawings or response letter) are required for the Preliminary Plat. You
have already submitted construction drawings to the Building Department for review and
permitting (BCP2003-09249). The Final Plat must be submitted for review prior to the
subdivision construction drawings permit being issued. The Final Plat must be submitted to Don
Melone, Engineering Department (727-562-4798), for processing to City Commission.

I have the following comments and questions so please response to each ASAP"
1- Item A of traffic engineering in the revised (final) DRC comments still states that 24' wide
pavement is required even though the City Code calls for 16 feet wide pavement and 24 feet
wide right of way. We have talked about this in the meeting and agreed that the pavement
width is 16' feet. For consideration of the fire department's needs, we agreed to make the
entire right of way drivable without the obstruction of the mail boxes and others. Please see
roadway section on Sheet 4.
2- Item b of General Engineering was eliminated because it would have required a Flexible
review and is not warranted.
3- Solid waste has accepted the design ofthe hammerhead for this particular project during the
meeting.
4- Did you find out what one comes first the egg or the chicken meaning the plat recordation or
the construction permit for the infrastructures.?
5- How many sets of revised plans do I have to prepare for you guys.
6- Do you require a letter of response to your comments or not.

5. Plannine::
a) Based on General Engineering comment to place lot lines in the centerline of the proposed
road, this would require Flexible Development approval (FLD) through the public hearing
process to the Community Development Board (CDB), as the setback to pavement would be
zero. (Note: Pavement is a structure according to the City of Clearwater Community
Development Code [Code].) This process would require all the information other
departments are asking for.
b) Existing driveways no longer to be used must be removed.
c) Show all proposed easements.
d) Based on comments in "a" above, front setback of 25 feet is measured from front property
line. However, it is higWy recommended to have 20 feet from the edge of any sidewalk
along the private street to the front of the garage (most people "park" outside of garage, and
Code does not allow vehicles to overhang the sidewalk).
e) Identify what the longer dashed line close to the west property line is.
f) Dimension the setbacks shown on the lots (may be shown as typical where such applies).
g) Lots 4 and 7 also have front setback requirements along the north side of the lot adjacent to
the private street and within 25 feet of the property line.
h) Lots 4 and 7 have a rear setback along the east and west sides respectively.
i) Lots 5 and 6 have a rear setback along the north side and east/west sides respectively.
j) Lots 2, 3, 8 and 9 have a rear setback on the east and west sides respectively.
6. Solid Waste:
a) The hammerhead turn around will not work for the type of truck used to service Black Barrel
would like to see a cul-de-sac at the end of the street as the trucks are right side steer and

Do you have the proposed plat showing the 10 lots? The proposed plat shows the lot
configuration, the street and the "T" turnaround on the north end. I would assume that the truck
would turn into the proposed subdivision off of Belleair Road and head north, picking up BB on
the east side of the street, pick up the BB on the north while turning around and then pick up the
BB on the west side of the street as it heads back to Belleair Road. If you didn't get the proposed
plat, we can get you another. Thanks.

On this property they are now proposing to develop it with a single family subdivision of
10 lots. The proposed private road is 24 feet of right-of-way and 16 feet of pavement.
The reference to the FLS case was for those departments that made prior comments that
may be applicable in this new situation. If they had never proposed the townhomes
previously, how would you deal with the present request (black barrels?)? Any other
issues related to Solid Waste with the proposal? Let me know. Thanks.

When this came through before it was for dumpster service and there was a
problem with the location, If they are going to develop as 10 detached
dwellings Solid Waste will have to re-address the issue of dumpster or Black
Barrel. I would need to change it to HOLD on Permit Plan.
