D. SITE PLAN SUBMITTAL REQUIREMENTS: (Code Section 4-1001 & Section 202)

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each far;ade
with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.
See Exhibit "B" attached.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fagade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa~ade calculation methods set forth in Section 1806.B.1.c.i.

5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.

6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.

elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for

TO COMPREHENSIVE SIGN PROGRAM APPLICATION
Section E. Written Submittal Requirements (Code Section 3-18.07.C)
1. Architectural Theme. The design, character, location and/or materials of
all freestanding and attached signs proposed in a comprehensive sign
program shall be demonstrably more attractive than signs otherwise
permitted on the parcel proposed for development under the minimum sign
standards. All signs must be architecturally integrated into/with the design
of the building and/or site using similar and coordinated design features,
materials and colors, etc.
The property is comprised of four parcels and three automobile dealerships are
operating on the property. Due to a recorded Unity of Title (copy attached), the
property must be treated as a unified development site. Although there is no
change of ownership, the dealerships on the property are in transition. A Saturn
dealership and Mitsubishi dealership have been added to the site, which
originally operated solely as Lokey Oldsmobile. The materials, colors and design
features of the proposed signs are determined by the automobile manufacturer;
however the applicant has proposed to locate the signs in a manner that is
integrated with the landscaping and design of the site.
2. Height. The height of all signs proposed through the comprehensive sign
program shall relate to the design of the sign and shall not exceed 14 feet
in height.
All proposed new signs are less than 14 feet in height. There is an existing sign
on the property which is currently 20 feet in height which is intended to remain in
place.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign
Program is automatically controlled so that the lighting is turned off when
the business is closed.
The attached sign for "Saturn of Clearwater" and the freestanding signs are
illuminated. All illuminated signs have timers on them to turn the lights off during
late evening hours.
4. Total Area of Sign Faces. Height, Area, Number and Location of Signs.
The height, area, number and location of signs permitted through the
Comprehensive Sign Program shall be determined by the Community
Development Coordinator based on the following criteria: overall size of
site, relationship between the building setback and sign location, frontage,

access and visibility to the site, intended traffic circulation pattern,
hierarchy of signage, scale and use of the project, and submittal of a
master sign plan for the development parcel/project. Additionally, the
maximum permitted sign area shall be based on the following formula
when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage
shall range from one percent up to a maximum of six percent of the
building fac;ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all
freestanding signs on a site shall not exceed the range of sign area
permitted by the street frontage or building fac;ade calculation
methods set forth in Section 1806.B.1.c.i. and ii.
The engineer has indicated the appropriate calculations, demonstrating that the
signs conform with the above criteria, on each of the sign plans and the site plan.
5. Community Character. The signage proposed in the Comprehensive Sign
Program shall not have an adverse impact on the community character of
the City of Clearwater.
As stated in Item 6 below, all changes will have a positive impact on the area.
6. Property Values. The signage proposed in the Comprehensive Sign
Program will not have an adverse impact on the value of the property in the
immediate vicinity of the parcel proposed for development.
Any impact on the surrounding area will be a positive impact. The property has
remained under the same ownership and has been used as an automobile
dealership for many years. Through the change in dealerships and the proposed
sign changes, the site will be updated and revitalized.
7. Elimination of Unattractive Signage. The signage proposed in a
Comprehensive Sign Program will result in the elimination of existing
unattractive signage or will result in an improvement to the appearance of
the parcel proposed for development in comparison to signs otherwise
permitted under the minimum sign standards.
The appearance of the parcel is enhanced by the proposed signs. The new
signs will clearly indentify the entrances for the respective dealerships. The new
signs are attractively designed and will be set back from the right-of-way
according to Code requirements, as shown on the site plan.

8. Special Area or Scenic Corridor Plan. The signage proposed in the
Comprehensive Sign Program is consistent with any special area or scenic
corridor plan which the City of Clearwater has prepared and adopted for
the area in which the parcel proposed for development is located.

Dear Mr. Armstrong:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. The Comprehensive Sign Program proposal includes signs as presented in a
submittal booklet date stamp received June 22, 2004, with revisions on February 9, 2005. This
Comprehensive Sign Program includes the following signs:
1. Freestanding Sign, 85.0 square feet of internally illuminated pylon sign and reads "Oldsmobile
Lokey GM". This sign exists and is to be removed prior to December 31,2005.
2. Freestanding Sign, 49.0 square feet of internally illuminated, monument style sign that is 10.0 feet
in height and reads "Saturn".
3. Freestanding Sign, 50.0 square feet of internally illuminated, monument style sign that is 10.0 feet
in height and read "Mitsubishi Motors" and includes the Mitsubishi logo.
4. Attached Sign, 20.0 square feet of existing awning sign located over the entrance to building "D"
and reads "Lokey pre-owned vehicles".
5. Attached Sign, 59.67 square feet of internally illuminated channel letters and 2.7% of the north
building fa<;ade. The sign is located over the sales entrance to building "B" and reads "Saturn of
Clearwater" and includes the Saturn logo.
6. Attached Sign, 9.03 square feet of internally illuminated channel letters and 0.41 % of the north
building fa<;ade. The sign is located over the service entrance to building "B" and reads "Lokey
Service Reception".
The request for the Comprehensive Sign Program has been approved. The approval is based on and
must be consistent with the submittal booklet date stamp received June 22, 2004, with revisions on
February 9, 2005 and February 25, 2005 , subject to the following conditions:

Conditions of approval:
1. That all existing freestanding and attached signs, not otherwise approved as part of this application,
be removed prior to the issuance of any permits for freestanding signs;
2. That no freestanding sign be located within the required sight visibility triangles and all be located
five feet from property lines;
3. That a minimum of 12 square feet of landscaping be located around the base of each freestanding
sign and maintained;
4. That the two proposed monument-style freestanding signs display the correct address numbers at
the base of each sign and that the address numbers remain visible;
5. That when attached signs are removed/replaced, all wall penetrations be repaired/painted to match
the approved wall finish and color; and
6. That all other Code requirements/restrictions of Division 18 (Signs) be met, including but not
limited, to grand opening banners, window, temporary, construction, sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the
date of this Development Order (February 28,2006). All required building approvals shall be obtained
within one (1) year of the date of issuance of the initial building permit. Permitted time frames do not
change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity to
obtain any building permits or pay any fees that may be required. To facilitate the issuance of any
permit/license affected by this approval, please bring a copy of this letter with you when applying for
any permits/licenses that require this prior development approval.

This is to recap our meeting with John Schodtler at the City of Clearwater on November 16, 2004. (I'm copying
John on this memo.)
(1) The Unity of Title is no longer an issue.
(2) In order to support the request, the Planning staff wants to see the freestanding Saturn and Mitsubishi signs
reduced to 50 square feet or less. The height of these signs cannot exceed 1-1/2 times the width of the signs.
(Typical approvals of other signs on Gulf-to-Bay have been 10 to 12' in height so you should not exceed 12 feet in
height or the formula, whichever is less.)
(3) It was suggested to change the Mitsubishi sign so that it is not a monument sign - the bottom should have 2
posts or legs similar to the Saturn sign. If it stays as a monument sign, the monument structure cannot exceed 50
percent of the size of the sign.
(4) If changes 2 and 3 are made, the staff will waive the comment on the freestanding Saturn and Mitsubishi
signs sharing the same design.
(5) The Lokey Mitsubishi attached signage needs to be brought into compliance with the Saturn attached signage
- need information on illumination of signs.
Notes:
There may have been some limitation on the amount of time the modular building was approved for the site.
The parcel acquired from the mobile home park is still zoned "MHP" with a land use designation of "Residential
Medium". The other parcels are zoned "C" with a land use designation of Commercial General.

Dear Mr. Mastos:
On March 7, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to increase the area of a proposed freestanding sign from 20 square feet
(maximum permitted under Minimum Development Standards) to 40 square feet (the
maximum permitted under the conditions of Development Order regarding Case FLD 02-
03-07 as approved by the Community Development Board on May 21, 2002). The sign
will be a maximum of 10 feet in height which includes a peach-colored base painted to
match the primary color of the building five feet in height and will be located at the
northeast comer of the site. The sign will read "P.J.'s Auto World inc" and "WE SHIP
WORLDWIDE" in white letters on a teal background and "Classic & Sport Cars" in teal
. letters on a white background. The sign will also include two changeable copy boards
and the telephone number. The address will be located on the base in teal letters. The
sign package also includes an attached sign, 20 square feet in area, located on the north
fayade of the building which will read "P.J.' s Auto World inc" in white letters on a teal
background and "Classic & Sport Cars" in teal letters on a white background and meets
the Minimum Development requirements of the Code of the abovementioned
Development Order. The application for the Comprehensive Sign Program has been
approved for the sign as submitted.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (March 1 0, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.

Dear Mr. Snyder:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. The Comprehensive Sign Program proposal includes signs as presented in a
submittal booklet date stamp received May 13,2004 with revisions on August 2 and August 27,
2004. This Comprehensive Sign Program includes the following signs: Message Center Sign
M-l is 44 square feet and 12 feet tall (including the base) and three monument-style free
standing signs (one at 50.70 square feet and 11.72 feet in height, and two at 50.19 square feet and
11.625 feet in height each). Attached signs and directional signs are shown and specified by
dimensions within the Comprehensive Sign Program.
The request for the Comprehensive Sign Program has been approved. The approval is based on
and must be consistent with the submittal booklet date stamp received May 13, 2004 with
revisions on August 2 and August 27,2004, subject to the following conditions:
Conditions of approval:
1. That the submittal revisions be assembled into a final Comprehensive Sign Program booklet;
2. That all existing freestanding signs, not otherwise approved as part of this application, be
removed prior to the issuance of any permits for freestanding signs;
3. That no freestanding sign be located within the required sight visibility triangles and all be
located five feet from property lines;
4. That a minimum of 12 square feet of landscaping be located around the base of each
freestanding sign and maintained;
5. That the four monument-style freestanding signs display the correct address numbers at the
base of each sign and that the address numbers remain visible;

6. That the Message Center sign section that reads "Dayton Andrews" have white letters on a
black background and that the address numbers be white in color;
7. That a revised general specifications sheet for the Message Center sign be submitted to City
Planning Staff and included within the final Comprehensive Sign Program booklet;
8. That the Message Center sign be designed with a black changeable message background with
white characters and that the sign base be painted dark grey;
9. That the monument style freestanding signs A-I, A-2, and A-3 have black cabinets with
either black or white message backgrounds as shown on the general specifications sheet for
these signs;
10. That when attached signs are removed/replaced, all wall penetrations be repaired/painted to
match the approved wall finish and color; and
11. That all other Code requirements/restrictions of Division 18 (Signs) be met, including but not
limited, to grand opening banners, window, temporary, construction, sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year

Unity of Title question...
I have spoken with Wayne about this and he advised that I refer to management due to the unusualness of the situation.
1. Lokey Oldsmobile Comp Sign - SGN2004-06011 @ 2339 Gulf To Bay.
2. They had a master sign plan approved in 1996/7 by the City Commission.
3. They were required to record a unity of title, which they did. THIS IS WHERE IT GETS WEIRD.
4. The unity of title states "that the property shall hereafter be regarded as and is hereby declared to be unified solely
with regard to the allowable freestanding signage and for no other purposes"
5. The property appraiser does not indicate the parcels have been unified, however Mr. Armstrong assures me the
document is still valid.
How can you have a unity of title for signage only?
Is this document impacted by the new code?
I recognize I can get them on the fact that they want a master sign plan for all signs and the unity of title only states
freestanding signs.
Please advise how to proceed, I have exhausted all of my resources.
I have the actual recorded document for further evaluation.

Chip,
Lokey Auto Sales at 2336-2339 Gulf To Bay Blvd is in for a Comp Sign Program and they are requesting
something unusual.
Lokey Oldsmobile would like to leave their existing non-conforming freestanding sign up until December 31,
2006. At that time Oldsmobile is being phased out and the sign is coming down.
If I go by Code the sign must come down. Ed Armstrong would like this to be a condition of approval of the comp
sign.
What do you think?

On behalf of the applicant, we have the following responses to the staff's
comments:
1. There appears to be a discrepancy with the unity of title. The Pinellas
County Property Appraiser's office does not reflect the documentation
provided. The PCPA does not show the four lots as you've described in
Exhibit "A" as having unity of title.
Enclosed is a copy of the Declaration of Unity of Title executed by Lokey
Oldsmobile, Inc., recorded in O.R. Book 9444, Page 1997, Public Records of
Pinellas County, Florida ("Unity of Title"). This instrument was executed in
connection with a sign variance approval (SV#96-10) granted by the City in
1996. The legal description set forth in Exhibit "A" of the Unity of Title is the
same as the legal on the survey previously submitted with this application,
with one minor change. The parcel referred to as "Parcel A-2" on the Unity of
Title was platted and the platted. desc;ription of "Parcel A-2" is shown on the
survey.
Also enclosed is a copy of the tax map with tax parcel numbers indicated.
There are four tax parcels that comprise the same land described as three
parcels (A-1, A-2 and A-3) on the survey and in the Unity of Title. This is
confirmed by adding the Gulf-to-Bay frontages of the tax parcels which total

4. Clarify Comprehensive Sign Program Criteria #7. It is not understood
how the existing Oldsmobile freestanding sign remaining is meeting
this criteria.
Lokey Oldsmobile has been a part of the community for 53 years; however
the dealership will stop selling Oldsmobiles on December 31, 2006 due to the
discontinuance of the Oldsmobile make. The applicant requests that the
existing Oldsmobile sign remain until the Oldsmobile business is phased out,
at which time the sign will be removed. The color and design of the sign are
consistent with the proposed signs.
5. All proposed freestanding signs must include the street address.
Enclosed are three color copies of the revised sketches showing the street
addresses on the signs.
6. What is the future of the Oldsmobile Company and their existing signs?
It is our understanding the Oldsmobile Company is no longer in
business.
The Oldsmobile sales will be phased out and it is anticipated that the existing
Oldsmobile sign will be removed on or before December 31,2006.
The applicant agrees that this may be a condition of approval.

Dear Mr. Armstrong:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. The Comprehensive Sign Program proposal includes signs as presented in a
submittal booklet date stamp received June 22, 2004, with revisions on February 9, 2005. This
Comprehensive Sign Program includes the following signs:
1. Freestanding Sign, 85.0 square feet of internally illuminated pylon sign and reads "Oldsmobile
Lokey GM". This sign exists and is to be removed prior to December 31, 2005.
2. Freestanding Sign, 49.0 square feet of internally illuminated, monument style sign that is 10.0 feet
in height and reads "Saturn".
3. Freestanding Sign, 50.0 square feet of internally illuminated, monument style sign that is 10.0 feet
in height and read "Mitsubishi Motors" and includes the Mitsubishi logo.
4. Attached Sign, 20.0 square feet of existing awning sign located over the entrance to building "D"
and reads "Lokey pre-owned vehicles".
5. Attached Sign, 59.67 square feet of internally illuminated channel letters and 2.7% of the north
building fayade. The sign is located over the sales entrance to building "B" and reads "Saturn of
Clearwater" and includes the Saturn logo.
6. Attached Sign, 9.03 square feet of internally illuminated channel letters and 0.41 % of the north
building fayade. The sign is located over the service entrance to building "B" and reads "Lokey
Service Reception".
The request for the Comprehensive Sign Program has been approved. The approval is based on and
must be consistent with the submittal booklet date stamp received June 22, 2004, with revisions on
February 9,2005 and February 25,2005 , subject to the following conditions:

Conditions of approval:
1. That all existing freestanding and attached signs, not otherwise approved as part of this application,
be removed prior to the issuance of any permits for freestanding signs;
2. That no freestanding sign be located within the required sight visibility triangles and all be located
five feet from property lines;
3. That a minimum of 12 square feet of landscaping be located around the base of each freestanding
sign and maintained;
4. That the two proposed monument-sty)~ freestanding signs display the correct address numbers at
the base of each sign and that the address numbers remain visible;
5. That when attached signs are removeOlreplace'd:'all wall penetrations be repaired/painted to match
the approved wall finish and color; and
6. That all other Code requirements/restrictions of Division 18 (Signs) be met, including but not
limited, to grand opening banners, window, temporary, construction, sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the
date ofthis Development Order (February 28,2006). All required building approvals shall be obtained
within one (1) year of the date of issuance of the initial building permit. Permitted time frames do not
change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity to
obtain any building permits or pay any fees that may be required. To facilitate the issuance of any
permit/license affected by this approval, please bring a copy of this letter with you when applying for
any permits/licenses that require this prior development approval.
